Further to the economic parameters of the vulnerability the human society is
significantly influenced by the environmental conditions. Interactions among units
of the climatic system result in forming of living standard of mankind. Thus, the
climate becomes not only a source but also a limit of future development of the
society.
The ways of approaching to optimal living conditions have continuously changed
during the evolution of the man. They are affected by the level of the social
development and its trend. However, the environmental pollution, population
growth and huge consumption of energy and natural resources lead to
disturbances of natural processes that consequently affect the human
development. In the last decades, the global climate change has not only been
one of the most discussed issues seen by many scientists as a possible impact of
human activities on the whole ecosystem but it also became a political problem.
Forcing like solar radiation, continental drift, thermohaline circulation and volcanic
activities shape the present climate. The question is what role the man plays?
There are also a variety of climate change feedbacks in the nature. Plant and
animal response is one of the most important indicators regarding the impacts of
CC. As we are not able to convert the trends of the climate the society has to
adapt to the new conditions. WMO Congress in its preparatory work for Global
Framework for Climate services defines agriculture and food security, water
management, health and natural disasters elimination as the most urgent matters
of CC impacts to be dealt with when organizing any adaptation measures.
The European Commission is preparing the Adaptation strategy for Europe which
will be issued in 2013.
The programme of this conference targets on the points of the CC impacts with
the hope to give the hints for better understanding of CC processes and CC
impacts and for our practical performance in both monitoring and setting the
adaptation processes.
