Partnership Newsletter
The Slovak Atlantic Commission in cooperation
with the Embassy of the Slovak Republic in
Belgrade and with the support of the Ministry of
Foreign and European Affairs of the Slovak
Republic regularly prepares a monthly summary
of events in the form of a newsletter, concerning
the relations of Serbia and NATO, NATO and the
Western Balkan countries as well as the SlovakSerbian bilateral relations. The aim of these
publications is to inform the expert community
and public about the activities in this
cooperation, and to inform about the work of the
Embassy of the Slovak Republic in Belgrade,
which became the NATO Contact Point Embassy
in Serbia for years 2013-2014. The newsletter is
written in English and in Serbian, and it is published
on a monthly basis since March 2013 until March
2014. For previous issues of the newsletter, please

Slovačka Atlantska Komisija u saradnji sa
ambasadom Republike Slovačke u Beogradu, a
uz podršku Ministarstva spoljnih i evropskih
poslova Slovačke Republike redovno priprema
mesečni sažetak događaja u obliku biltena, o
odnosima Srbije i NATO-a, NATO-a i zemalja
Zapadnog Balkana, kao i bilateralnim odnosima
Slovačke i Srbije. Cilj ove publikacije je
informisanje stručne i šire javnosti o aktivnostima u
ovoj saradnji, te informisanje o radu ambasade
Republike Slovačke u Beogradu, koja je postala
Kontaktna ambasada NATO-a u Srbiji za 2013 2014. Bilten je napisan na engleskom i srpskom

Slovakia to Keep up with the
International Agreement on
Cluster Ammunition.
Slovačka održava korak sa
Međunarodnim sporazumom
o kasetnoj municiji.
Slovak
government
has
agreed to become a party to
the Convention on Cluster
Munition
(CCM)
and
is
preparing to sign the relevant
convention during the year
2015. Within the preparation
for the becoming the party to
the convention Slovakia has
pledged to dispose its own
stockpiles of the cluster
ammunition of the Armed
Forces of the Slovak Republic
until 10 years after signing the
convention. This disposal of
cluster ammunition is being
conducted with the help of
own capabilities – experts and
military specialists of the
National center for Explosive
Ordnance Disposal (EOD)
based in Nováky, Slovakia.
During November 2014 Slovak
EOD experts were disposing
artillery cluster ammunition
type JRKK 122 mm (SVK code:
Agát, ENG: Acacia), which
are missiles with cluster submunition that are launched
from self-propelled rocket
launcher
RM-70
Modular
(Slovak version of MLRS). The
disposal is being carried out in
the testing area of the Military
Technical Testing Institute
Záhorie
(VTSU)
by
soldiers/experts of the Slovak
EOD units. They have disposed
already substantial number of
cluster ammunition containing
air bombs (Soviet made RBK
as well as KMGU aerial
dispensers). It is expected that
the stockpiles of cluster
ammunition of the Slovak
Armed Forces will be disposed
by 2023 and expected costs
are around 5,552 mil. EUR.

postane članica Konvencije o
kasetnoj municiji (CCM) i
priprema
se da potpiše
relevantnu konvenciju tokom
2015. godine.

priprema za sve strane
potpisnice
Konvencije,
Slovačka se obavezala da
proda svoje zalihe kasetne
municije
Oružanih
snaga
Republike Slovačke do 10
godina nakon potpisivanja
konvencije. Ovo odlaganje
kasetne municije sprovodi uz
pomoć
sopstvenih
sposobnosti - stručnjaka i
vojnih stručnjaka koji prate rad
Nacionalnog
centra
za
uklanjanje
eksplozivnih
ubojnih sredstava (EOD) sa
sedištem u Novaki, Slovačka.
Tokom
novembra
2014
slovački EOD stručnjaci su
odlagali tip artiljerijske kasetne
municije JRKK 122 mm (SVK
kod: Agat, RUS: Bagrem),
rakete s kasetnim podmunicije koja se lansiraju iz
samohodnog
raketnog
bacača RM - 70 Modularni
(Slovačka
verzija
MLRS).
Odlaganje se sprovodi u
testiranom području Vojno
Tehničkog
Instituta
za
ispitivanje Zahorie (VTSU) od
strane
vojnika/eksperta
slovačke EOD jedinice . Oni su
već odlagali znatan broj
kasetne municije koja sadrži
avio bombe (Sovjetski RBK kao
KMGU). Očekuje se da će
zalihe
kasetne
municije
Oružanih snaga Slovačke
odlagati do 2023. i očekuju se
troškovi oko 5.552 mil. evra.

New NATO Secretary General Stoltenberg to Further
Improve Partnership between Serbia and the Alliance.
Novi generalni sekretar NATO Stoltenberg da dodatno
poboljša partnerstvo Srbije i Alijanse.

The press office of the Ministry of Foreign Affairs of the
Republic of Serbia informed about the response of the
new NATO Secretary General Mr. Jens Stoltenberg to
the greetings that Serbia’s First Deputy Prime Minister
and Minister of Foreign Affairs Mr. Ivica Dačić sent him
on the occasion of beginning of his tenure as the NATO
Secretary General, which he started on October 1,
2014. Stoltenberg in his response wrote, it was possible
to achieve continuous progress in strengthening
relations between NATO and Serbia. Cooperation that
has been built so far should also
lead to a stronger political
dialogue
and
better
understanding, thinks the NATO
Secretary General Stoltenberg.
He
has
also
expressed
confidence that the KFOR will
remain fully committed to
implementation of its mandate
and keeping in the lines with
the
UN
Security
Council
Resolution No. 1244, acting in
the interests of all communities
living in Kosovo.
Pres služba Ministarstva spoljnih poslova Republike Srbije
obavestila je o odgovoru novog generalnog sekretara
NATO-a gospodina Jens Stoltenberga na pozdrav koji
je prvi potpredsednik Vlade Srbije i ministar spoljnih
poslova Srbije Ivica Dačić poslao generalnom sekretaru
NATO-a povodom početka svog mandata kao
generalni sekretar NATO-a, 1. oktobra, 2014.
Stoltenberg je u svom odgovoru napisao, da je
moguće postići kontinuirani napredak u jačanju
odnosa između NATO-a i Srbije. Saradnja koja je do
sada
izgrađena
treba
takođe da vodi ka jačem
političkom dijalogu i boljem
razumevanju,
smatra
Generalni sekretar NATO-a
Stoltenberg.
Takođe
je
izrazio uverenje da će KFOR
ostati potpuno posvećen
sprovođenju svog mandata
u skladu sa rezolucijom
Saveta Bezbednosti UN
1244, delujući u interesu svih
zajednica koje žive na

Stoltenberg
je
rekao
da
će
njegov
primarni zadatak na novoj poziciji biti blagovremeno
osiguravanje sprovođenje odluka koje će u Velsu
snažno uticati ne samo na budućnost Alijanse, nego i
na njegove partnere. Ovo bi trebalo da se sprovede
najkasnije do narednog samita NATO, koji će se održati
u Varšavi, Poljska u 2016. Stoltenberg je takođe napisao,
da se raduje zajedničkom radu sa potpredsednikom
Vlade
gospodinom
Dačićem
radi
dodatnog
poboljšanja saradnje između Srbije i NATO.
The NATO Secretary General
Stoltenberg said that his primary task at his new position
would be to ensure timely implementation of the
decisions made in Wales that would strongly affect not
only the future of the Alliance, but also its partners. This
should be implemented latest by the next NATO
Summit, which will take place in Warsaw, Poland in
2016.
Stoltenberg also wrote, that he was looking forward to
working together with Deputy Prime Minister Mr. Dačić
to further improve the partnership between Serbia and
NATO.

Generalni sekretar NATO Jens Stoltenberg sastao se sa
novim visokim predstavnikom EU Federikom Mogerini u
sedištu Evropske Službe za spoljne poslove u Briselu 4.
novembra 2014. Sastanak je održan tri dana nakon što
je gospođa Mogerini preuzela svoju novu poziciju.

NATO Secretary General Jens Stoltenberg met with the
new EU High Representative Federica Mogherini (ITA) at
the headquarters of the European External Action
Service in Brussels on November 4, 2014. The meeting
took place three days after Ms. Mogherini assumed her
new position.
Gospodin Stoltenberg je rekao da je ovaj sastanak bio
odličan početak za blisku saradnju između EU i NATO.
Gospodin Stoltenberg je takođe naglasio da je
Evropska unija jedinstven i suštinski partner NATO-a i da
su obe organizacije dugogodišnje radile rame uz rame
na Zapadnom Balkanu, Avganistanu, i u borbi protiv
piraterije na Rogu Afrike. On je takođe izrazio njegovu

Mr. Stoltenberg also stressed that the European Union is
NATO’s unique and essential partner and that both
organizations have worked for many years side by side
in the Western Balkans, Afghanistan, and countering
piracy off the Horn of Africa. He also expressed his
personal commitment to further deepening ties
between the two organizations as, NATO and the EU
share common values, common assessments, and
common challenges.
Generalni sekretar NATO i visoki predstavnik EU
razgovarali su o nizu pitanja, uključujući o zajedničkim
bezbednosnim izazovima na istoku i na jugu. Oni su
dotakli I temu takozvanih "izbora" u organizaciji oružanih
separatističkih grupa u istočnoj Ukrajini 2-og novembra
a gospodin Stoltenberg je istakao da su ovi takozvani
"izbori" u direktnoj suprotnosti sa sporazumom u Minsku
i da ih NATO saveznici neće priznati kao ni
njihove rezultate. On je rekao da smo nedavno bili
svedoci da se ruske trupe približavaju granici sa

opremaju separatiste. Zbog toga, Alijansa poziva Rusiju
da uloži napor ka mirnom rešenju u Ukrajini. Generalni
sekretar je naglasio da su EU i NATO jedinstveni u
podršci suverenitetu i teritorijalnom integritetu Ukrajine,
dodajući da kao i EU, NATO
podržava
punu
implementaciju sporazuma
u Minsku i rad Organizacije
za bezbednost i saradnju u
Evropi (OEBS)-a u Ukrajini.
On je rekao da je posebno u
ovim vremenima, važno da
organizacije
budu
koordinirane,
da
rade
zajedno i da čvrsto stoje
zajedno.
The NATO Secretary General and the EU High
Representative discussed a range of issues, including
shared security challenges to the East and to the South.
They touched on the so-called “elections” organized
by armed separatist groups in eastern Ukraine on
November 2. Mr. Stoltenberg noted that these so-called
“elections” run directly counter to the Minsk
agreements and NATO Allies will not recognize them
nor their results. He said that recently we have
witnessed Russian troops moving closer to the border
with Ukraine and Russia
continues to support, train and
equip the separatists. Because
of this, Alliance calls on Russia
to make genuine efforts
towards a peaceful solution in
Ukraine. The Secretary General
stressed that the EU and NATO
are united in their support for
the sovereignty and territorial
integrity of Ukraine, adding
that like the EU, NATO supports
the full implementation of the
Minsk Agreements and the work of the Organization for
Security and Cooperation in Europe (OSCE) in Ukraine.
He said that especially in times like this, it is important to
be coordinated, to work together and to stand firmly
together.

napore u borbi protiv terorističke grupe ISIL kao i
trenutnu situaciju u Libiji. Kako su rekli, u svim ovim
oblastima od zajedničkog interesa, NATO i EU imaju
svoje uloge, ali radeći zajedno, oni se međusobno
dopunjuju i jačaju njihovu zajedničku bezbednost.
Generalni sekretar NATO-a je ponovio da je spreman
da pomogne ojačavanju kapaciteta odbrane Iraka,
Libije i drugih partnera, ako to zatraže.
Mr. Stoltenberg and Ms. Mogherini also discussed
international efforts to combat the terrorist group ISIL as
well as the current situation in Libya. As they said, in all
these areas of common concern, NATO and EU have
their own roles, but by working together, they
complement each other and reinforce their common
security. The Secretary General reiterated that NATO
stands ready to help to bolster the defence capacities
of Iraq, Libya and other partners, if requested.
S obzirom da NATO i EU dele sve zajedno 22 članova,
gospodin Stoltenberg naglasio, da će jača i sposobnija
evropska odbrana takođe voditi ka jačem NATO-u. On
je rekao da je u ovim izazovnim vremenima, važno da
evropske nacije nastave sa naporima da troše više
finansija na odbranu, ali u isto vreme da sredstva troše
efikasnije.
As NATO and the EU share altogether 22 members, Mr.
Stoltenberg stressed, that a stronger and more capable
European defence will also lead to a stronger NATO. He
said that in these challenging times, it is important that
European nations continue their efforts to spend more
finance on defence, but at the same time to spend
more effectively.
Gospodin Stoltenberg je rekao da se raduje
predstojećem sastanku sa ministrom odbrane EU kasnije
u novembru, i pozvao je visokog predstavnika

Mr. Stoltenberg said he looked forward to attending a
meeting of EU Defence Ministers later in November and
invited the EU High Representative to NATO’s next
Foreign Ministerial meeting in December.

Head of the General Staff of the Armed Forces of Serbia
General Ljubiša Diković visited Brussels, where he
participated in the work of the EU Military Committee
on November 13, 2014.
Načelnik Generalštaba Vojske Srbije general Ljubiša
Diković posetio je Brisel, gde je učestvovao u radu
Vojnog komiteta EU 13-og novembra 2014. godine.
Na sastanku Vojnog komiteta EU, održan je panel pod
nazivom "Srbija i partnerstvo", na kom je general Diković
govorio o savremenim bezbednosnim izazovima,
rizicima i pretnjama i angažovanju Republike Srbije u
konceptu
politike
bezbednosti i zajedničke
odbrane Evropske unije,
najvažnijim
aktivnostima
Ministarstva
odbrane
i
Vojske Srbije koji se odnose
na međunarodnu vojnu
saradnju
i
doprinosu
globalnoj
i
regionalnoj
bezbednosti. On je govorio I
o mogućnostima Vojske
Srbije, koji bi mogli ponuditi
drugim oružanim snagama
u
okviru
međunarodne
vojne saradnje, kao i unutar
Zajedničke bezbednosne i
odbrambene politike EU.
At the meeting of the EU Military Committee, a panel
entitled “Serbia and Partnership” was held, where
General Diković spoke about contemporary security
challenges, risks and threats,
engagement of the Republic
of Serbia in the concept of
the Common Security and
Defence Policy of the
European
Union,
most
important activities of the
Ministry of Defence and the
Armed Forces of Serbia
related
to
international
military cooperation and
contribution to global and
regional security. He also
spoke about capabilities of
the Armed Forces of Serbia,
which they can offer to other
armed forces within the international military
cooperation as well as within the EU’s Common Security
and Defence Policy.
Podsećajući na činjenicu da je današnje bezbednosne
izazove, pretnje i rizike teže predvideti nego ranije
konvencionalne pretnje, general Diković je istakao
zajedničku potrebu i obavezu za zajedničkom borbom
i njihovim suprotstavljanjem. Postoji jedna stvar
zajednička - mogućnost da se uspešno i trajno odgovori
na ove izazove samo zajedničkim angažovanjem.
Reminding the fact that today’s security challenges,
threats and risks are more difficult to be predicted than
the past conventional threats, General Diković pointed
to the common need and obligation to fight and
prevent them. There is one thing in common - the
possibility to successfully and permanently respond to
these challenges is only through joint engagement.
General Diković je naglasio da, kada je reč o
bezbednosti, Srbija je odredila prioritete definisanjem
svoje spoljno bezbednosne politike na način koji je u
velikoj meri usklađen sa pozicijom i akcijama EU. On je
istakao da je Srbija otvoreno i nesebično posvećena
poštovanju međunarodnog prava, jačanju uloge
Ujedinjenih
nacija,
Organizacije
za
evropsku
bezbednost i saradnju u Evropi i Evropskoj uniji, I
stvaranju mehanizama za očuvanje bezbednosti u
svetu. Predsedavanja Srbije u OEBS, koja će početi u
januaru 2015. godine, vidi se kao prilika da Srbija
pokaže da može da se uključi u rešavanje brojnih
izazova, a princip koji će pratiti je, da konkretna i

security, Serbia has set its priorities by defining its foreign
and security policy in a way that is greatly adjusted to
the position and actions of the EU. He pointed out that
Serbia is openly and selflessly dedicated to obeying the
International Law, strengthening the role of the United

Europe and the European Union, and to creating
mechanisms for preserving security in the world. Serbia’s
chairmanship in the OSCE, that will begin in January
2015, is seen as an opportunity for Serbia to show it can
engage in solving numerous challenges, and the EU

involvement in the EU’s Common Security and Defence
Policy concept has contributed to improvement of
Serbia’s foreign political position. He added that it has
been proven that soldiers have good mutual
understanding, that they “speak the same language”,
and that military cooperation with certain states,
primarily states from the region, has been improved
faster than cooperation in some other fields.

sposobnosti

primenu

multinacionalnim
operacijama. On je podsetio učesnike panela da je
Vojska
Srbije
(VS)
trenutno
rasporedila 237 svojih pripadnika u
multinacionalnim
operacijama
širom
sveta
u
mirovnim
operacijama i misijama pod UN i
zastavom EU. Takođe oko 500
pripadnika Ministarstva odbrane
Republike Srbije, kao i pripadnika
Vojske Srbije učestvovali su u 12
međunarodnih vežbi tokom 2014.
godine, a oko 400 njih će
učestvovalo u tri međunarodne
vežbe do kraja godine.
Conveying the intention of the Armed Forces of Serbia
to continue developing capabilities of special forces for
combating terrorist threats, and special purpose forces
for supporting civilian governments, Chief of the
General Staff of Serbia said that particular attention will
be given to developing response forces and
development of capabilities for deployment in
multinational operations. He reminded the
participants of the panel that the Serbian
Armed Forces (SAF) currently deploy 237 of its
members in multinational operations around the
world in peacekeeping operations and missions
under the UN and the EU flag. Also around 500
Serbian MoD as well as SAF members have
participated in 12 international exercises during
the year 2014, and around 400 of their members
will participate in three international exercises by
the end of the year.
General Diković also stated that the Ministry of
Defence and the Armed Forces of Serbia
support further development of the network of regional
training centers and that, in that respect, Serbia offers
capacities of the Chemical, Biological, Radiation and
Nuclear (CBRN) Training Center in Kruševac that last
year received the status of a partner center for training
and education. General Diković also stressed the
significant capacities of the Base “South” as a center
for training and preparation of units for deployment in
multinational operations and conducting international
exercises. He also offered capacities of the Medical
Staff Training Center in Niš and the Center for
demilitarization of surplus ammunition and arms in
Kragujevac.
General Diković je takođe naveo da Ministarstvo
odbrane i Vojska Srbije podržava dalji razvoj mreže
regionalnih centara za obuku i da, u tom smislu, Srbija
nudi kapacitete (ABHO) Centra za obuku hemijskog,
biološkog, i nuklearnog zračenja iz Kruševca koji je
prošle godine dobio status partnerskog centra za
obuku i obrazovanje. General Diković je naglasio
značajne kapacitete baze "Jug" kao centra za obuku i
pripremu jedinica za angažovanje u multinacionalnim
operacijama i vođenje međunarodnih vežbi. On je
takođe ponudio kapacitete Centra za obuku
medicinskog osoblja u Nišu i Centra za demilitarizaciju
viškova municije i naoružanja u Kragujevcu.

i
dalji
tok
pojednostavljenja saradnje između Srbije i EU u oblasti
odbrane i neke planove kao sto je inicijativa Srbije da
kandiduje Tehničko istraživački centar Kragujevac
(TRZK) u bazu istraživačkih centara Evropske
odbrambene agencije (EDA). Srbija je takođe ponudila
jednu motorizovanu pešadijsku jedinicu, vod vojne
policije, ABHO vod i medicinske timove za

medical teams for the EU Forces’ Catalogue and this
offer has been accepted by European partners.

Serbia has also offered the autonomous special forces’
teams for vessels’ protection to be declared in the
Catalogue too.

Largest Ever NATO Cyber Defence Exercise.
Najveća ikada vežba NATO-a iz sajber odbrane.

NATO conducted its largest ever multinational cyber
defence exercise, entitled “Cyber Coalition 2014” on
November 18 – 21, 2014. The training tested the
Alliance’s ability to defend its networks from the various
challenges that exist when operating in the contested
cyber domain. Ambassador Sorin Ducaru, Assistant
Secretary General for Emerging Security Challenges
said that this exercise tested Alliance’s systems to make
sure that NATO keeps pace with that evolving threat
and that the skills and expertise of its cyber specialists
are fully up to the task. He set training and exercises
among the priorities highlighted in the Enhanced NATO
Policy on Cyber Defence, endorsed at the NATO’s
Wales Summit.
NATO je sproveo svoju najveću ikada multinacionalnu
vežbu iz sajber odbrane u koraku sa pretnjom i da su
veštine i stručnost njenih sajber stručnjaka u potpunosti
na visini zadatka pod nazivom "Sajber Koalicija 2014" od
18- 21. novembra, 2014. da testira sposobnost Alijanse
da brani svoje mreže od raznih izazova koji postoje u
sajber domenu. Ambasador Sorin Ducaru, pomoćnik
generalnog sekretara za nove izazove bezbednosti
rekao je da je ova vežba testiran sistem Alijanse da se

je da sajber pretnja nije samo potencijalna pretnja, već
i svakodnevna realnost. Konflikti mogu biti virtuelni, ali
sa posledicama koji su stvarni i destruktivni. Na samitu
NATO u Velsu, saveznici su se složili da su sajber napadi
dostigli prag koji preti nacionalni i evroatlantski

daily reality. Conflicts can be virtual but with
consequences that are real and destructive.

process
of
implementation of the NATO
codification system within the
Ministry of Defence and the
Armed Forces of Serbia
began in 2010 and ended in
2013
with
testing
of
capabilities of the National Codification Bureau of
Serbia. The Republic of Serbia has become the tenth
country of non-NATO countries that independently
perform codification of means manufactured in their
territory.

i završila se 2013. sa

sposobnosti
Nacionalnog kodifikacionog biroa Srbije. Republika
Srbija je postala deseta zemlja van NATO-a zemalja
koja samostalno obavlja kodifikaciju sredstava
proizvedenih na njihovoj teritoriji.
Kodifikacija je posebno važna za unapređenje
logističke podrške u svim misijama Vojske Srbije, sa
pružanjem potrebnih podataka za upravljanjem
životnog
veka
naoružanja
i
vojne
opreme. Istovremeno, kodifikacija je neophodan uslov
za uvoz i izvoz domaćih proizvoda u okviru vojno
tehničke saradnje sa drugim zemljama. S obzirom da
kodifikacioni sistem danas obuhvata skoro sedamdeset
zemalja sveta, potpisivanje sertifikata će stvoriti bolje
uslove za proizvode namenske industrije Srbije, da bude
vidljivija na svetskom tržištu, što bi moglo da olakša
njihovu prodaju.
Codification is particularly important for improvement
of logistic support in all missions of the Armed Forces of
Serbia, with providing necessary data for managing the
lifespan of arms and military equipment. At the same
time, codification is a necessary condition for import
and export of national products in the frame of military
technical cooperation with other countries. As the
codification system today includes almost seventy
countries of the world, signing of the certificate will
create better conditions for products of Serbia’s
defence industry to be more visible on the world
market, which might facilitate also their sales.

The NATO Secretary General reiterated the Alliance’s
commitment to its corner-stone – the collective
defence – as he visited Baltic states in November. The
Alliance’s Air Policing Mission over the three Baltic States
was hailed as one of the concrete examples of NATO
solidarity in action during the visit to the Karmelava
Airspace Control Centre in Lithuania on November 21,
2014. Mr. Stoltenberg said that collective defence is the
Alliance's core task and Alliance stands' with Lithuania
– as with each and every Ally.

Gospodin Gašić i gospodja Arnould su se složili da je u

u borbi protiv improvizovanih eksplozivnih naprava
(IEDs) i u oblasti precizno vođene municije. Kao
potencijalni novi tereni za dalju saradnju su sajber
odbrana i bespilotne (prizemne) platforme. Ministar
Gašić je naglasio da će saradnja sa Evropskom
agencijom za odbranu poboljšati vojnu i odbrambenu
sposobnost Srbije, a samim tim i njegovu
interoperabilnost sa drugim državama EU.
Mr. Gašić and Ms. Arnould agreed that, in the
foreseeable future, it is important to intensify
cooperation in countering improvised explosive
devices (IEDs) and in the field of precision-guided
ammunition. As potential new fields for further
cooperation were identified the cyber defence and
unmanned (ground) platforms. Minister Gašić stressed
that the cooperation with the European Defence
Agency will improve military and defence capabilities
of Serbia, and thus its interoperability with other EU
states.

Minister Gašić particularly thanked for the possibility of
accessing
databases of EDA –
the Collaborative
Database,
Defence Database
for analysis and
assessments
and
the
European
Defence Research
Centers Portal. During the meeting, it has been also
stated that the Serbian MoD’s engagement within the
EU Common Security and Defence Policy is of great
importance for Serbia’s process of European
integrations. The importance of joint projects has also
been enhanced due to the current economic crisis and
reductions of defence budgets in European countries.
Development of joint projects with the European
Defence Agency and other EU states was enabled in
December 2013, with conclusion of the Administrative
Contract with the Ministry of Defence of the Republic of
Serbia. The EDA was founded in 2004 for improvement
of European defence capabilities in the field of crisis
management.

za odbranu i drugim državama EU je omogućen u
decembru 2013, uz zaključak Upravnog ugovora sa
Ministarstvom odbrane Republike Srbije. Evropska

Slovački Tehnološki Univerzitet (STU) u Bratislavi,
Slovačka i Univerzitet u Novom Sadu su uspešno
realizovali projekat o prečišćavanju pitke vode, koju je
finansirao NATO program Nauka za mir i bezbednost.
Projekat je fokusiran na obezbeđivanje čiste pijaće
vode i sastoji se od sistema monitoringa ranog
upozorenja, koji je projektovan za grad Novi Sad od
strane stručnjaka Fakulteta za hemijsku i prehrambenu
tehnologiju Slovačkog Univerziteta za Tehnologiju.
Uređaj automatski meri uzorke vode iz izvora, u ovom
slučaju iz Dunava, i to za skeniranje potencijalno
opasnih materija. Uređaj je tada u stanju da upozori
The Slovak University of Technology (STU) in Bratislava,
Slovakia and the University of Novi Sad has successfully
implemented a project on potable water purification,
which was financed by the NATO Science for Peace
and Security Programme. The project focused on
securing clean potable water and consists of a
monitoring system of early warning, which was
designed for the city of Novi Sad by specialists of the
Faculty of Chemical and Food Technology of the STU.
The device automatically measures samples of water
from sources, in this case from the river Danube, and
screens it for potential dangerous substances.

The device is then able to alert water management
center about the need to change the potable water
source for citizens of the city. Acquiring project from the
NATO program in the amount of 270.000 € is a great
success for the Slovak University of Technology and
Slovakia as well.

Fakulteta za hemijsku i prehrambenu tehnologiju, STU
će da koordinira Evropski program TEMPUS. U okviru
ovog projekta planirano je još kurseva i edukacija
radnika javnih laboratorija u Srbiji u cilju analize opasnih
materija, zaštiti životne sredine i zdravlja ljudi i to će se
nastaviti I tokom narednih godina.
Cooperation of the STU with partners from Serbia will
continue also thanks to a team from the Institute of
Analytical Chemistry of the Faculty of Chemical and
Food Technology, STU that is coordinated by the
European program TEMPUS. Within this project are
planned another courses and education of public
laboratories workers in Serbia aimed at dangerous
materials’ analysis, protection of environment and
human health and it will take place during the next
years.

Stoltenberg je rekao da je pravilno da se smanji budžet
u mirnim vremenima nakon završetka Hladnog rata, ali
da mi ne živimo u mirnom vremenu više. On je takođe
pozvao članove Parlamentarne skupštine NATO-a da
troše više na odbranu i da se mudro troši. Uloga
nacionalnih parlamenata u ovom procesu je
neminovnost i nezamenljiva uloga – s obzirom da oni
odobravaju budžete, kao i da poseduju moć da
kontrolišu svoju potrošnju.

According to the speech given at the 60th Plenary
Session of the NATO Parliamentary Assembly in the
Hague, the Netherlands, defence budget cuts in NATO
member countries should stop. Mr. Stoltenberg said it
was right to cut budget in peaceful times after the end
of the Cold war, but we do not live in peaceful times
anymore. He also called upon the members of the
NATO Parliamentary Assembly to spend more on
defence and to spend wisely. The role of national
parliaments is in this process inevitable and
irreplaceable – as they approve budgets as well as
posses the power to control its spending.

Rektorat Univerziteta odbrane Ministarstva odbrane
Republike Srbije. Dvodnevna radna poseta je održana
u okviru edukativnog programa Jačanje Deep
odbrane i njen cilj je bio da se proceni implementacija
aktivnosti u 2014. godini, a koordinacija i planiranje
aktivnosti

narednu
godinu.
Delegation of the NATO Expert Team, headed by Mr.
Jean d' Andurain, visited on November 25, 2014 the
Rectorate of the University of Defence of the Ministry of
Defence of the Republic of Serbia. The two-day
working visit took place within the Defense Education
Enhancement Program (DEEP) and its goal was to
assess the implementation of activities of DEEP in the
year 2014, and coordination and planning of activities
for the next year.

diplomiranja, ne budu u
stanju samo da izvrše svoje
primarne zadatke u okviru

kompatibilni

aktivno
učestvuju u saradnji sa
službenicima
iz
drugih
zemalja. Jevtić je istakao, da
je Srbija prošla kroz težak period od uvoza bezbednosti
do faze izvoza bezbednosti širom sveta. Prema rečima
šefa Delegacije NATO gospodina Žana d 'Anduraina,
kada je rad na DEEP počeo pre samo godinu dana, cilj
je bio da se pronađe najbolji način da se uspostavi
saradnja, dva osnovna cilja su postavljena interoperabilnost i akreditacije. On je nazvao ovu vrstu
saradnje "intelektualna interoperabilnost", što znači da,
kako bi mogli da učinimo sve zajedno, moramo biti
sigurni da delimo interes za određenim pitanjima,
dodajući
da
fondacije
za
"intelektualne
interoperabilnosti" čine iste vrednosti, iste težnje i
napore.

also they are academically
competent, compatible and actively participate in
cooperation with officers from other countries. General
Jevtić highlighted, that Serbia has come through a
difficult period of importing security to the stage of
exporting security around the world. According to
Head of the NATO delegation Mr. Jean d' Andurain,
when working on DEEP began just a year ago, the goal
was to find the best way to establish cooperation, two
main goals were set that time - interoperability and
accreditation. He called this kind of cooperation the
”intellectual interoperability”, which means that, in
order to be able to do everything together, we need to
make sure we share the interest in certain issues, adding
that foundations for the “intellectual interoperability”
are same values, same aspirations and efforts.

25. novembra 2014. održan je sastanak Grupe Srbija NATO za reformu sektora bezbednosti. Direktor
planiranja snaga NATO gospodin Frank Boland
predvodio je delegaciju eksperata NATO, koji su posetili
Beograd i sastali se sa predstavnicima 22 zemalja
baziranih u Srbiji, uglavnom iz Evropske unije , NATO i
Partnerstva za mir.
On November 25, 2014 a meeting of the Group Serbia
– NATO for the Security Sector Reform was held. The
Director of the NATO Force Planning Mr. Frank Boland
led the Delegation of NATO experts that visited
Belgrade and met also with representatives of 22
countries based in Serbia, mainly from European Union,
NATO and the Partnership for Peace programme.
Jezgro razgovora sastanka bili su fokusirani na teme
obezbeđivanja stabilnosti sistema bezbednosti Srbije i
razvoju operativnih i funkcionalnih sposobnosti Vojske

26. novembar 2014. radionica o izgledima Srbije na
njenom putu ka Evropskoj uniji održana je u Poljskom
Institutu u Bratislavi, Slovačka. Ovaj događaj su
zajednički organizovali Unija evropskih federalista u u
Slovačkoj (UEF Slovačka) i mladih evropskih federalista
(JEF Slovačka) i održana je pod pokroviteljstvom
Ambasade Republike Srbije u Slovačkoj i predstavništva
Evropske komisije u Slovačkoj Republici. Radionica se
sastojala iz dva panela - prvi se bavio političkim i
bezbednosnim aspektima potencijalne integracije
Srbije u EU, i drugi se fokusirao na ekonomske aspekte
srpske integracije.
On November 26, 2014 a workshop on Serbia’s
prospects on its way to the European Union took place
in the Polish Institute in Bratislava, Slovakia. The event
was organized jointly by the Union of the European
Federalists in Slovakia (UEF Slovakia) and the Young
European Federalists (JEF Slovakia) and was held under
the auspices of the Embassy of the Republic of Serbia
in Slovakia and the Representation of European
Commission in Slovak Republic. The workshop consisted
of two panels - first dealt with the political and security
aspects of Serbia’s potential integration to the EU, and
the second panel focused on economic aspects of
Serbian integration.

nisu uzrokovali ni sneg, ni kišu. Umesto toga, dogodila se
ne tako uobičajena vrsta ,,padavina’’. Bio je to
spektakularni desant ruskih padobranaca i njihove
tehnike koji je izvršen u sklopu vežbe Srem 2014, inače
prve
bilateralne
vežbe
oružanih snaga Rusije i

Dense clouds that were floating in the skies above the
training grounds of Technical Research Center in Nikinci
during past several days didn’t result in snow nor rain.
Instead, a very different type of ’’rain’’ occurred. It was
the spectacular landing of Russian paratroopers and
their equipment, conducted as
part of ’’SREM 2014’’ exercise,
the first ever bilateral exercise
of Russian and Serbian armed
forces.

formally conducted on 14th of
November,
the
activities
related
to
the
exercise
practically started as soon as 6

Belgrade on 6th of November,
bringing 207 soldiers of the
106th Guards Airborne Division all the way from Tula in
Russia. Apart from soldiers, Ilyushins also carried BMD-2
infantry fighting vehicles, BTR-D armored personnel
carriers, trucks and quad bikes.

The exercise itself was organized as a joint tactical live
fire anti-terrorist
exercise, combining airborne
infiltration, reconnaissance techniques, anti-terrorist
operations, hostage rescue, medevac, as well as
mechanized assault with helicopter support on a
terrorist base. First part of the exercise demonstrated
airborne infiltration. It begun with landing of the
vanguard force of about 20 Russian paratroopers with

the task of securing the landing zone. Simultaneously,
Serbian forces scanned the area for enemy presence
with use of Orbiter all-weather reconnaissance UAV.
The airspace above the area of operations was
protected by a pair of MiG-29 fighter jets from the 101th
Fighter squadron of the 204th Air Brigade of Serbian
Armed Forces. About 10 minutes later, the main
airborne force started its drop of personnel and
equipment, such as 10 ton BMD-2 infantry fighting
vehicles and quad motorbikes. Right after Russian
paratroopers landed and secured the landing zone,
their Serbian colleagues from 63rd Parachute Battalion
of the Special brigade followed up with paradrop from
An-26. While the paradropped units were organizing for
the main assault, Serbian Special Forces started
hostage rescue operation with members of anti-terrorist
company of the Special
brigade fast roping from Mi-8
helicopters.

started. Ground troops fired FAGOT (NATO name AT-4
Spigot) wire guided anti-tank missiles and Gama
helicopter (anti-tank version of Aérospatiale Gazelle)
from 714th Anti-Armor Helicopter Squadron of the 98th
Air Brigade of Serbian Armed Forces fired 9M14
Malyutka (NATO name AT-3 Sagger) wire guided antitank missiles at simulated enemy armor. Sniper and
mortar support was also active at this point. Finally, the
main assault begun with Russian paratroopers covering
the left flank of the assault and 5th Military Police
Battalion of Serbian Armed Forces covering the right
flank. They were supported by Mi-17 helicopter which
fired salvos of unguided rockets at the enemy positions.
Soon, the training ground was covered in smoke and
dust, as the combined force rushed forward,
neutralizing enemy hard points with 30 millimeter auto
cannons of BMD-2 airborne infantry fighting vehicles. In
total, the exercise lasted about 90 minutes and was
observed by some of the top officials of Russia and
Serbia: Serbian Minister of Defence Bratislav Gašić,
Head of the General Staff of Serbia General Ljubiša
Diković, Russian Ambassador in Belgrade Alexander
Chepurin, Lieutenant General Vladimir Anatolyevich
otpočeo infiltracijom prethodnice od dvadesetak
ruskih padobranaca sa zadatkom obezbeđivanja zone
desanta. Paralelno sa ovime, pripadnici Vojske Srbije
skenirali su područje u potrazi za neprijateljem
upotrebom izviđačke bespilotne letelice Orbiter.
Vazdušni prostor iznad rejona operacija čuvao je par
lovačkih aviona MiG-29 iz sastava 101. lovačke
eskadrile 204. vazduhoplovne brigade Vojske Srbije.
Desetak minuta nakon desanta prethodnice usledio je
desant glavnih snaga i to ljudstva i tehnike, što je
između ostalog obuhvatalo i desetotonska borbena
vozila pešadije tipa BMD-2 i kvad terence. Čim su ruski
padobranci sleteli i obezbedili rejon desanta, pridružile
su im se i srpske kolege iz 63. padobranskog bataljona
Specijalne brigade Vojske Srbije koje su iskakale iz
aviona Antonov An-26. Dok su se desantirane jedinice
spremale za glavni napad,
četa za protivteroristička
dejstva Specijalne brigade
Vojske Srbije izvela je akciju
oslobađanja talaca, brzo se
spuštajući
užadima
iz
helikoptera Mi-8. Specijalci su
demonstrirali brz i agresivan
upad
u
objekat
pod
kontrolom
terorista,
uz
snajpersku
podršku
i
upotrebu šok i fleš bombi.
Odmah
nakon
toga
predstavljena je i evakuacija
ranjenog pripadnika čete
upotrebom
ambulantnog
oklopnog vozila BOV-SN. Potom su usledile pripreme za
glavni napad. Kopnene jedinice dejstvovale su
vođenim protivoklopnim projektilima tipa FAGOT, a
helikopter Gama iz sastava 714. protivoklopne
helikopterske eskadrile 98. Vazduhoplovne brigade
vođenim
raketama
Maljutka
po
simuliranim
protivničkim oklopnim jedinicama. Snajperska i
minobacačka vatra je takođe bila aktivna u ovoj fazi
vežbe. Konačno, usledio je napad glavnih snaga sa
ruskim padobrancima na levom krilu napada i
pripadnicima 5. bataljona Vojne policije Vojske Srbije
na desnom. Vazdušnu podršku pružao je helikopter Mi17 koji je po položajima terorista dejstvovao salvama

Even though spectacular and important in a way that
it helped improve military cooperation between Russia
and Serbia (which is very important for Serbia because
vast amount of its military arsenal is of Soviet and
Russian
origin),
the
operational significance
of this exercise for
Serbian Armed Forces is
somewhat questionable
due to the fact that
majority
of
tasks
performed by Russian
troops in this exercise
completely
exceed
technical capabilities of
the Serbian army. This
gives a more political, or
more
precisely
geopolitical dimension
of the whole event. It seems SREM 2014 proved to be
excellent opportunity for Moscow to demonstrate its
strength and capability to deploy military personnel
and heavy equipment for thousands of miles away into
a NATO landlocked country such as Serbia. This brings
a very different picture on the strategic range of
deployment of Russian military, compared to 2001
when Russian airborne troops had to back down from
Pristina airport in Kosovo province after Hungary,
Romania and Bulgaria closed their airspace for Russian
reinforcements and supplies. On the other hand, the
exercise also proved to be excellent opportunity for
Serbia to show it is willing and capable to follow its path
of active neutrality in a changed and more complex
global environment in which rivalry between western
and eastern powers is emerging again, seemingly
forcing smaller countries to ’’pick sides’’ without
alternative. Even though SREM 2014 was scheduled
over a year ago, when Sergey Shoigu visited Serbia at
a time when diplomatic, economic and other relations
between Russia and the West were still on a level of
cooperation, the very realization of the exercise in
today’s environment of high tensions between East and
West over the future of Ukraine actually shows strong
commitment of Serbian state and its armed forces to
(it’s much debated) military neutrality. If this sounds
confusing, let us remind that neutrality is a broad
concept. It can be passive in which a country avoids
any form of military cooperation with other countries,
finally leading to its complete isolation, undermining its
defensive capabilities. Contrary to that there is active
neutrality in which a country is open for cooperation
with many

Naime,
glavni razlog ovome je
činjenica da veliki broj

ovoj vežbi potpuno
prevazilazi
tehničke
kapacitete
Vojske
Srbije. To daje političku,
ili bolje rečeno geopolitičku dimenziju celom događaju.
Čini se da je Srem 2014 bio odlična prilika da Moskva
demonstrira svoju snagu i sposobnost da razmesti vojne
snage sa teškom mehanizacijom hiljadama kilometara
daleko, u zemlju potpuno okruženu NATO članicama
kakva je Srbija. U poređenju sa 2001. godinom kada su
ruske vazdušno-desantne snage morale da napuste
prištinski aerodrom zbog nemogućnosti Moskve da im
dopremi pojačanje i zalihe nakon što su Mađarska,
Rumunija i Bugarska zatvorile svoje vazdušne prostore,
ovo daje bitno drugačiju sliku o strateškom dometu
razmeštanja ruskih snaga. Sa druge strane, vežba Srem
2014 se takođe pokazala i kao odlična prilika za Srbiju
da demonstrira svoju spremnost i snagu da nastavi svoj
razvoj na putu aktivne neutralnosti, čak i u izmenjenoj i
usložnjenoj globalnoj areni u kojoj stara rivalstva između
istoka i zapada dobijaju nove oblike, prividno
primoravajući manje države da bezalternativno biraju
strane. Iako je izvođenje vežbe Srem 2014 dogovoreno
još pre godinu dana, tokom posete ruskog ministra
odbrane Sergeja Šojgua Srbiji u doba kada su odnosi
Zapada i Rusije još uvek bili na nivou saradnje, sama
činjenica da je vežba realizovana u današnjim
uslovima velikih tenzija između Istoka i Zapada
povodom budućnosti Ukrajine zapravo predstavlja čin
jake posvećenosti srpske države i njenih oružanih snaga
vojnoj neutralnosti. Ako ovo deluje konfuzno,
podsetimo se da je neutralnost širok pojam. Neutralnost
može biti pasivna, što znači da jedna država izbegava
bilo kakav vid vojne saradnje sa drugim državama, što
brzo vodi do potpune izolacije njenih oružanih snaga,
podrivajući njene odbrambene

has military cooperation agreements with more than 60
states (including Russia) and Serbian Armed Forces
already achieved a high level of cooperation with
NATO countries through Partnership for Peace
programme. For example, in September this year
Serbian Armed Forces achieved a NATO standard OCC
E&F certificate which allows Serbian army to participate
in NATO multinational operations. In July this year the
multinational exercise Platinium Wolf 2014 presented
high level of interoperability of Serbian Armed Forces
with several NATO militaries, including US military. And
preparations for Platinium Wolf 2015 exercise scheduled
for end of this month in which Serbian forces will
cooperate with US Marine
Corps are already on the

mind, it can be concluded
that SREM 2014 was
primarily
aimed
at
achieving
balance
in
Serbian
security
cooperation with East
after a long period of
intense
security
cooperation with West.
After all, for a country such
as
Serbia,
which
is
positioned on geopolitical
crossroads between East
and West, nothing is more important than maintaining
balance and cooperation with all relevant
international subjects.

da zajednički učestvuju u
mirovnim misijama NATO snaga.

intenzivne saradnje sa Zapadom. Na kraju krajeva, za
zemlju smeštenu na geopolitičkoj raskrsnici između
Istoka i Zapada kakva je Srbija, postizanje balansa i
saradnje sa svim relevantnim međunarodnim
faktorima, a posebno sa velikim silama u koje svakako
spada i Rusija, mora biti pri samom vrhu državnih
prioriteta.

Western Balkans for years now. Russian oligarchs’
businesses, backed by the state, have penetrated a
number of Balkan economies and the Kremlin has
come to exert considerable influence in these
countries. Now, the Ukraine crisis has transformed the
strategic calculus for the European Union, which has
thus far been the dominant partner for Balkan

both EU and NATO accession in the region. Moscow has
also unabashedly highlighted its ethno-cultural ties of
‘Slavic brotherhood’ and Christian Orthodoxy in order

assertive policy from Brussels, Russian embrace will lead
to increased domestic tensions and instability. It is high
time for the new EU’s foreign policy chief Federica
Mogherini to coordinate an effective and coherent

National Assembly of the Republic of Serbia will host the
88th NATO Parliamentary Assembly Rose-Roth Seminar
on March 31 – April 2, 2015. The Seminar will take place
within the Partnership for Peace framework after 7 years
since the last Rose-Roth Seminar (67th), which took
place on October 25 – 27, 2007 in the National
Assembly of the Republic of Serbia. Head of the
Delegation to the Parliamentary Assemb ly of NATO of
the National Assembly of Serbia Mr. Dragan Sormaz
(SNS) informed about the event, which will take place
in premises of the Serbian Parliament and will be
attended by members of parliaments also from partner
countries from NATO and PfP. The main topics that will
be on the seminar’s agenda will include: cooperation
within the Balkan region, Serbia and NATO relations,
security, transparency and fight against corruption. As
the NATO Secretary General Jens Stoltenberg noted
recently – “Serbia is the important country of the
Western Balkans’ region and developing its relations
with NATO is important for the region´s stability.” The 88th
Rose-Roth Seminar will be one of the steps to achieve
better understanding between NATO and Serbia and
will contribute to that regional stability.
Narodna skupština Republike Srbije biće domaćin 88-e
Parlamentarne skupštine NATO Rose-Roth seminara 31.
marta – 2-og aprila, 2015. Seminar će se održati u okviru
Partnerstva za mir nakon 7 godina od poslednjeg 67-og
Rose-Roth seminara, koje je održano 25-og oktobra –
27-og. 2007. u Narodnoj skupštini Republike Srbije. Šef
Delegacije u Parlamentarnoj skupštini NATO-a u
Narodnoj skupštini Srbije Dragan Šormaz (SNS)
obavešten je o događaju, koji će se održati u
prostorijama Skupštine Srbije i kome će prisustvovati
članovi parlamenata takođe iz partnerskih zemalja iz
NATO-a i Partnerstva za Mir. Glavne teme koje će biti
na dnevnom redu seminara će obuhvatiti: saradnju u
okviru balkanske regije, odnose Srbija i NATO,
bezbednost, transparentnost i borbu protiv korupcije.
Kao generalni sekretar NATO Jens Stoltenberg nedavno
je istakao - "Srbija je važna zemlja regiona Zapadnog
Balkana i razvija svoje odnose sa NATO-om koji je važan
za stabilnost regiona." 88-i Rouz-Rot seminar će biti
jedan od koraka da se postigne bolje razumevanje
između NATO-a i Srbije i da će doprineti toj regionalnoj
stabilnosti.
