Değerli Akademisyenlerimiz,
COST, bilim ve teknolojide Avrupa işbirliğini sağlamak amacıyla oluşturulmuş olan ve
ulusal kaynaklarla desteklenmiş araştırma projelerinin Avrupa düzeyinde
koordinasyonunu sağlayan hükümetlerarası bir kuruluştur. EUREKA ve AB Çerçeve
Programları ile birlikte, ortak Avrupa Araştırma insiyatiflerinin 3 ayağından biridir.
COST, ulusal olarak desteklenen araştırma projelerinin yürütücülerinin Avrupa düzeyinde
oluşturulmuş işbirliği ağlarına dahil olmalarını sağlamaktadır. COST, araştırma
faaliyetlerine doğrudan bir destek sağlamamakta olup, Avrupalı araştırmacıların belirli bir
proje çerçevesinde işbirliği yapmaları ve deneyim paylaşmaları için bir platform
oluşturmaktadır. Araştırmacıların işbirliği yapmak amacıyla belirli bir bilimsel konu
çerçevesinde bir araya geldikleri projelere “Aksiyon” denmektedir. Her COST Aksiyonu, en
az 5 COST ülkesinin ilgi alanındaki ulusal olarak fonlanan araştırma projelerinin çevresinde
oluşturulan bir ağdır.
COST, COST Aksiyonlarının konferans, kısa dönemli bilimsel değişim ve yayın gibi ortak
faaliyetlerini finanse etmektedir. Araştırma faaliyetlerinin bütçesi ise Ulusal Fonlama
Kuruluşları (Türkiye’de TÜBİTAK) tarafından karşılanmaktadır.

COST faaliyetleri “aşağıdan yukarıya” (bottom-up) yaklaşımıyla başlatılmaktadır. Bu
yaklaşım, bir COST Aksiyonunun doğrudan Avrupalı araştırmacılar tarafından başlatılması
ve tüm bilimsel alanlarda bir aksiyon önerilebileceği anlamına gelmektedir. Ayrıca, COST
üye ülkeleri, aksiyonlara “à la carte” prensibine göre katılmaktadır. Bu özellik de sadece
ilgi duyan ülkelerin Aksiyonlara katılması demektir.

Bir araştırmacının COST’a katılımı 2 şekilde mümkündür:
1) Mevcut Bir COST Aksiyonuna Katılmak:
Yürürlükteki COST aksiyonları arasından araştırmacının ilgilendiği aksiyonun MoU’su
(Memorandum of Understanding-Ortak Niyet Beyanı) çerçevesinde bir proje önerisi
hazırlaması ve TÜBİTAK’a COST projesi olarak teslim etmesi şeklinde gerçekleşir. Bu
başvuru ulusal kuruluşlara (Türkiye’de TÜBİTAK) yıl içerisinde herhangi bir zaman
yapılabilir, COST’un bir duyuru yapması beklenmez. Aynı zamanda araştırmacı
yürürlükteki bir COST aksiyonu ile uyumlu tamamlanmasına en az 1 yıl kalmış mevcut bir
projesi (TÜBİTAK 1001, 3501, 1003, AB Çerçeve veya BAP) ile de COST aksiyonlarına dahil
olabilir.
2) Yeni Bir COST Aksiyonu Önerisinde Bulunmak:
COST’un http://www.cost.eu/participate/open_call adresli web sitesinden ve TÜBİTAK
tarafından yapılan duyurulardan, COST’ un yeni aksiyon önerileri için yılda iki kez yaptığı
açık çağrı duyurusu takip edilerek başvuru yapılır.
Her ülkenin MC (Aksiyon Yönetim Komitesi Temsilcileri, Management Committee)
kontenjanı 2 ile sınırlı olduğu için COST aksiyonlarına katılımda zamanlama önemlidir.
Duyuru ve COST aksiyonları ile ilgili her türlü sorularınızı, proje yazımı ve başvurusu
konusundaki yardım taleplerinizi e-posta ya da telefon ile Uludağ Üniversitesi Teknoloji

1. COST Aksiyon Kodu: MP1401
COST Aksiyon Adı: Advanced fibre laser and coherent source as tools for society,
manufacturing and lifescience

Özet: Among the different types of Lasers, fibre lasers are, both as research and
commercially, the youngest, yet the fast growing type of laser due to several factors. This
Action will be the first arena where experts in fundamental material science, established
laser and component groups, fibre laser manufacturers and end-users will be able to
actively interact, share know-how and focus on common goals. We do expect to boost a
series of innovations in the field. Among them we aim to cover the 3-6 micron wavelength
interval, and beyond, to support mid-infrared applications and to enhance fibre
performance to cover more efficiently visible and ultra-violet wavelength generation for
biophotonics and healthcare. The Action will also investigate glass material and fibre
design to overcome the actual limitation in output power. The improvements will mainly
boost healthcare to benefit wide society and EU manufacturing to retain and increase
manufacturing workforce within EU. The Action will mentor a new generation of
researchers by providing Early Stage Researchers an opportunity to develop both
scientific and management skills. At the same time the Action will actively promote
gender balance and women researchers to management positions.

2. COST Aksiyon Kodu: MP1402
COST Aksiyon Adı: Hooking together European research in atomic layer deposition
(HERALD)

Özet: This Action aims to structure and integrate European research activity in atomic
layer deposition (ALD), bringing together existing groups, promoting young scientists and
reaching out to industry and the public. ALD is a unique technique for growing ultra-thin
films that is enabling new developments in high-tech manufacturing sectors such as
electronics, energy and coatings. With interest growing worldwide, the time is right to
coordinate European activity in this field, which until now has been fragmented, despite
the presence of world-leading research groups and companies. The scientific
collaborations in the Action will cover new processes (precursor chemicals and
equipment), fundamental understanding (metrology and modeling), innovative materials
(nanoscale interfaces, 2D materials) and applications (semiconductor devices,
photovoltaics, energy storage, sensors, protective coatings for organic elements and
fibers). Networking activity will consist of student bursaries, topical workshops,
conference sponsorship, joint publications and marketing. It is intended to establish a
framework for this activity in Europe that will outlast the duration of the Action and
ensure Europe’s leading position into the future.

COST Aksiyon Adı: Nanoscale Quantum Optics

Özet: The investigation of quantum phenomena in nanophotonics systems may lead to
new scales of quantum complexity and constitutes the starting point for developing
photonic technologies that deliver quantum-enhanced performances in real-world
situations. This ambition demands new physical insight as well as cutting-edge
engineering, with an interdisciplinary approach and a view towards how such
groundbreaking technologies may be implemented and commercialized. The Action aims
at promoting and coordinating forefront research in nanoscale quantum optics (NQO)
through a competitive and organized network, which will define new and unexplored
pathways for deploying quantum technologies in nanophotonics devices within the
European research area. The main vision is to establish a fruitful and successful
interaction among scientists and engineers from academia, research centers and
industry, focusing on quantum science & technology, nanoscale optics & photonics, and
materials science. The Action will address fundamental challenges in NQO, contribute to
the discovery of novel phenomena and define new routes for applications in information
& communication technology, sensing & metrology, and energy efficiency. Gathering a
critical mass of experts the Action will serve as a platform in NQO and as such it will
cooperate with industry and academia to promote innovation and education in a
forefront research field.

4. COST Aksiyon Kodu: MP1306
COST Aksiyon Adı: Modern tools for spectroscopy on advanced materials: a European
modelling platform

Özet: This Action brings together the expertise of experts working in the science of
advanced materials in order to build a coherent theory and computing platform with a
new common data format to model sophisticated spectroscopy experiments performed
at advanced radiation sources (ARS) as well as at academic and industrial research
laboratories. Complementary theoretical approaches will allow to deal with a wide variety
of materials. Ultimately, the accurate interpretation of spectroscopies will provide the
means to access the intimate origin of the macroscopic behavior of materials, for which
a detailed knowledge of the electronic, magnetic and geometrical structure at the atomic
level is a prerequisite. The platform established through this Action will be widely
available to academic as well as industrial users. Close contact with them will be kept
through an extensive webpage, a series of workshops and a network of contact points at
European synchrotron radiation (SR), X-ray free electron laser (XFEL) centers and neutron
sources (NS). As the Action primarily aims at coordinating and synchronizing on-going
developments and research activities as well as enhancing the interaction between
theory and experiment in the wider field of spectroscopy, COST is the most suitable
framework to reach these goals.

5. COST Aksiyon Kodu: MP1304
COST Aksiyon Adı: Exploring fundamental physics with compact stars (NewCompStar)

Özet: Compact stars, such as neutron stars, strange stars or hybrid stars, are unique
laboratories that allow us to probe the building blocks of matter and their interactions at
regimes that terrestrial laboratories cannot explore. These exceptional objects have
already led to breakthrough discoveries in nuclear and subnuclear physics, QCD, general
relativity and high-energy astrophysics. The upcoming generation of observatories and
gravitational-wave detectors will continue to nurture innovative and fundamental
discoveries complementary to those achieved through the nuclear and subnuclear
experimental facilities. This Action will bring together the leading experts in astrophysics,
nuclear physics and gravitational physics to address this fascinating but challenging
research area through an interdisciplinary approach. In addition to an innovative and
well-defined research agenda, the network will provide a dedicated training program for
a new generation of scientists with wide-ranging expertise and multiple skills oriented
also towards knowledge transfer and innovation.

6. COST Aksiyon Kodu: MP1207
COST Aksiyon Adı: Enhanced X-ray Tomographic Reconstruction: Experiment, Modeling,
and Algorithms

Özet: The aim of this Action is to establish an active, interdisciplinary research network
that bridges the gap between the experimental X-ray tomography community and the
mathematical image reconstruction community. While the advanced X-ray imaging
community (i.e. synchrotron imaging, advanced lab setups) and the image reconstruction
community have each made strong progress in various research projects within Europe,
further advances require the combination of efforts and ideas from both fields. A joint
network must be established including both communities, where experiences, ideas and
computational tools can be exchanged and cross-fertilization can take place in a
concerted effort.
The goal is to develop the next generation of X-ray tomography techniques and
algorithms for absorption, phase, diffraction, and fluorescence contrast imaging. As a
result, both the spatial and temporal resolution of advanced X-ray imaging will be strongly
increased, facilitating high-tech research and industrial applications in a wide range of
fields (materials science, life sciences, biomedical sciences, etc.).
Working Groups will be formed that deal with quantitative modeling, tailored algorithm
development, and practical software development. The resulting ability to disseminate
algorithms, knowledge and experimental capabilities throughout the X-ray community in
Europe will advance science, as well as industrial R&D.

COST Aksiyon Adı: Developing the Physics and the Scientific community for Inertial
Confinement Fusion at the time of NIF ignition

Özet: The Action aims at directly contributing to develop a scientific community in Europe
working in Inertial Confinement Fusion and High Energy Density Physics. This will be
complementary and synergic to several initiatives going on in Europe at the moment, in
particular the construction of the lasers Megajoule and Petal in France (LMJ/PETAL
facility), the upgrade of high-energy laser facilities already working, the HiPER and ELI
projects. At the same time, we think that the physics related to the development of highenergy laser facilities is very interesting and fascinating in itself, opening new perspectives
and new fields of research. The objectives of the Action address Networking on one side
and the Study of relevant physics on the other. In particular, LMJ/PETAL will be open the
European academic community for civilian research in 2015. This will be a unique system
in the world (comparable only to NIF in US) and we want to contribute to the elaboration
of the scientific program for such facility over the next 10 years. No other European
research program is at the moment directly covering such topics and all mentioned
programs are related to "facility development" rather than "community building".
Therefore we will fill an "empty slot" in a way which is synergic to running programs.

COST Aksiyon Adı: Advanced spatial and temporal X-ray metrology

Özet: Soft 0.03 -1 keV and hard X-rays 1 -100 keV are one of the best tools for probing
matter from the macroscopic to the atomic scale thanks to their penetrating power,
spectral selectivity and ability to achieve single atom image. Apart from scientific
applications, X-rays are everywhere in our daily life, from medicine, security, food safety,
environment and cultural heritage. Ultra-intense X-ray free-electron lasers, plasma-based
soft X-ray lasers and attosecond high harmonics have strongly changed the X-ray
paradigm. Demands on optics and beam metrology are outstripping the conventional Xray metrology pulled by synchrotron, EUV lithography and solar telescopes. This Action
will bring together and consolidate a huge infrastructural and facility rich consortium of
hundreds of PIs, ERs and ESRs. New synergies between the different groups will induce
strong and fast progress in X-ray metrology. Firms and standardization laboratories are
well involved. This Action will improve public and private researchers career at all stages,
by increasing mobility and exchange. Five working groups will be set: “X-ray spatial
metrology of optics”, “Spatial and temporal metrology of X-ray sources”, “X-ray coherent
and incoherent imaging diagnostics”, “Damage on X-ray optics”, “High brightness and
coherent X-ray sources for advanced spatial and temporal metrology”.
