Partnership Newsletter
The Slovak Atlantic Commission in cooperation
with the Embassy of the Slovak Republic in
Belgrade and with the support of the Ministry of
Foreign and European Affairs of the Slovak
Republic regularly prepares a monthly summary
of events in the form of a newsletter, concerning
the relations of Serbia and NATO, NATO and the
Western Balkan countries as well as the SlovakSerbian bilateral relations. The aim of these
publications is to inform the expert community
and public about the activities in this
cooperation, and to inform about the work of
the Embassy of the Slovak Republic in Belgrade,
which became the NATO Contact Point
Embassy in Serbia for years 2013-2014. The
newsletter is written in English and in Serbian,
and it is published on a monthly basis since
March 2013 until March 2014. For previous issues

Slovačka Atlantska Komisija u saradnji sa
ambasadom Republike Slovačke u Beogradu, a
uz podršku Ministarstva spoljnih i evropskih
poslova Slovačke Republike redovno priprema
mesečni sažetak događaja u obliku biltena, o
odnosima Srbije i NATO-a, NATO-a i zemalja
Zapadnog Balkana, kao i bilateralnim odnosima
Slovačke i Srbije. Cilj ove publikacije je
informisanje stručne i šire javnosti o aktivnostima
u ovoj saradnji, te informisanje o radu
ambasade Republike Slovačke u Beogradu,
koja je postala Kontaktna ambasada NATO-a u
Srbiji za 2013 - 2014. Bilten je napisan na
engleskom i srpskom jeziku, a objavljuje se na
mesečnom nivou počevši od marta 2013 do

International Exposition „NATO EOD
Demonstrations and Trials 2014“.
Is an international expert event, that
is held every two years by the NATO
Explosive Ordnance Disposal Center
of Excellence (NATO EOD CoE) in
Trenčín, Slovakia within the NATO
Programme of Work for Defence
Against Terrorism (POW DAT) and
under the auspices of the „NATO
Emerging
Security
Challenges
Division“. The main goal of the event,
which features exposition of EOD and
Counter-IED
(C-IED)
technology,
expert workshops and live simulations
is to accelerate the fielding of
Counter-IED technological solutions
in order to better equip our armed
forces and civilian response agencies
to deal with various types of
explosive threats. The event usually
gathers experts from military and
industry and has become an
excellent tool which helps entire EOD
related comunity to understand
each
other
by
exchanging
information. The main objective of
the event is to gathered mission
experience matching to the present
needs and the development of new
EOD technology and equipment.
Moreover, it is a great opportunity for
manufactures,
research
and
development institutes and NATO
bodies
to
present
latest
technological
solutions
for
improvement of EOD operator’s
capability to the EOD operational
and armament community. Equally
important issue is to open space for
discussions at the conference and
subsequent seminars to analyse the
existing gaps in the EOD area with
focus on Urgent Military Requirements
and to propose possible way ahead.
The event also provides the experts
with an opportunity to take part in
live demonstrations and shows
presenting
the
newest
technologically
advanced
equipment.The subtitle of this year’s
„NATO EOD D&T 2014“, which took
place on September 30 – October 2,
2014 was “New technologies –
assistance and limitation of the EOD
in post-ISAF era” as a challenge for
EOD/IEDD
experts,
scientists,
producers,
industry
and
SMEs
involved in the fight against terrorism
from NATO as well as PfP and partner
nations. This year’s exposition was
attended by 44 exhibitors from 16
countries and the dominated topics
were „robotics in use of EOD and CIED
and
distance
explosives‘
detection“.

Je međunarodni ekspertski događaj,
koji se održava svake dve godine u
organizaciji
NATO
Explosive
Ordnance
Disposal
Center
of
Excellence (NATO EOD CoE) u
Trenčinu, Slovačka u okviru NATO
programa
za
odbranu
protiv
terorizma
(POV
DAT)
i
pod
pokroviteljstvom Odeljenja NATO za
nove bezbednosne izazove. Glavni
cilj manifestacije, koji karakteriše
izlaganje EOD i kontra- IED (C - IED)
tehnologija, stručne radionice i žive
simulacije je da se ubrza filding
kontra - IED tehnoloških rešenja u cilju
bolje opremanje naše vojske i
civilnog odgovora agencijama da se
bave raznim vrstama eksplozivnih
pretnji. Manifestacija obično okuplja
stručnjake iz vojske i industrije i postao
je odličan instrument koji pomaže
celu EOD zajednicu da razumeju
jedni
druge
putem
razmene
informacija. Glavni cilj manifestacije
je da prikupljeno iskustvo sa misije
odgovara sa sadašnjim potrebama i
razvojem novih tehnologija i opreme
EOD. Štaviše, to je velika šansa za
proizvođače, istraživanje i razvoj
instituta i tela NATO-a da predstave
najnovija tehnološka rešenja za
poboljšanje
sposobnosti
EOD
operatera
da
pomognu
operativnom i naoružanju EOD
zajednice. Podjednako važno pitanje
je da se otvori prostor za diskusiju na
konferenciji i narednim seminarima i
da se analiziraju postojeće praznine
u području EOD sa fokusom na
hitnim vojnim potrebama i da se
predloži najbolji mogući način.
Događaj takođe pruža stručnjacima
mogućnost
da
učestvuju
u
demonstracijama i živim emisijama i
predstave
najnoviju
tehnološki
naprednu
opremu.
Podnaslov ovogodišnjeg "NATO EOD
D & T 2014", koji je održan od 30.
septembra-2. oktobra 2014 je "Nove
tehnologije - podrška i ograničenje
EOD u post - ISAF eri", kao izazov za
EOD / IEDD stručnjake, naučnike,
proizvođače,
industrije
i
MSP
uključenih u borbu protiv terorizma iz
NATO-a Partnerstvo za mir, kao i i
partnerskih zemalja. Ovogodišnjoj
izložbi prisustvovala su 44 izlagača iz
16 zemalja, a preovlađujuće teme su
bile "robotika u korišćenju EOD i CIED i detekcija eksploziva na daljinu".

NATO Vežba Masivni Udar se održala u Češkoj
Republici
NATO Exercise Ample Strike took place in the Czech
Republic.

Ample Strike 2014, a large aviation exercise of forward
air controllers, pilots and other soldiers from 12 NATO
member countries „Ample Strike“ was the biggest
international exercise held in the Czech Republic this
year with 1,340 troops, 28 planes, including Czech
Gripen fighters and F-16 combat aircraft, and 50
military vehicles. Four Slovak L-39 Albatros planes, two
Slovak Mi-17 helicopters, Lithuanian L-39 aircraft, US
AH-64 helicopters and other aircfrafts landed at the
airfields in Prague-Kbely and Čáslav in Central Czech
Republic. Aircrafts flew mostly above the military
training areas Bechyně, Boletice, Libava and Náměšť.
The participating countries were Belgium,
the Czech Republic, Denmark, Estonia,
Germany, Hungary, Latvia, Lithuania, the
Netherlands, Slovakia, the United Kingdom
and the United States. The main task of the
Ample Strike Excercise was the joint training
of allied troops – interoperability between
the Air Force Component and the Land
Troops in an international environment.
Pilots and soldiers trained air controlling,
close air support and guidance of
ordnance on ground targets as a part of
the air force support of ground operations.
Masivni Udar 2014, velika vazduhoplovna vežba
vazdušnih kontrolora, pilota i vojnika iz 12 zemalja
članica NATO-a je najveća međunarodna vežba
održana u Češkoj ove godine sa 1.340 vojnika, 28
aviona, uključujući i Češke Gripen lovce i borbene
avione F-16, i 50 vojnih vozila. Četiri slovačka L-39
Albatros aviona, dva slovačka helikoptera Mi-17,
litvanski L-39 avion, SAD AH-64 helikoptera i drugih
aviona sleteli su na aerodrome u Pragu-Kbeli i Časlava
u Srednjoj Češkoj. Avioni su leteli uglavnom iznad
vojnih trening poligona u Behinu, Boletice, Libava i
Namest. Zemlje učesnice su bile Belgija, Češka,
Danska, Estonija, Nemačka, Mađarska,
Letonija, Litvanija, Holandija, Slovačka,
Velika Britanija i Sjedinjene Američke
Države. Glavni zadatak vežbe je bila
zajednička obuka savezničkih trupa
interoperabilnosti između vazduhoplovne
komponente i kopnene vojske u
međunarodnom okruženju. Piloti i vojnici
su trenirali vazduhoplovnu kontrolu, blisku
vazdušnu podršku i savete o metama na
zemlji, kao deo podrške vazduhoplovstva
kopnenim operacijama.
Vojske Slovačke i Srbije će sarađivati još bliže
Armies of Slovakia and Serbia will cooperate even

Vlade Slovačke i Srbije su se složile da ojačaju saradnju
u oblasti odbrane - posebno u oblastima naoružanja,
istraživanja i obuke, kada je slovačka Vlada predložila
da se potpiše Sporazum sa Srbijom o međusobnoj
saradnji u oblasti odbrane. Sporazum još uvek treba
da bude usvojen i potpisan od strane predstavnika
ministarstava odbrane dveju zemalja. Saradnja
predviđa oblasti kao što su planiranje odbrane i
upravljanje države u vreme mira, kao i tokom krize i u
ratnom periodu. On takođe sugeriše dublju saradnju u
izgradnji oružanih snaga, modernizaciju naoružanja,
istraživanja u oblasti odbrane, vojnog obrazovanja i
obuke profesionalnih vojnika, kao i borbu protiv
terorizma. Na osnovu ovog sporazuma ministri
odbrane, kao i načelnici generalštabova dve zemlje
će se češće sastati radi konsultacija. Nacrt sporazuma
takođe obezbeđuje osnovu za uzajamne posete
delegacija oružanih snaga, razmenu iskustava između
stručnjaka, zajedničke vojne vežbe i sastanaka,
kurseva i konferencija.
Governments of Slovakia and Serbia agreed to
strenghten cooperation in defence area – especially
in armaments, research and training as the Slovak
Government proposed to sign the Agreement with
Serbia on mutual cooperation in the field of defense.
Agreement is still to be approved and signed by
representatives of Ministries of Defence of both
countries. The cooperation envisages such areas as
the defense planning and management of the state in
time of peace as well as during crises and in wartime.
It also suggest deeper cooperation in building Armed
Forces, armament modernisation, defense research,
military education and training of professional soldiers
as well as combating terrorism. Based on this
agreement the ministers of defense as well as chiefs of
defence of both countries will meet more often for
consultations. The draft agreement also provides basis
for mutual visits of delegations of the armed forces, the
exchange of experiences between experts, joint
military exercises and meetings, courses and
conferences.

Representatives of the Serbian National Assembly
confirmed in total 16 international agreements and
contracts, including the Decision on the use and
participation of Serbian Armed Forces (SAF) personnel
in the UN peacekeeping operation in the Central
African
Republic
and
the
European
Union
peacekeeping mission in the Central African Republic
(CAR) in 2014. This decision enters into force on the
day of its publication in the Official Gazette.
Predstavnici Narodne skupštine Republike Srbije
potvrdili su ukupno 16 međunarodnih sporazuma i
ugovora, uključujući i odluku o upotrebi i učešću
Vojske Srbije (VS), kadrova u mirovnoj operaciji UN u
Centralnoafričkoj Republici i mirovnu misiju Evropske
unije u Centralno Afričkoj Republici (CAR) u 2014. Ova
odluka stupa na snagu na dan objavljivanja u
Službenom
glasniku.
Defence Minister Bratislav Gašić said that the Serbian
peacekeeping troops will be sent to the Western part
of the CAR, where are currently not reported any
combat activities.

mirovne trupe biti poslate na zapadni deo CAR, gde
trenutno
nema
izveštaja
o
borbenim
aktivnostima.
Earlier, at the meeting of the Serbian
parliament's Defense and Internal Affairs
Committee, Minister said that over 500
members of the Armed Forces of Serbia
will participate in 13 UN and EUmandated peacekeeping missions in
2014. Gašić specified that total of 67 SAF
troops and two staff officers of a
medical unit will take part in the UN and
EU peacekeeping operations in CAR.

the Government of the Republic of Serbia and the
Government of the Republic of Slovenia, Macedonia
and Czech Republic on Exchange and Mutual
Protection of Classified Data and the Agreement
between the Government of the Republic of Serbia
and the Government of the United States of America
concerning security measures for the protection of
classified military data.
Exercise ‘’Shield-4’’- a proof of Serbia’s commitment to
fulfilling it’s Partnership for Peace obligations.

Vežba Štit 2014 - dokaz posvećenosti Srbije ka
ispunjavanju
obaveza
Partnerstva
za
mir
On September 9 -12, 2014 the military base ‘’South’’
near Bujanovac in southern Serbia was host to Shield-4
military exercise. The exercise was attended by the
Deputy Army Commander Major General Milosav
Simović and the Commander of the Ohio National
Guard Major General Deborah Ashenhurst, giving the
two generals also a good opportunity to discuss the
future development of strategically important South
base potentials of multinational training for
peacekeeping missions.

9-12. septembra 2014, vojna baza Jug kod Bujanovca
na jugu Srbije bila je domaćin vojne vežbe Štit 2014.
Vežbi su prisustvovali zamenik komandanta Kopnene
vojske general-major Milosav Simović i komandant
Nacionalne garde Ohaja general-major Debora
Ašenhurst, pružajući priliku da dva generala diskutuju o
budućem razvoju strateški važnih potencijala baze Jug
za multinacionalne obuke za mirovne misije.

The goal of the exercise was to check and assess the
achieved level of combat capabilities of units
declared for deployment in multinational operations,
in compliance to the NATO Operational Capabilities
Concept (OCC E&F). Some of the most modern arms
and equipment of the Armed Forces of Serbia were
used in the exercise, as well as modern tactics for
conducting tasks in multinational operations. The
emphasis was placed on cooperation with the Red
Cross, convoy security, estabilishing checkpoints,
crowd control techniques, base defense and offensive
missions.
Cilj vežbe je bio da se proveri i proceni dostignuti nivo
borbene sposobnosti jedinica deklarisanih za primenu
u multinacionalnim operacijama, u skladu sa
operativnim sposobnostima NATO koncepta (OCC E &
F). Neki od najsavremenijih oružja i opreme Vojske
Srbije su korišćeni u vežbi, kao i savremene taktike za
obavljanje poslova u multinacionalnim operacijama.
Akcenat je stavljen na saradnju sa Crvenim krstom,
bezbednosti
konvoja,
uspostavljanju
punktova,
tehnikama za kontrolu masa, odbrani baze i
ofanzivnim
misijama.
Sve u svemu, oko 270 pripadnika Vojske Srbije
učestvovalo je u vežbi, uključujući i pripadnike
motorizovane pešadijske čete 3. brigade, vod vojne
policije od 3. bataljona i jedan vod ABHO 246.-og
bataljona. Te jedinice su uspele da uspešno sprovedu
vežbu i ispunjavaju svoje zadatke, čime su ispunile nivo
2 NATO za procenu i postizanje sertifikata OCC E & F
standarda od strane multinacionalnog tima za
evaluaciju. To znači da su srpske oružane snage
ispunile 5-i set obaveza Partnerstva za mir.
In total, around 270 members of the Serbian Armed
Forces (SAF) participated in the exercise, including
members of the 3rd brigade’s motorized infantry
company, military police platoon of the 3rd Military
Police Battalion and one platoon of the 246th CBRN
Battalion. These units managed to successfully
conduct the exercise and fulfill their tasks, thus
acomplishing level 2 NATO evaluation and achieving
certificate of the OCC E&F standard by multinational
evaluation team. This
means
that
Serbian
Armed
Forces
have
fulfilled the 5th set of
obligations
of
the
Partnership for Peace
programme.

On omogućava NATO
partnerima da izgrade
individualni odnos sa
Alijansom, birajući svoje
vlastite prioritete za saradnju. Međutim, program
nameće 5 setova obaveza. To su: transparentnost
nacionalnog planiranja odbrane i finansiranje oružanih
snaga; Demokratska kontrola oružanih snaga;
spremnost za učešće u mirovnim operacijama i
misijama; Razvoj vojne saradnje sa NATO-om u
nastojanju da se obezbedi zajedničko planiranje,
obuku i izvođenje vojnih vežbi za učešće u mirovnim
misijama, humanitarnu pomoć i druge slične zadatke i
konačno, dugoročni razvoj vojnih snaga kompatibilnih
za zajedničke operacije sa snagama NATO-a.
The Republic of Serbia
joined NATO Partnership
for Peace programme in
December
2006.
The
program itself is a result of
the U.S. initiative from
1994 which aimed at
defining a framework
that
would
allow
practical
bilateral
cooperation
between
individual non-NATO countries and NATO. It allows
NATO partners to build up an individual relationship
with the Alliance, choosing their own priorities for
cooperation. However, the program imposes 5 sets of
obligations. Those are: transparency of national
defense planning and funding of the armed forces;
democratic control of the armed forces; readiness for
participation in peace-keeping operations and
missions; development of military cooperation with
NATO in an effort to provide joint planning, training
and conducting of military exercises for participation
in peacekeeping missions, humanitarian assistance
and other similar tasks and finally, a long term
development of military forces compatible for joint
operations with NATO forces.

This 5th requirement is, where OCC E&F comes to the
fore. The aim of the Operational Capabilities Concept
Evaluation and Feedback (OCC E&F) is to improve the
ability of partner forces to contribute to future NATOled operations. In terms of Serbian Armed Forces, it is a
tool that prepares them to be an active partner in
potential NATO-led operations. The Concept itself is
based on 3 elements: 1) NATO provision of materials
and resources that can help transform the national
armed forces into a NATO compatible force (for
example US donation of 21 humvees to Serbian Armed
Forces for the purpose of peacekeeping missions), 2)
Improving the capability for operational planners to
put together tailored force packages for NATO-led
non-article 5 Crisis Respond Operations and 3)
Development of the peacetime working relationship
between partners and Alliance headquarters.
Fulfillment of these 3 requirements means that the
criteria for the military side of PfP programme can be
met. Apart from fulfilling international obligations,
another benefit of Serbian army’s fulfillment of OCC
E&F standard is, that operational tasks it faced during
the 4-year-long OCC E&F evaluation are somewhat
similar to those, it faces or could face in Ground
Security Zone along the administrative border with
Kosovo, which means the experience and knowledge
achieved in this multinational process can be put to
good use at home.
5-i zahtev, je gde OCC E & F dolazi do izražaja. Cilj
Koncepta operativnih sposobnosti evaluacije i
povratne informacije (OCC E & F) je da se poboljša
sposobnost partnerskih snaga da doprinesu budućim
NATO-vođenim operacijama. U smislu Vojske Srbije, to
je instrument koji ih priprema da budu aktivan partner
u potencijalnim NATO-vođenim operacijama. Sam
koncept
se
zasniva
na
3
elementa:
1) pružanje NATO- materijala i resursa koji mogu da
pomognu da se nacionalne oružane snage
transformišu u NATO kompatibilne snage (na primer,
donaciju SAD od 21 hamera u Vojsci Srbije radi
mirovnih misija),
2) Poboljšanje sposobnosti za
operativne planere za zajedničko kreiranje paketa sile
pod vođstvom NATO-a u skladu sa Članom 5 kriznih
operacija i 3) razvoj mirnodopskog radnog odnosa
između partnera i sedišta Alijanse . Ispunjavanje ova 3
uslova znači da će kriterijumi sa vojne strane PzM
programa
biti
ispunjeni.
Osim
ispunjavanja
međunarodnih obaveza, još jedna korist od ispunjenja
srpske vojske u OCC E & F standarda je u tome da su
se operativni zadaci tokom 4 godine duge OCC E & F
procene donekle slične onima, sa kojima se suočava,
ili može da se suoči u Kopnenoj zoni bezbednosti duž
administrativne granice sa Kosovom , što znači da se
iskustvo i znanje postignuti u tom multinacionalnom
procesu
mogu
upotrebiti
kod
kuće.

Commander of the Ohio National Guard (the U.S.)
Major General Deborah Ashenhurst visited two objects
in the Municipality of Bujanovac that are to be
reconstructed in 2015, as a part of the project of
humanitarian assistance implemented by the troops of
the Ohio National Guard with
members of the Armed Forces of
Serbia. These are the pre-school
institution “Nasa Radost” and the
multiethnic
Elementary
Music
School in Bujanovac. Value of the
donation should be around 300.000
dollars.
Komandant Nacionalne garde Ohaja (SAD) generalmajor Debora Ašenhurst posetila je dva objekta u
opštini Bujanovac koje treba da se rekonstruišu u 2015,
kao deo projekta humanitarne pomoći koje
implementiraju trupe Nacionalne
garde Ohaja sa pripadnicima
Vojske Srbije. To su predškolska
ustanova
"Naša
radost"
i
multietnička Osnovna muzička škola
u Bujanovcu. Vrednost donacije
trebalo bi da bude oko 300.000
dolara.
The
responsible
unit
for
implementation of the activities on
the Serbian side is the Army
Command and the 4th Brigade
located in Vranje. Construction works on the
reconstruction of these institutions are planned for
August 2015.
Odgovorna jedinica za sprovođenje
aktivnosti na srpskoj strani je
komanda i 4. brigada koja se
nalazi u Vranju. Građevinski radovi
na rekonstrukciji ove institucije su planirani za avgust
2015.

Chief of the Serbian General Staff General Ljubiša
Diković met with the Commander of the Ohio National
Guard (the U.S.) Major General Deborah Ashenhurst.
The meeting between the delegations of the Armed
Forces of Serbia and the Ohio National Guard was
also attended by the U.S. Ambassador in Belgrade H.E.

Tokom sastanka, generali su razgovarali o saradnji u
okviru Programa državnog partnerstva između Srbije i
države Ohajo, sa akcentom na razvoj baze "Jug",
povećanje
obima
zajedničkih vežbi
i primeni vojske u
obezbeđivanju
pomoći
za
građane
u
slučaju
elementarnih
nepogoda.
Zajedničke
aktivnosti treba
da se u bliskoj
budućnosti
usredsrede
na
zajedničke vežbe
medicinskih
timova i nastavak projekta "Humanitarna asistencija".
During the meeting, generals discussed the
cooperation within the State Partnership Program
between Serbia and the State of
Ohio, with the emphasis on the
development of the “South” base,
increasing the scope of joint
exercises and deploying the
military in providing aid for the
citizens in case of natural disasters.
Joint activities should in near future
concentrate on joint exercises of
medical teams and continuation
of the “Humanitarian Assistance”
project.

donation in response to floods in
Serbia earlier this year, and
thanked him and General Ashenhurst for the
realization of the “Humanitarian Assistance” project.
Moreover, he congratulated General Ashenhurst on
her appointment as the Chairperson of the National
Guard Association of the United States, which made
her the first woman chosen for this duty.
General Diković je ranije ove godine zahvalio
ambasadoru Kirbiju za donaciju SAD u odgovoru na
poplave u Srbiji, i generalu Ašenhurst za realizaciju
projekta "Humanitarna asistencija". Pored toga, on je
čestitao generalu Ašenhurst na njenom imenovanju
predsedavajućeg Nacionalne garde Sjedinjenih
Američkih Država, kao prvu ženu izabranu na ovu
dužnost.

Academy.

The graduation of cadets of the 135th class of the
Military Academy of the Republic of Serbia took place
on September 13, 2014 traditionally in front of the
House of the National Assembly. The youngest officers
of the Serbian Armed Forces (SAF) have been
ceremonially promoted at the graduation ceremony
attended by the President Tomislav Nikolić, the
Assembly Speaker Maja Gojković, Prime Minister
Aleksandar Vučić, Defence Minister Bratislav Gašić,
Chief of the General Staff General Ljubiša Diković,
number of international guests, ministers, officials of
religious communities and military diplomatic corps
accredited in Serbia. Altogether 221 new officers have
been ceremonially promoted to the officers’ corps of
the Serbian military.

Tradicionalno diplomiranje kadeta iz 135. klase Vojne
akademije Republike Srbije, održano je 13. septembra
2014 ispred Doma Narodne skupštine. Najmlađi oficiri
Vojske Srbije (VS) su svečano promovisani na
diplomskoj svečanosti kojoj su prisustvovali predsednik
Tomislav Nikolić, predsednica skupštine Maja Gojković,
premijer Aleksandar Vučić, ministar odbrane Bratislav
Gašić, načelnik Generalštaba general Ljubiša Diković ,
brojni međunarodni gosti, ministri, zvaničnici verskih
zajednica i akreditovani vojni i diplomatski kor u Srbiji.
Ukupno 221 novih oficira je svečano promovisano u
korpusu oficira srpske vojske.

with officers‘ sabers by the President Nikolić – in the
class 2013/14 those were: Aleksandar Borovčanin,
Victor Dzaser Milenković and Milica Radojković.

A few moments before the 135th class cadets
traditionally threw up their caps into the air, a MiG-29
flew over the boulevard in front of the House of the
National Assembly, and pilot Major Dejan Janković
congratulated the youngest colleagues on their first
officer’s rank and wished them to serve their country
worthily.
Nekoliko trenutaka pre nego što su 135. klasa kadeta
tradicionalno bacali svoje kape u vazduh, MiG -29

uspeha dvanaestočlanom timu specijalnih snaga u
njihovoj predstojećoj misiji. On je podsetio da je srpska
vojska povećala svoje učešće u mirovnim misijama u
poslednje vreme, što doprinosi svetskom miru.

Jovica Draganić wished the twelve-member team of
Special Forces a lot of success in their upcoming
mission. He reminded that the Serbian military has
increased its involvement in peacekeeping missions
lately, thus contributing to world peace.
Tim specijalnih jedinica prošao je kroz nekoliko meseci
dugu složenu obuku u Srbiji, kao i u Francuskoj i Grčkoj.
To je već druga ekipa specijalnih snaga Vojske Srbije
koji se šalju na misiju EU Atalanta. Zadatak tima srpskih
specijalnih snaga će biti obezbeđivanje zaštite broda "
MSM Douro " koji prevozi
hranu i humanitarne zalihe
pod "Svetskim programom za
hranu" u Somaliji. Humanitarni
i komercijalni tovari u ovim
vodama su u prethodnim
godinama
često
žrtve
piratskih napada i Ujedinjene
nacije su dale mandat
Evropskoj uniji da spreči

Humanitarian and commercial cargos
in these waters have been in previous
years often target of pirate attacks
and the United Nations gave a
mandate to the European Union to
prevent attacks using its naval forces.
Within the European Naval Forces, Serbian army
engages the second autonomous vessel protection
detachment in the row that, in the coming months,
will carry out its mission in the Gulf of Aden, Red Sea
and western Indian Ocean.

In September was deployed also new rotation of the
contingent of the Serbian Armed Forces for the UN
peacekeeping mission UNFICYP in Cyprus. Rifle squad
of the Serbian Armed Forces has been sent. It is
already the seventh contingent of Serbian blue
helmets sent to the UNFICYP mission. Contingent
consisted of 46 officers, NCOs and soldiers, including
four women, headed first to Hungary from where they
flew to the six-month mission in Cyprus. Rifle squad,
which has been deployes, is composed of members of
the 37th Mechanized Battalion of the 3rd Army
Brigade. The Serbian troops are being deployed
regularly to the UNFICYP mission since 2011 and the
Serbian contingent is operating in Sector 4 off
Famagusta under the Slovak Command along with
colleagues from Hungary and Croatia.
U septembru je takođe raspoređena nova rotaciju
kontingenta Vojske Srbije za mirovne misije UN UNFICIP
na Kipru. Puščani odred Vojske Srbije je poslat. Do
sada je sedmi kontingent srpskih plavih šlemova poslati
u misiju UNFICIP. Kontingent se sastoji od 46 oficira,
podoficira i vojnika, uključujući i četiri žene, poslat je u
Mađarsku odakle su leteli na šestomesečnu misiju na
Kipru. Puščani tim, koji je bio raspoređen, se sastoji od
pripadnika 37. mehanizovanog bataljona 3. brigade
KoV. Srpske trupe se redovno šalju u misiju UNFICIP od
2011, a srpski kontingent radi u Sektoru 4 Famagusta
pod komandom Slovačke zajedno sa kolegama iz
Mađarske i Hrvatske.

Po prvi put, Ukrajina je jedna evropska zemlja, na čijoj
teritoriji se ujedno nalazi i NATO trupe i ruske borbene
jedinice, iako su raspoređene na suprotnim krajevima
zemlje oko 700 milja daleko, a sa veoma različitim
misijama. SAD i vodeće zapadne sile su učestvovale u
vojnoj vežbi u Ukrajini, a nakon obnovljenih borbi na
istoku najmanje šest života je izgubljeno u suprotnosti
sa navodnim prekidom vatre. Borbe su nastavljane na
istoku, uprkos prekidu vatre potpisane 5. septembra.

For the first time, Ukraine is the one European country,
on which territory are at the same time located both
NATO troops and Russian combat units, although they
are deployed at opposite ends of the country about
700 miles apart and with very different missions. The
U.S. and the leading Western powers were
participating in the military exercise in Ukraine, after
renewed fighting in the east claimed at least six lives in
breach of a supposed ceasefire. Fighting has
continued in the east despite a ceasefire signed on
September 5.
Oko 1.300 vojnika iz 15 zemalja pridružilo se vojnoj
vežbi "Rapid Trident" održanoj u Lviv regionu zapadne
Ukrajine. SAD je poslala 200 vojnika i Velika Britanija je
poslala 40 pripadnika izviđačkih trupa Lakih Draguna.
Ove multi-nacionalne snage, koju čine vojnici iz 11
zemalja NATOa, sproveli su

bataljona",

Belgrade Center for Security Policy (BCSP) organized a
conference entitled “Partnership for Integrity in
Security Sector in Serbia” on September 17, 2014 as
part of a project to improve external oversight of the
security sector in Serbia by strengthening integrity and
anti-corruption efforts in key security institutions, such
as the Ministry of Defense, the Ministry of Interior, and
the Security Information Agency.
Beogradski centar za bezbednosnu politiku (BCBP)
organizovao je konferenciju pod nazivom "Partnerstvo
za integritet u sektoru bezbednosti u Srbiji", 17-og
septembra 2014 u okviru projekta za poboljšanje
spoljnog nadzora sektora bezbednosti u Srbiji kroz
jačanje integriteta i borbi protiv korupcije u ključnim
bezbednosnim institucijama, kao što su Ministarstvo
odbrane,

managed by the Institute for Sustainable Communities

NATO Days and Czech Air Force Days 2014 took place
on September 20 – 21, 2014 in Ostrava, Czech
Republic. Airplanes, pilots, military hardware and
security forces members from 16 countries joined the
event this year.

održani su 20- 21.septembra, 2014 u Ostravi, Češka.
Avioni, piloti, vojska i snage bezbednosti članova iz 16
zemalja pridružili su se događaju ove godine.
Dani se smatraju kao najveći bezbednosni šou u
Evropi. Događaj služi kao jedinstvena izložba na
najširem mogućem krugu sredstva koja Češka, njeni
saveznici i partneri, poseduju u pružanju bezbednostine samo vojske, već i jedinica
policija i spašavanja koji su
predstavili svoju opremu i obuku,
kao i saradnju sa kolegama iz
inostranstva. Događaj takođe služi
kao glavno mesto za razgovor o
ključnim
temama
iz
oblasti
bezbednosti. Kako bi se povećao
svoj efekat, dogadjaj je striktno
nenekomercijalan sa besplatnim
ulazom. Rekordni dvodnevni broj
posetilaca dostigao je broj 225.000
(u 2011), a rekordan broj zemalja

The NATO Days are organized jointly by the Jagello
2000 NGO in cooperation with the Armed Forces of
the Czech Republic and number of partners from
Czech Republic and abroad. The NATO Days featured
also this year the traditional “Czech and Slovak
Transatlantic Award” ceremony jointly presented by
the Jagello 2000 and the Slovak Atlantic Commission.
This year Transatlantic Award was presented to Mr.
Bronislaw Komorowski, President of Poland and to Mr.
Martin Butora, foreign policy advisor of the President of
Slovakia and former Ambassador of Slovakia in the U.S.

Chiefs of Defence of the 28 NATO nations elected
General Petr Pavel, Chief of the General Staff of
Armed Forces of the Czech Republic, as the next
Chairman of the NATO Military Committee. His term of
office, normally three years, is expected to begin in
June 2015, when he will succeed the current
Chairman, General Knud Bartels (Denmark).
Šefovi odbrane 28 zemalja NATO izabrali su za
generala Petr Pavela, načelnika Generalštaba
Oružanih snaga Republike Češke, za narednog
predsedavajućeg Vojnog komiteta NATO-a. Njegov
mandat, koji traje tri godine, očekuje se da će početi
u junu 2015, kada će on naslediti trenutnog
predsedavajuceg, generala Knud Bartelsa (Danska).
The Chairman of the Military Committee represents the
consensus-based views of all NATO Chiefs of Defence
(CHODs) as the principal military adviser to the
Secretary General, the North Atlantic Council and
other senior NATO bodies. In his capacity, he guides
the Military Committee’s agenda and deliberations,
listening to views and working to reconcile divergent
national
positions
or
policy
differences to fashion advice that
all can agree to.
Predsedavajući Vojnog komiteta predstavlja stavove
zasnovane na konsenzusu svih NATO šefova odbrane
(CHODs) kao glavnog vojnog savetnika Generalnog
sekretara, Severnoatlantskog saveta i drugih visokih
tela NATO-a. U tom svojstvu, on vodi dnevni red i
razmatra mišljenje Vojnog komiteta, sluša stavove i radi
da pomiri različitost nacionalnih
pozicija ili politika gde se svi mogu
dogovoriti.

The position of the Chairman of the Military
Committee, has been established in 1963 and since
has been held by 17 officers from: Germany (five
times), the United Kingdom (three times), Canada
(twice), Norway (twice), Italy (twice), Belgium, the
Netherlands and Denmark (once).

1963, a od tada je imao 17 oficira iz: Nemačke (pet
puta), Velike Britanije (tri puta), Kanada (dva puta),

Neposredno pre otvaranja Međunarodnog sajma
"Prevencija i reakcija u vanrednim situacijama i
zdravstvenoj zaštiti na radu - 112 EKSPO " u Beogradu ,
ministar odbrane Bratislav Gašić je primio donaciju
Ujedinjenog Kraljevstva Ministarstvu odbrane i Vojske
Srbije, dobijenu od ambasadora Velike Britanije u
Beogradu Denis Kifa. Donacija vredna oko 150.000
evra treba da poveća kapacitete za odbranu od
poplava, a sadrži 86 mobilnih "Nautilus" pumpi.
Just before the opening of the International Fair
“Prevention and Reaction in Emergency Situations and
Health Safety at Work - 112 EXPO”in Belgrade, the
Defence Minister Bratislav Gašić received a donation
of the United Kingdom to the Ministry of Defence and
the Armed Forces of Serbia, handed over by the UK
Ambassador in Belgrade H.E. Denis Keefe. The
donation is worth around 150.000 EUR meant to boost
capacities for flood protection, and it contains 86
mobile “Nautilus” pumps.

delivered from the Great Britain to the Red Cross,
active participation at the donation conference in
Brussels, UK wanted to support also the Armed Forces
of Serbia, with whom they have traditionally good
cooperation. Ambassador KeefeI honestly hopes there
will be no more need for interventions of the scope we
have seen in May this year, but the pumps will
certainly help Serbia respond to possible crises even
more efficiently.
Zahvalivši se na donaciji, ministar odbrane Bratislav
Gašić rekao je da je to još jedan primer tradicionalno
dobrih prijateljskih odnosa između Ujedinjenog
Kraljevstva i Republike Srbije. On je dodao da će
pumpe biti predate jedinicama Vojske Srbije i da će ih
koristiti za svoje potrebe, a i za pomoć građanima, ako
je potrebno.
Thanking for the donation, Minister of Defence
Bratislav Gašić said that it is another example of
traditionally good friendly relations between the
United Kingdom and the Republic of Serbia. He added
that the pumps will be handed over to units of the
Armed Forces of Serbia and used for their needs, and
for helping citizens if needed.
Ovogodišnji 39. Međunarodni sajam "Prevencija i
reakcija u vanrednim situacijama i zdravstvene
bezbednosti na radu - 112 EKSPO je održan 23-26.
septembra, 2014 na Beogradskom sajmu u hali 2. On je
predstavio preko 150 ekponata od 73 direktnih
izlagača iz oko 20 zemalja.
This year’s 39th International Fair 'Prevention and
Reaction in Emergency Situations and Health Safety at
Work - 112 EXPO it was held on September 23 – 26,
2014 at Belgrade Fair Hall 2. It represented over 150
exponats of 73 direct exhibitors from around 20
countries.

Pilots and electronic warfare specialists were training in
Slovakia.
More than 660 soldiers from 14 NATO
countries and two Partnership for Peace countries
trained the air defence skills in Sliač, Lešť and Zvolen,
Slovakia at the biggest air defence military exercise in
Slovakia – MACE XVI. The main objective of the
exercise was to test the common practice in
overcoming air defense under the terms of radioelectronic interference. Currently, the most dificult
deployment of tactical aviation in today's armed
conflicts. They trained various scenarious – such as
overcoming deployment of
tactical air defense aviation,
aerial combat training for
fighter planes, electronic
warfare
with
aircrafts
equipped with electronic
jammers
onboard,
air
reconnaissance and C3. The
exercise MACE is taking
place already second time in
Slovakia (first one in 2012)
and apart from Slovak
aircrafts
and
military
technique these aircrafts
have been involved in the
exercise: fighter and attack aircraft General Dynamics
F-16 (Belgium, Denmark, Norway), Boeing EA-18G
(USA), Dassault Rafale (France), Saab JAS 39 Gripen
(Sweden), Eurofighter Typhoon (Spain) transport
aircraft Lockheed Martin C-130J Super Hercules
(Denmark) aircraft for transporting passengers Dassault
Falcon 20 (Norway) and Learjet 40 (Germany).
Piloti i stručnjaci za elektronski rat imali su trening
obuku u Slovačkoj. Više od 660 vojnika iz 14 zemalja
NATO-a i dve zemlje Partnerstva za mir obučavali su se
u veštinama protivvazdušne odbrane u Sliaču, Leštu i
Zvolenu, Slovačka na najvećoj vojnoj vežbi
protivvazdušne odbrane u Slovačkoj - Mace XVI.
Osnovni cilj vežbe bila je test praksa u prevazilaženju
protivvazdušne odbrane pod uslovima radioelektronskih smetnji. U današnjim oružanim sukobima
najteže je razmeštanje taktičke avijacije. Oni su se
obučavali za razne scenarije - kao što su
prevazilaženje raspoređivanje
taktičke
protivvazdušne
odbrane, avijacije iz vazduha,
borbene obuke za borbene
avione, elektronsko ratovanje
sa
avionima
opremljenim
elektronskim radarima na ploči,
vazdušnom izviđanju i C3.
Vežba MACE se održava već
drugi put u Slovačkoj (prvi u
2012), a pored slovačkih aviona
i vojne tehnike ovi avioni su bili
uključeni u vežbi: borbeni i
napadni
avioni

Norveška), EA- 18G Boing (SAD), Dassault Rafale
(Francuska), Saab JAS 39 Gripen (Švedska), Eurofajter

Dana 30. septembra - 2. oktobra 2014 stručnjaci,
kreatori politike, akademici, diplomate, vojni zvaničnici
i mediji ponovo su se okupili u Beogradu za 4.
Beogradski bezbednosni forum (BSF). Jedan od glavnih
rezultata diskusija tokom tri dana konferencije bio je
da su evropski model i međunarodne norme na kojima
počiva Evropa trenutno ozbiljno izazvane. Oni su
izazov za evropske zemlje iznutra (Škotska, Katalonija),
kao i aktera izvan ovog regiona (Rusija, aktivnosti ISIS /
ISIL itd). Stručnjaci su takođe zaključili, da je politika
proširenje EU najbolje pokazala evropske vrednosti u
praksi i zbog toga je važno da ga oživi sa novom
posvećenosti
proširenja
na
Zapadni
Balkan.
Istovremeno, zemlje Zapadnog Balkana treba da
preuzmu inicijativu da doprinesu raspravama o novom
evropskom projektu, međunarodnim normama i
jačanju međunarodne organizacije.
On September 30 – October 2, 2014 experts, policy
makers, academics, diplomats, military and media
gathered again in Belgrade for the 4th Belgrade
Security Forum (BSF). One of the main outcomes of the
discussions during the three conference days was, that
the European model and international norms based
on it are currently seriously challenged. They are
challenge by European countries from within
(Scotland, Catalonia) as well as by actors outside this
region (Russia, activities of ISIS/ISIL etc.). The experts
also concluded, that the EU enlargement is the policy
that the best demonstrates European values in
practice and therefore it is important to revive it with
new commitment of enlargement to the Western
Balkans. At the same time, Western Balkan states need
to take an initiative to contribute to the debates on

on new European project, international norms and to
strengthening international organisations. Belgrade
Security Forum is one of examples of such initiative,
organized by three civil society organisations:
Belgrade Fund for Political Excellence, European
Movement in Serbia and the Belgrade Centre for
Security Policy.
Beogradski bezbednosni forum je jedan od primera
takve inicijative, u organizaciji tri organizacije civilnog
društva : Beogradskog fond za političku izuzetnost,
Evropskog pokreta u Srbiji i Beogradskog centra za
bezbednosnu politiku.
BSF organizatori pozvali su Srbiju da preuzmu inicijativu
i da se angažuju u raspravama koje su bitne u Evropi
tokom predsedavanja OEBS-a u 2015. Srbija treba da
doprinese pronalaženju rešenja za aktuelnu evropsku
krizu angažovanjem i EU i
Rusije u dijalogu uz podršku
kasnijim
Predsedavanjem:
Švajcarskim koji prethodi Srbiji
u 2014 i Nemačkim koje će
preuzeti u 2016.
BSF organisers called upon Serbia to take an initiative
and engage in debates that matter to Europe during
the OSCE chairmanship in 2015.
Serbia should contribute to finding
solutions for current European
crisis by engaging both the EU
and Russia in a dialogue with the
support provided by subsequent
chairmanships:
Swiss
that
precedes Serbia in 2014 and
Germany that will take over in
2016.

Commission.
