Reč predsednika
Od poslednjeg Miteco FORUM-a prošle su tri godine.
U ovom periodu nauka i tehnologija napredovale su
neverovatnom brzinom i došlo je do značajnog pomaka u
sferi unapređenja i očuvanja životne sredine. Na narednom
FORUMU želimo da vam prenesemo sve one važne
elemente koji vaše uspešno poslovanje mogu da učine
još uspešnijim, ali i odgovornijim i društveno korisnim za
okruženje u kojem živimo. Svu pažnju FORUMA posvetili
smo urbanim sredinama i načinima na koje takve sredine
rešavaju svoje potrebe za energijom i kako upravljaju
otpadom, a sve to na ekonomski opravdan način.
Treći Međunarodni Miteco Forum pod nazivom „Čist grad,
duga ljubav” doneće našoj sručnoj javnosti nova znanja
i informacije koje će biti od strateškog značaja za razvoj
ekologije i sistema zaštite životne sredine u našoj zemlji.
Imamo već prepoznatljiv trougao interesa, za profitom, za
socijalnim pravima i zaštitom životne sredine. Ali gde je
tu prostor Balkana i u njemu prostor Srbije? Mislim da je
prava prilika da se na predstojećem FORUM-u otvoreno i
hrabro progovori na ove teme. Zato smo ove godine fokus
našeg panela posvetili urbanim sredinama, pre svega
Beogradu, uz jasnu spoznaju da su veliki gradovi ujedno
veliki potrošači energije i veliki generatori otpada. U isto
vreme oni su i veliki stvaraoci društvenog proizvoda pa
samim tim imaju ogromnu odgovornost za održivost tog
i takvog sistema. Hajde da postavimo pitanja jer će nas
upravo ona pokrenuti da pronađemo prave odgovore.
Evo samo nekih:
– Da li graditi postrojenja za pretvaranje otpada u toplotnu
i električnu energiju?
– Da li ukidati deponije komunalnog otpada ako je prethodni

odgovor pozitivan?
– Da li sredstva u eko fondu raspoređivati na sakupljanje ili
na tretman otpada?
– Koje su greške platile zemlje koje su daleko ispred nas u
upravljanju otpadom?
MITECO FORUM je jedna od šansi da i širi auditorijum vidi sa
kakvim se dilemama susreću uprave gradova pri rešavanju
ovih problema. Da li je to tema za političko potkusurivanje
ili je došlo vreme da profesionalci i široka javnost o tome
daju svoj stav. Zašto bi odluke bile netransparentne i zašto
nam nije uspelo da imamo postrojenje za tretman otpada.
I da li ponekad i mi sami snosimo odgovornost što nam
nije sve uređeno kako bismo želeli. Čist grad jeste duga
ljubav i obaveza svakog odgovornog pojedinca, obaveza
prema nama samima i obaveza prema naraštajima koji
dolaze. U uslovima ekonomske krize to je ujedno šansa
da povećamo zaposlenost jer je mnogo lakše i brže ulagati
u delatnost zaštite životne sredine, a time omogućavamo
ljudima mogućnost kako zarade, tako i osećaja društvene
koristi.
Prateći tradiciju odgovornog poslovanja pozivamo vas
da uzmete učešće na predstojećem MITECO FORUMU i
budete dobar primer i inspiracija drugima.

Three years have passed since last Miteco FORUM.
Science and technology have rapidly moved forward in
this period, and great advance has been made in the field
of improvement and preserving of the environment. On
the next FORUM we wish to share with you the important
elements which could make your already successful
business even more successful, and even more socially
responsible and useful for the environment that we live
in. We have been treating many topics, but this time we
focus our attention on urban communities and their efforts
to meet their energy requirements, and how they manage
waste in the economy efficient way.
The third international Miteco forum named “Clean City,
Lasting Love” will bring forward new knowledge and
information which will be of most strategic importance for
the development of ecology and systems for protection of
environment of our country..
We have a recognizable triangle of interests - for profit,
social rights and environmental protection. Where can we
fit the area of the Balkans and Serbia in that triangle? I think,
this FORUM is the right place to speak up with courage on
these topics. This is the reason why we have devoted our
panel discussion this year to urban communities, Belgrade
before others, knowing that large cities are also large
energy consumers and waste producers. At the same time,
they are large contributors to the domestic product and
consequently have huge responsibility for sustainability of
such system. Let us ask some questions, though we might
not have enough courage to answer them.

- Whether the eco funds should be allocated to waste
collection or treatment?
- What mistakes have been paid for by the countries that
are far ahead of us in waste management?
MITECO FORUM is an opportunity for broad audience to
learn about dilemmas city authorities are faced with when
they solve this problem. Is this a matter of political settling
or is it a high time for professionals and general public to
express their view? Why would decisions be non transparent
and why have we failed to have a waste treatment plant?
Is it sometimes that we ourselves bear responsibility for not
having the things done the way we prefer? The clean city is
actually lasting love and an obligation of every responsible
individual, an obligation toward us and towards generations
to come. It is also a chance to increase employment in the
time of economic crises, because it is easier and faster to
invest in environmental protection, and by doing so making
possible for people to earn, as well as to feel socially useful.
Following the tradition of socially responsible actions, we
invite you to participate in following Miteco FORUM and to
become a good example and inspiration to others.

REZIME:
Doskorašnji koncept razvoja gradova zasnivao se isključivo
na poboljšanju standarda građana, po cenu gubitaka u
kvalitetu zivota. Postoje različite dimenzije kvaliteta života
koje treba uzeti u obzir kod planiranja održivog razvoja
grada,kao sto su veza izmedju zdravlja i zagađenja,
odnosno zelenih površina. U suštini, kvalitet života je na
ukrštanju svih politika i strategija.
Na nivou EU postoji nekoliko značajnih dokumenata koji
uokviruju politički dogovor da planiranje razvoja gradova
mora biti uz poštovanje principa integralnosti kao i
harmonizacije ekonomskog, socijalnog i stanja životne
sredine. Za našu zemlju koja je u procesu približavanja
standardima EU,,posebno je važno da postepeno
primenjujemo dokument o održivom razvoju evropskih
gradova2 i pratimo smernice Tematske strategije EU o
urbanoj životnoj sredini.
Održivi razvoj gradova, pretežno se formuliše preko
osam indikatorskih osa: upravljačka funkcija na nivou
grada, kvalitet vazduha, upravljanje otpadom i korišćenje
zemljišta, voda, saobraćaj, zgradarstvo, energija i emisija
ugljendioksida.
Prema evropskom indeksu evropskih gradova (European
Green City Index) Beograd se nalazi na začelju (podatak
iz 2009. godine). Živeći u Beogradu, uočavam pomake,
ponekad strateške dileme, o kojima će učesnici panela,
svako u svojoj oblasti ekspertize i nadleznosti, moći da daju
kvalitetan doprinos. Svoj segment ekspertize ograničiću
na kontekst važnosti integralnog održivog upravljanja,
bazirano na propisima EU.
KRATKA BIOGRAFIJA:
Dr Anđelka N. Mihajlov je afirmisani profesor i naučni radnik.
Diplomirala je, magistrirala i doktorirala na Tehnološkometalurškom fakultetu u Beogradu. Za svoj diplomski rad
dobila je Oktobarsku nagradu grada Beograda. Stekla
je dodatno obrazovanje u inostranstvu (SAD). Značajne
rezultate postigla je u međunarodnoj saradnji u oblasti
životne sredine i održivog razvoja (ekspert UN, EU itd).
Oko dvadeset godina radi u oblasti životne sredine (u
saveznim ministarstvima nadležnim za životnu sredinu,
direktor Uprave za zaštitu životne okoline u okviru
Ministarstva zdravlja i zaštite životne okoline, Gradskom
zavodu za javno zdravlje Beograda, Univerzitetu u Novom
Sadu, Univerzitetu Edukons). Od juna 2002. do marta
2004.godine bila je ministar za zaštitu prirodnih bogatstava
i životne sredine u Vladi Srbije. Od strane Programa UN
za životnu sredinu (UNEP) 2006. godine prepoznata kao
žena lider Zapadnog Balkana u oblasti životne sredine. Od
2005. do jula 2010. godine član Saveta za životnu sredinu
Evropske banke za rekonstrukciju i razvoj u Londonu
(EBRD - ENVAC).
Sada je redovni profesor na Fakultetu tehničkih nauka
Univerziteta u Novom Sadu, Departman za zastitu životne
sredine i zaštitu na radu. Predaje po pozivu na različitim
univerzitetima u svetu. Kopredsednica je udruženja
“Ambasadori životne sredine”. Počasna je predsednica
nacionalne asocijacije za upravljanje otpadom (SeSWA).
Mentor je Nacionalnih operatera za programe “Plava
zastava” i “Eko-skole”.Član je Nacionalne komisije za
UNESCO i Saveta za zaštitu životne sredine i održivi razvoj
PKS. Član je UN mreže ministarki i liderki u oblasti životne
sredine. Nacionalni je konsultant za pripreme Srbije za
svetski samit Rio+20.
Cities, energy and waste management

ABSTRACT:
Previous developing concept of cities was based solely
on improving the standard of living, at the cost of loss of
quality of life. There are different dimensions of quality of
life to be taken into account when planning the sustainable
development of the city, such as the link between health and
pollution, and green spaces. In fact, the quality of life is at the
intersection of all policies and strategies.
At EU level there are several important documents that frame
the political agreement that the planning of cities must be
with respect of the principles of integrity and harmonization
of economic, social and environmental conditions. For
our country, which is in the process of EU standards, it is
important to gradually apply the document on sustainable
development of European cities and to follow the guidelines
of the EU Thematic Strategy on Urban Environment.
Sustainable development of cities, mostly formulated by
eight indicator axes: control functions at the level of the
city, air quality, waste management and land use, water,
transport, buildings, energy and carbon dioxide emissions.
According to the European index of European cities
(European Green City Index) Belgrade is at the bottom
(data from 2009). Living in Belgrade, I can see progress,
sometimes strategic dilemma, on which the panelists, each
in their own areas of expertise and competence, be able to
provide quality contribution. My segment of expertise will
be limited to the context of the importance of integrated
sustainable management, based on EU regulations.
BRIEF BIOGRAPHY:
Anđelka N. Mihajlov PhD is affirmed professor and
renowned scholar. She has graduated, MA and Ph.D. in
Technology and Metallurgy, University of Belgrade. For
her graduate work she received the October Award of
Belgrade. She got further education abroad (USA). She has
achieved significant results in international cooperation in
the field of environment and sustainable development (UN
expert, EU, etc.). About twenty years of work in the field
of environment (in the federal ministries responsible for
environment, the Director of Environmental Protection under
the Ministry of Health and Environmental, Municipal Institute
of Public Health of Belgrade, Novi Sad University, University
Edukons). From June 2002 to March 2004 she was the
Minister of Natural Resources and Environment within the
Government of Serbia. From the part of the Program by the
United Nations Environment (UNEP) 2006, she has been
recognized as the woman leader of the Western Balkans
in the field of environment. From 2005 till July 2010 she
was the member of the Council for the Environment of the
European Bank for Reconstruction and Development in
London (EBRD - ENVAC).
Currently she is a professor at the Faculty of Technical
Sciences in Novi Sad, Department for Environmental
Protection and safety at work. She teaches by invitation at
various universities in the world. She is a co-chairwoman
of the association “Environmental Ambassadors”. She is
honorary President of the National Association of Waste
Management (SeSWA). She is also a mentor of National
providers of the programs “Blue Flag” and “Eco-School.”
She is a member of the National Commission for UNESCO
and the Council for the Environment and Sustainable
Development SCA. She is a member and minister of the UN
network of women leaders in the environmental field. She
is the national consultant to prepare Serbia for the World
Summit Rio +20.

KRATKA BIOGRAFIJA:
Rođen je 1962. godine u Kladovu, gde je završio osnovnu
i srednju školu. Potom je 1981. godine upisao Šumarski
fakultet, i kasnije diplomirao na odseku za pejzažnu
arhitekturu.
BRIEF BIOGRAPHY:
Was born in 1962 in Kladovo, where he finished elementary
and high school. Then, in 1981 enrolled in the Faculty
of Forestry, and later graduated at the Department of
Landscape Architecture.
1991. godine je izabran za ministra za omladinu i sport, a
nakon toga zasniva radni odnos u JP „Srbijašume“, najpre
radeći kao direktor Biroa za projektovanje, planiranje i
razvoj a kasnije biva postavljen na mesto Izvršnog direktora
kompanije.
In 1991 he was elected Minister of Youth and Sports, and
thereafter shall be employed in “Srbijasume”, first working
as a Director of the Bureau for the design, planning and
development and later was appointed at the post of
Executive Director of the company.
U međuvremenu je bio predsednik i član brojnih Upravnih
odbora i Saveta institucija u privredi, kulturi, prosveti,
zdravstvu, nauci.
Meanwhile, he was president and member of numerous
Boards of Directors of the Council and institutions in the
economy, culture, education, health, science.
Za svoj rad, više puta je nagrađivan.

REZIME:
Po proizvodnji komunalnog otpada po glavi stanovnika
Srbija sa oko 400 kg/god je ispod EU27 proseka.
Spaljivanjem dela otpada moguće je dobiti električnu i/ili
toplotnu energiju. Ukupni volumen otpada u Srbiji je prema
procenama 750 000 t godišnje i njegovim delomičnim
korišćenjem za proizvodnju električne i toplotne energije
moguće je proizvesti oko 0.2 TWh električne energije. U
slučaju proizvodnje električne i toplotne energije iz otpada
postiže se dvostruki, kumulativni efekat uštede (sa jedne
strane smanjenje emisije CO2 a sa druge strane povećanje
proizvedene energije iz obnovljivih izvora). Otpad se može
spaljivati u modernim kogenerativnim postrojenjima u
blizini deponija ili u postojećim termoelektranama na ugalj
kao dodatak lignitu do 5%. U slučaju proizvodnje električne
energije iz otpada država garantuje podsticajnu cenu od 8.59.2 c€/kWh u zavisnosti od veličine postrojenja. Scenariji
upravljanja otpadom su u osnovi logistički problemi. U
scenarijima kao rezultatima određene energetske politike
potrebno je definisati koja će količina od ukupnog otpada
biti korišćena za proizvodnju energije spaljivanjem, koja
za reciklažu, koja za biorazgradnju i proizvodnju metana
a koja će biti odlagana u zemlju. Maksimalno iskorišćenje
energetskog potencijala otpada može se postaviti kao
prioritet u upravljanju otpadom. Kao posebna mogućnost
je mogućnost proizvodnje tzv. stabilata sa povišenim
energetskom vrednostima koji se može spaljivati umesto
uglja uz značajne uštede emisije.

Prof. dr Nikola Rajaković je zaposlen je na Elektrotehničkom
fakultetu u Beogradu na Katedri za Elektroenergetske
sisteme.
Bio je predsednik Upravnog odbora JP TE “Kostolac” od
juna 2001. godine do kraja 2002. godine.
Predsednik Upravnog odbora JP Elektroprivreda Srbije bio
je u periodu od 2002. do 2004. godine.
Bio je državni sekretar u Ministarstvu rudarstva i energetike
od 2008. godine do 2011. godine gde je, između ostalog,
koordinirao i rad na izradi Zakona o energetici usvojenog u
julu 2011. godine.
Prof. dr Nikola Rajakopvić bio je konsultant Svetske
banke. Član je IEEE u svojstvu senior member, a bio
je predsednik IEEE PES Yugoslavia Chapter od 1991.
godine, od osnivanja Chaptera, do 2001. godine. Član je
nacionalnih i međunarodnih organizacija CIGRE i CIRED
i stručni izvestilac po komitetima. Bio je predsednik
Saveznog Saveta za razvoj energetike SR Jugoslavije
i član programskih odbora za mnoge naučne i stručne
konferencije u zemlji i svetu. Predsednik je Saveza
energetičara u Srbiji, vodeće stručne organizacije u
energetici od 2004. godine. Bio je član odbora za energetiku
u više mandata pri Ministarstvu za nauku i tehnologiju.

ABSTRACT:
As per production of municipal waste per capita, Serbia
with about 400 kg / year is below the EU27 average.
Incineration of waste is possible to obtain electrical and /
or heat. The total volume of the waste in an estimated 750
000 t per year and its partial use for electricity and heat
can produce about 0.2 TWh of electricity. In the case of
electricity and thermal energy from waste is achieved by a
double, the cumulative effect of savings (on the one hand
the reduction of CO2 on the other hand the increase of
energy produced from renewable sources). Waste can be
burned in modern cogeneration plants near landfills or in
existing coal-fired power plants in addition to 5% lignite. In
the case of electricity generation from waste encouraging
the state guarantees the price of 8.5-9.2 c € / kWh
depending on the size of the plant.
Waste management scenarios are essentially logistical
problems. In certain scenarios, as the results of energy
policy is necessary to define the amount of the total waste
to be used to produce energy by burning, the recycling
of the biodegradation and the production of methane
which will be placed in the ground. Maximum use of the
energy potential of waste can be set as a priority in waste
management. As a special feature is the ability to produce
so-called stabilata with high energy values that can be
burned instead of coal with significant savings of emission.

Prof. Nikola Rajaković PhD worked at the Electrical
Engineering Faculty in Belgrade at the Department of
Electric Power Systems.
He was a Chairman of the Board of JP TE “Kostolac” as of
June 2001 till the end of 2002.
He was a chairman of the Board of JP TE “Kostolac during
period of 2002 to 2004.
He was the president of the Managing board of JP Electric
Power Industry of Serbia during the period of 2002 to 2004.
He was a State Secretary in the Ministry of Mines and
Energy as of 2008 till 2011 where, among other things, he
had coordinated and worked on the Energy Law adopted
in July 2011.
Prof. Nikola Rajaković PhD was a consultant to the World
Bank. Member of the IEEE as a senior member and was
president of the IEEE PES Chapter Yugoslavia of 1991
since the founding of the Chapter, to 2001. He is a member
of the national and international organization CIGRE and
CIRED the expert speaker of the committees. He was the
president of the Federal Council for the Development of
Energy Federal Republic of Yugoslavia and member of
program committees of many scientific and professional
conferences in the country and in the world. President
of the Association of Energy Sector in Serbia, leading
professional organizations in the energy sector since 2004.
He was a member of the energy in more mandates at the
Ministry of Science and Technology. He is a reviewer of the

Ustanovio je program „7 revolucija“ da identifikuje i analizira
najvažnije trendove koji će obeležiti naš svet do 2030.
godine. To su: populacija, upravljanje resursima i klimatske
promene, tehnološke inovacije, razvoj i raspodela informacija
i znanja, ekonomija, bezbednost i izazov upravljanja.
Takođe, uređenje i budućnost gradova je globalna opsesija
jer oni okupljaju preko 50% svetske populacije, generišu
preko 70% globalnog društvenog proizvoda ali imaju 6080% energetskih zahteva.
Gradovi i regioni pokreću ekonomski razvoj i zato je
neophodno da se planiranje i upravljanje unapređuju i
usavršavaju kako bi bili održivi, nezavisni i kompetitivni u
utakmici sa drugim gradovima i regionima. Uslov opstanka
je kontrola promena: globalno zagrevanje, kriza energije,
manjak vode za piće itd. zaslužuju mere zaštite od poplava,
regulisanu politiku energetske efikasnosti, kontrolu emisije
CO2 i u lokalnoj praksi.
Da bi gradovi bili kompetitivni na tržištu investicija nije
dovoljna uhodana praksa, posebno ne naša lokalna.
Obavezno je savladati elementarne lekcije upravljanja
gradovima, resursima i procesima: stimulacije za investicije
u javni sektor, održivu izgradnju, uređenje zagadjenih
ili nehigijenskih delova gradova, upravljanje otpadom,
alternativne izvore energije, socijalne i neprofitne stanove,
javni prevoz, itd.
Dobri uzori nisu retki i kada se odaberu gradovi koji imaju
slične karakteristike, veličinu i populaciju Beograd može
puno da nauči iz njihovih neposrednih iskustava i dobre

ABSTRACT:
Centre for Strategic & International Studies from Washington
had Established the program „7 revolutions“to identify and
analyze the most significant trends that will mark out world
all the way till the year 2030. These are: population, resource
management and climate change, technological innovation,
development and distribution of information and knowledge,
economy, security and management challenges.
Also, development and future of cities is a global obsession
as they gather more than 50% of the world population,
generating over 70% of global gross domestic product but
have 60-80% of energy requirements.
Cities and regions run economic development and therefore
it is necessary to improve planning and management and
to improve them in order to make them viable, independent
and competitive in the match with other cities and regions.
Condition for survival is to control changes: global warming,
energy crisis, shortage of drinking water and so on protection
measures from the flood, rule-based policy of energy
efficiency, CO2 emission control in local practice.
As for the cities to be competitive in the investment market
it is not enough-established practice, especially our local. It
is obligatory to learn the basic lessons of management of
towns, resources and processes: motivations for investment
in the public sector, sustainable construction, arrangement
or unsanitary polluted parts of cities, waste management,
alternative sources of energy and non-profit social housing,
public transport, etc.
Good role models are not rare and when we choose cities
that have similar characteristics, size and population of
Belgrade has much to learn from their direct experiences
and best practices. Such cities are, for example, Vienna
and Barcelona with whom we have established close
cooperation in the field of strategic and urban planning. The

She studied architecture and got master degree in Belgrade,
specialized at Cambridge, MA, USA. She has extensive
professional experience in the private, NGO, since 2005 in
the public sector. Author of architectural and urban projects,
and has done numerous urban spatial plans in Serbia and
Montenegro, strategic studies and international projects,
local and international competitions. Conducts research on
opportunities for improving the system of planning and urban
management, urban sector and creative recycling. She is
currently working on system plans, studies and international
designs for Belgrade.
She has organized numerous consultations, expert
interviews, national and international conferences and
exhibitions, on behalf of professional associations and the
City Planning Institute of Belgrade, as well as participation
of urban planners and government of Vienna 2005, 2009,
2010, Barcelona’s 2007 and 2008 in Belgrade. Since the
study in America is interested in particular in the public
sector, public good, collaborative public - private projects and
urban revitalization. Guided study “Financing Metropolitan
Governments in Transitional Countries” representing
Belgrade in the international project of 9 capitol cities of

District heating in the framework of an sustainable urban environment in Vienna
REZIME:
Beč je glavni grad Austrije, koji je poznat širom sveta.
Većina ljudi ga ceni zbog njegovog kulturnog blaga, ili
njegovog političkog i ekonomskog značaja kao i zbog
njegovog geografskog položaja, u srcu Evrope
Ali Beč takođe poseduje dugu istoriju ekoloških rešenja
u doprinosu čistog grada i u smanjenju emisije CO2.
Daljinsko grejanje igra važnu ulogu u ovom pitanju.
ABSTRACT:
Vienna is the thriving capital of Austria which is well known
all around the world. Most people cherish it for its cultural
treasures or its political and economical importance due to
its geographical location in the heart of Europe.

Beč godišnje proizvode više od 1 milion tona kućnog
otpada iz koga se više od trećine sakupljenog otpada
odvoja i reciklira ili kompostira. Pored toga postoji jedan
veliki prečišćavač otpadnih voda, koji godišnje proizvede
preko 2 miliona m³ mulja što je dovoljno da popuni jedan
ceo fudbalski stadion.
Beč je primenio politiku kompletne termičke obrade
kompletnog ne-recikliranog otpada što ima minimalan
uticaj na životnu sredinu (u odnosu na drugi tretman ili
deponije ). Pored toga iz kompletnog kanalizacionog mulja
je odvojena voda i spaljuje se. Sve u svemu Beč poseduje
kapacitete termičke obrade od više od 1,1 miliona tona
godišnje.
Da se zaokruži ekološki koncept kompletne energije, koja
je proizvedena termičkom obradom, se koristi za sistem
daljinskog grejanja. Zajedno sa dobijenom energijom
toplotnih spojnica oko 95% kompletne energije koja se
koristi u sistemu daljinskog grejanja dolazi od vrednih
izvora otpadne energije. Osim toga, u letnjem periodu višak
toplotne energije se koristi za hlađenje velikih poslovnih
zgrada i državnih bolnica.
Ovaj koncept uštedi više od 1 miliona tona CO2 godišnje

za ceo grad Beč. Treba imati na umu da je ova količina
ekvivalentna godišnjoj emisije od 750.000 vozila ili 250.000
kuća.
Da bi se obezbedila još bolja ekološka budućnost ovaj
koncepta se stalno razvija. Postoje projekti za primenu
obnovljivih izvora energije (npr. biomasa) u sistem i
obezbeđuje, da većina novih kuća / stanova dobije
pristup daljinskom grejanju. Pored toga sada postoji nova
geotermalna elektrana za 40.000 domaćinstava u izgradnji
koja će biti uključena u mrežu daljinskog grejanja.
Da sumiramo više navedeno, Beč može s ponosom da
izjavi da poseduje jedan od najefikasnijih koncepata otpada
za energiju u Evropi i da svojim stanovnicima omogućava
čistu životnu sredinu i pomaže da se smanji globalni uticaj
emisije CO2

hemiju i ekonomiju na Fachhochschule Fresenius u Austriji,

But Vienna also has a long history of environmental
solutions to contribute in a clean city and in the reduction
of CO2 emissions. District heating plays an important part
in this issue.
Every year Vienna produces more than 1 million tons
of household wastes from which more than a third
are separately collected and recycled or composted.
Additionally there is one major waste water treatment plant
that annually produces over 2 million m³ of sludge which is
enough to fill a whole football stadium.
Vienna has implemented a policy of full thermal treatment
of all non-recyclable wastes that leads to a minimal impact
on our environment (in comparison to other treatment
or landfill methods). Additionally all sewage sludge is
dewatered and incinerated as well. All in all Vienna has a
thermal treatment capacity of more than 1.1 million tons
per year.
To round up the ecological concept all the energy produced
by the thermal treatment is used for the district heating
system. Together with the energy won by power heat
couplings around 95% of all energy used in the district
heating system is coming from valuable waste energy
sources. Additionally in summer time excess heating
energy is used to cool large office buildings and public
hospitals.
This concept saves more than 1 million tons of CO2 per
year for the whole city of Vienna. Note that the amount
is equivalent to the annual emissions of 750,000 cars or
250,000 houses.
To ensure an even better ecological future this concept
is under constant development. There are projects to
implement renewable energy sources (e.g. biomass) into
the system and it is ensured, that most new houses/flats
get access to district heating. Additionally right now there
is a new geothermal power plant for 40,000 households
under construction that will be implemented into the district
heating network.
To sum this up Vienna can proudly announce to have one
of the most efficient waste to energy concepts in Europe
providing its inhabitants with a clean environment and
helping to reduce the global impact of CO2 emissions.

Prof. dr Ana S. Trbović je direktorka FEFA Centra za
evropske integracije i javnu upravu. Predaje Pregovaranje,
Istoriju evropske ideje i Upravljanje javnim sektorom.
Partner je u konsultantskoj firmi Eurobalkan advisors (EBA),
a prethodno je radila kao konsultant za konkurentnost,
investicije i unapredjenje radne snage u USAID/Booz Allen
Hamilton i OECD. Doktorirala je na Flečer školi prava i
diplomatije. Magistar je prava i diplomatije (Flečer škola,
Tafts i Harvard) i magistar javne uprave (Kenedi škola,
Harvard, Boston, SAD). Usavršavala se i na diplomatskom
fakultetu u Francuskoj, Institut d’Etudes Politiques.
Završila je tri fakulteta - ekonomiju, međunarodne odnose
i francusku književnost. Govori više stranih jezika.

Više od dve decenije od otpočinjanja tranzicije u Srbiji
performanse privrede deluju anemično i neodrživo. Poznato
je da je ishodište svih ekonomskih problema proizvodni gep
od oko 30% u odnosu na pred-tranzicioni nivo aktivnosti iz
1989. godine. Tome su zajedničkim delovanjem doprineli
geopolitički faktor i raspad bivše Jugoslavije, „kratkovida“
vizija političkog establišmenta i, posledično, neadekvatan
privredni model koji je podsticao rentijerski mentalitet,
investicije u finansijski sektor i neke usluge, kao i brain
drain iz Srbije u zemlje zapadne hemisfere.
Posledično, ranjivost privrede Srbije u godini kada se
čeka dobijanje datuma za otpočinjanje pregovora se EU
je vrlo visoka. O tome svedoče indikatori operativnih (ne)
mogućnosti, zaduženost, nivo kreditne sposobnosti i
konkurentnosti u globalnim okvirima. Ipak, privreda Srbije
i dalje čuva potencijale za unosne investicione projekte
koji čekaju usaglašavanje pravnog okvira i ispunjavanje
bazičnih infrastrukturnih preduslova za investiranje.
Energetski sektor je jedna od investicionih oaza koja
obećava privlačenje domaćih i stranih investitora u
budućem periodu. Staviše, imajući u vidu zahteve direktiva
EU, kao i sve veće pritiske na strani zaštite životne sredine
realno je očekivati da ce “zelena energija” u tom smislu
zauzeti značajno mesto.
Procenjuje se da trenutno oko 15% energije u Srbiji dolazi
iz obnovljivih izvora. Najveći deo te energije odnosi se na
hidro energiju. U skladu sa direktivama EU u narednom
periodu udeo zelene energije će porasti za najmanje 5%.
To ostavlja siguran i u lukrativnom smislu značajan prostor
za investiranje u energiju vetra, sunca, biomase, ali i nove
male privatne hidro stanice širom Srbije.

Konačno, investiranje u zelenu energiju je i društveno
pitanje. Srbija se u pogledu emisije ugljen-dioksida nalazi
na čelu evropskih zemalja. Na proizvedeni 1Mwh struje
emituje se više od tone ugljen-dioksida, budući da se najveći
deo energije dobija iz uglja. Ako se tome doda podatak da
je Srbija na prvom mestu u Evropi i po količini energije
koja se potroši za proizvodnju jedinice GDP-ja, onda je
zaključak o relativnom i apsolutnom zagađenju životne
sredine poražavajući i alarmantan. U tom smislu, političkim
i ekonomskim merama potrebno je osigurati podsticaje za
investiranje u zelenu energiju. Puna implementacija novog
Zakona o energetici je mali korak u dobrom pravcu.
ABSTRACT:
More than two decades since the beginning of transition
in Serbia economy and performance seems anemic and
unsustainable. It is known that the origin of all the economic
problems is the production gap of about 30% compared
to the pre-transition level of activity in 1989. This was the
joint efforts of the geopolitical factor and contributed to
the collapse of former Yugoslavia, “shortsighted” vision of
the political establishment and, consequently, inadequate
business model that encouraged rent-seeking mentality,
investment in the financial sector and some services, and
the brain drain from Serbia in the western hemisphere.

investors in the future. Moreover, bearing in mind the
requirements of EU directives, as well as increasing

expect that the “green energy” in this sense will take a
significant place.

by at least 5%. This leaves a safe and in lucrative terms a
considerable scope for investment in wind energy, solar,
biomass, and new small private hydro stations across
Serbia.
Finally, investing in green energy is a social issue as well.
Serbia is, in terms of carbon dioxide, at the head of the
European countries. The electricity produced 1Mwh has
emission of more than a ton of carbon dioxide, since most
of the energy comes from coal. If we add to this the data that
Serbia is the first in Europe in the quantity consumed for
the production unit of GDP, then the conclusion in relation
with the relative and absolute devastating environmental
pollution and alarming. In this sense, political and economic
measures are necessary in order to provide incentives for
investment in green energy. Full implementation of the new
Energy Law is a small step in the right direction.
BRIEF BIOGRAPHY:
Dragan N. Djuricin - Is a full professor at the School of
Economics, Belgrade University. He teaches courses
in Strategic Management and Project Management
(graduate studies) as well as Business Strategy and
Strategic Finance (postgraduate studies). He was working
as a consultant for Deloitte from 1994 up to 2007 when he
became its Chairman. He is also the President of Serbian
Economists Association. He was a visiting professor in the
University of Venice and he was a professor of Fulbright
Foundation. He wrote a dozen of books in the fields of

ostavile bolje šanse budućim generacijama i 2) uključivanja
ekološke, materijalne i energetske efikasnosti u svakoj fazi
proizvodnje dobara i usluga: dizajniranje, proizvodnja,
primarna i sekundarna upotreba do reciklaže i odlaganja.

The place of the multiplier concept of sustainable production
and consumption in the National Strategy for Sustainable
Development of Serbia is reduced to achievethe objectives
of 1) the production of higher added value with least
expenditure of material, energy and causing minor
environmental consequences as to have left a better

material and energy efficiency at every stage of production

sprovođenju Nacionalne Strategije odriživog razvoja
Republike Srbije“ od oktobra 2011. godine. Do sada je

ICT and logistics in waste management
REZIME:
Opšti je zaključak da civilno društvo u regionu i dalje ne
funkcioniše na ekološki prihvatljiv način kao što je to slučaj
u Evropskoj Uniji. Zagađenje vazduha, loš kvalitet vode i
problemi sa otpadom doprinose drugim „crnim tačkama“ u
pogledu ekološko značaja, predstavljajući pretnju kako za
zdravlje stanovništva tako i za održivi ekonomski razvoj.
ABSTRACT:
There is a general conclusion that the environmental
civil society within the region does not yet function as it
does in the European Union. Air pollution, poor water
quality and waste problems add to other “hot spots” of the
environmental concern, threatening both the health of local
population and the sustained development of the economy.
In Serbia, there are neither systematized data on quantities
of hazardous waste currently generated, nor data on
historical quantities stored in temporary storages and
industrial landfills. The recent studies on hazardous waste
are based mostly on estimated quantities.

U Srbiji trenutno nema sistematizovanih podataka o
količinama opasnog otpada koji se generiše, niti podataka
o istorijskim količinama koje su uskladištene u privremenim
skladištima i na industrijskim deponijama. Nedavno
pripremane studije o opasnom otpadu su uglavnom
bazirane na procenjenim količinama.
Srbija trenutno nema postrojenja za skladištenje, fizičkohemijski tretman, insineraciju ili drugi oblik termalne
destrukcije ili odlaganje opasnog otpada. Ovakva situacija
je posledica višegodišnjeg zanemarivanja pravilnog
upravljanja opasnim otpadom usled opšte političke/
ekonomske/tehničke/socijalne situacije, konkretnije zbog
neadekvatne obučenosti zaposlenih koji su odgovorni za
upravljanje industrijskim otpadom, nedostatka utvrđenih/
propisanih procedura i smernica, kontrole njihove primene,
niskog nivoa javne svesti, itd.
Održivo upravljanje otpadom treba da doprinese održivom
razvoju zajednice, a ono podrazumeva razvoj sistema za
upravljanje otpadom koji će kontrolisati stvaranje otpada,
smanjiti uticaj nastajanja otpada na životnu sredinu,
poboljšati efikasnost iskorišćenja otpada, omogućiti
njegovo pravilno odlaganje, stimulisati investiranje i
povećati ekonomske mogućnosti koje nastaju iz otpada.

G-đa Nevena Čolić Mohora je diplomirani inženjer zaštite
životne sredine sa više od 10 godina stručnog iskustva

izvodljivosti, konsaltinga za komunalna preduzeća. Od
2004 je odgovorni projektant tehnoloških procesa. Kao
stručnjak radila je u Bosni i Hercegovini, Crnoj Gori,

At the moment, Serbia lacks with facilities for hazardous
waste storage, physical-chemical treatment, incineration
or other form of thermal destruction and land filling. This
situation is result of the perennial neglecting of proper waste
management due to overall political/economic/technical/
social situation, and more specific due to inadequate
skillfulness of employees responsible for industrial waste
management, lack of pre-defined/regulated procedures
and guidelines, control of their implementation, low public
awareness level, etc.
Sustainable waste management should contribute to
the sustainable community development. It relies on the
development of the waste management system that would
control waste production, reduce the impact of waste
production on environment, improve the waste utilization,
enable adequate waste disposal, stimulate investments
and and enlarge economic options that derive from waste.

Značajno mesto u sistemu upravljanja otpadom zauzima
obezbeđenje ažurne baze podataka sa pouzdanim,
relevantnim informacijama o vrstama, količinama i sastavu
pojedinih kategorija čvrstog i tečnog opasnog otpada,
, a posebno informacijama o “istorijskom zagađenju” i
opasnom otpadu koji je posledica NATO bombardovanja.
Nedostatak ovakve baze i zanemarivanje problema za
posledicu mogu imati uključivanje pojedinih POP-s u lance
ishrane i ugrožavanje zdravlja populacije.
Uzroke nepostojanja neophodnih informacija treba tražiti u
sledećem:
• Nepoznavanje i nerazumevanje propisa (u preduzećima
ovi poslovi se često poveravaju osobama koje nemaju
odgovarajuću edukaciju u oblasti upravljanja otpadom,
obično kao uzgredni posao uz niz drugih obaveza koje su
im naložene).
• Neažurno i neispravno razvrstavanje, obeležavanje i
vođenje evidencije o vrstama i količinama otpada.
• Nepoštovanje propisane procedure u postupanju sa
otpadom.
• Nepravilno uzorkovanje otpada.
• Primena neodgovarajućih laboratorijskih procedura
(priprema i određivanje sadržaja opasnih materija).
• Prikrivanje rezultata ispitivanja.
• Nedostavljanje podataka nadležnim organica i
institucijama.
• Mali broj inspektora s’obzirom na broj objekata i lokacija
koje treba kontrolisati
Problemi vezani za tzv “istorijsko zagađenje” su:
• Čvrsti opasan otpad odlagan je zajedno sa komunalnim
otpadom.

Nedostatak sredstava za adekvatno saniranje ovakvih
prostora.

Prim.Dr Miroslav Tanasković - Renomirani stručnjak u
oblasti javnog zdravlja, sa zvanjem primarijusa od 1980.
god. Učestvovao je kao član tima za izradu Zakona o
upravljanju otpadom, uredbi o postupanju sa medicinskim
i farmaceutskim otpadom, kao i Pravilnika o higijenskoj
ispravnosti vode za piće, Pravilnika o dozvoljenim
koncentracijama opasnih materija u vodi za navodnjavanje
i zemljištu. Autor i koautor više od 150 studja iz oblasti
zaštite životne sredine i zdravlja stanovništva, programa
upravljanja otpadom i medicinskim otpadom, monitoringa

tima za izradu prostornih planova za predele posebne
namene i zaštićena prirodna i kulturna dobra, i generalnih

information on the types, quantities and composition of
certain categories of solid and liquid hazardous waste, and
in particular information about the “historical pollution” and
hazardous waste as a result of NATO bombing. The lack
of such data base and neglect of the problem may have
resulted in the inclusion of certain POPs in the food chain
and endangering the health of the population.
The causes of the lack of necessary information should be
sought in the following:
• Ignorance and misunderstanding of the regulations (in

record-keeping on the types and quantities of waste

Problems related to the so-called “historical pollution” are:
• Solid hazardous waste had been disposed together with

on the quantities and types of these substances and the
area which is contaminated by them

become a hazardous waste that is still preserved.

BRIEF BIOGRAPHY:
Prim. Miroslav Tanasković PhD - A reputable expert in
the field of public health, with the title of Primarius since
1980. He had participated as member of a team for
drafting the Law on Waste Management, regulations on
the treatment of medical and pharmaceutical waste, and
the Ordinance on hygienic quality of drinking water, the
Rules of allowed concentrations of hazardous substances
in irrigation water and soil. Author and coauthor of more
than 150 studies from environmental and public health,
waste management programs and medical management,
quality monitoring of surface, ground and drinking water.
He was a team member for the development of spatial
plans for special purpose landscapes and protected natural
and cultural resources, and general urban plans (aspect of
health and the environment). He is the expert of the City
Council for evaluation and verification of the impact on the
environment. Today he is Advisor to the Director of the City
Institute of Public Health of Belgrade.

K+S Entsorgung GmbH je osnovana 1991., pošto sme
preuzeli kompletnu prodaju koja se odnosi na odlaganje
otpada. Mi našim korisnicima nudimo usluge savetovanja
kao I razvoj sistema rešenja. Sa osobljem od oko 240
posvećenih zaposlenih, pokrivamo skoro svaku oblast
industrije otpada. Naš tim obuhvata rudarske inženjerem
hemičare, geologe, poslovne stručnjake i inženjere

K+S Entsorgung GmbH was founded in 1991, since when
we have taken over all the sales functions relating to waste
disposal activities. We offer our customers advisory services
and the development of system solutions. With a staff of
about 240 committed employees, we cover nearly every
area of the waste disposal industry. Our team includes
mining engineers, chemists, geologists, business experts
and process engineers.
Prilikom pružanja usluga koristimo dugogodišnje iskustvo
Grupe u poslovanju odlaganja podzemnog otpada. Davne
1972., sa postrojenjem za podzemno odlaganje otpada za
Herfa-Neurode, šema dugoročnog bezbednog odlaganja je
sproveden po prvi put, a koja još uvek postavlja standard
daleko izvan granica Nemačke. Nizom patenata u oblasti
procesne tehnike garantujemo za inovativnu snagu
kompanije i njene kompetentnosti.
Možemo odlagati mineralni otpad i sve ostatke od
sagorevanja iz peći za sagorevanje komunalnog čvrstog
otpada i iz peći za sagorevanje toksičnih otpada ili
biomase za grejanje i elektrane. Mi možemo da se bavimo
ostatacima iz proizvodnje koji su odloženi
iz bivših
industrijskih lokacija i otpada iz deponije ili napuštenih
deponija naftne industrije u našim objektima. Takođe to
možemo obaviti isto tako bezbedno kao što se bavimo
proizvodnim otpadom iz hemijske, metalne i elektro
industrije, uključujući i čvrste ostatke hemijskih procesa,
otpada nakon procesa galvanizacija i metala hidroksida.
Toksičnost otpada određuje gde i kako treba da se odloži.
Za skoro svaku vrstu otpada imamo različite specijalizovane

deponije sa neograničenom bezbednošću koja nam je na
raspolaganju.
Posebno razvijeni sistemi i procesi dozvoljavaju realnu
obradu i pouzdano rukovanje materijalima. Specijalna
briga je uvek zagarantovana.

Dr Liesenberg je ekspert u oblasti hemijskih tehnologija
sa skoro 30 godina iskustva u projektima remedijacije
zemljišta i visoko toksičnog otpada. Jak menadžment i
stručno iskustvo je takođe implementirano u projektima
planiranja, izgradnje i eksploatacije objekata u saveznoj
državi Tiringija, Nemačka.
Radeći u K+S kao inženjer prodaje, Dr Liesenberg je
odgovoran za reciklažu opasnog otpada iz zagađenih
lokacija u svih 13 zemalja istočne Evrope, odgovoran
za transfer otpada iz remedijacije projekata podzemnog
postrojenja Zielitz (Saxonia-Anhalt), Herfa-Neurode
(Hessia), Unterbreizbach (Thuringia), Hattorf, Wintershall
(Hessen) i Sehnde (Lower Saxony). On je takođe ovlašćen

In providing our services we benefit from the long
experience of the Group in the underground waste disposal
business. Way back in 1972, with the underground waste
disposal plant of Herfa-Neurode, a long-term safe disposal
scheme was implemented for the first time, which still sets
the standard far beyond the borders of Germany. A range
of patents in the field of process engineering vouch for the
company’s innovative strength and its competency.
We can dispose of mineral waste and all combustion residues
as produced in municipal solid waste incinerators and toxic
waste incinerators or biomass heating and power plants. We
can handle production residues stored on waste products
from former industrial sites and waste from disused landfills
or from oil industry plants in our facilities. And we can do so
just as safely as we can deal with manufacturing waste from
the chemical, metal and electrical industries, including solid
residues from chemical processes, galvanizing process
waste and metal hydroxides.

Dr. Liesenberg is expert in Chemical Technologies with
almost 30 years long experience in soil remediation projects
and highly toxic waste management. Strong management
and technical experience he had also implemented in projects
of planning, construction and operation of hazardous waste
disposal facilities in the federal state Thuringia, Germany.
Working with K+S as Sales Engineer Dr. Liesenberg was
responsible for the recycling of hazardous waste from
polluted sites in all 13 east European countries, responsible
for the transfer of waste from remediation projects to the
underground waste disposal plant Zielitz (Saxonia-Anhalt),
Herfa-Neurode (Hessia), re-utilization plant Unterbreizbach
(Thuringia), Hattorf, Wintershall (Hessen) and the
recultivation of the potash tailings pile in Sehnde (Lower
Saxony). He is also authorized for the development of new
markets in eastern Europe.
The toxicity of waste determines where and how it needs
to be disposed of. For almost every type of waste we have
different specialized disposal sites with unrestricted disposal
security.

Uticaj otpada na životnu sredinu proističe iz zagađenja
koje se emituje kroz ceo životni ciklus otpada, od nastanka
( kada se „odbaci“ proizvod koji nema više upotrebnu
vrednost ), preko sakupljanja, transporta, kroz postupke
tretmana otpada kao što su MBT tehnologija sa dobijanjem
goriva, sagorevanje, odlaganje na deponije, reciklaža itd.
Opasnost po zdravlje stanovništva i okolinu nastaje kroz
različite nivoe emisija koje se produkuju u sve medijume
životne sredine (vazduh, podzemne vode, zemljište...) i
nastaju u svim fazama životnog ciklusa .
U poslednje vreme je porastao interes za primenu Analize
životnog ciklusa (LCA) u sektoru upravljanja otpadom.
U osnovi, Analiza životnog ciklusa (LCA) je analitički
instrument koji postavlja okvir za analizu uticaja proizvoda
na životnu sredinu. Standardi ISO3 14040 i 14044 daju
principe, okvire, zahteve i uputstva za sprovođenje postupka
ocenjivanja životnog ciklusa proizvoda i/ili usluga. Osnovni
cilj ocene uticaja jeste da se identifikuju i uspostave veze

The impact of waste on the environment resulting from
pollution that is emitted through the entire life cycle of waste,
since the beginning (when the “reject” of a product that has
no more use value), through the collection, transport, waste
treatment processes through such as MBT technology with
obtaining fuel , incineration, landfill, recycling and so on.
The danger to public health and the environment occurs
through different levels of emissions that are produced
in all environmental media (air, groundwater, soil ...) and
occur in all stages of life cycle.
Recently, it is noticed the increased interest in the life
cycle analysis application (LCA) in the waste management
sector. Basically, life cycle analysis (LCA) is an analytical
instrument that sets the framework for the analysis of the
impact of products on the environment. Standards ISO
14040 and 14044 provide the principles, frameworks,
guidelines and requirements for conducting the life cycle
assessment of products and / or services. The main

uticaja na životnu sredinu. LCA analizira sve i/ili više faza
životnog ciklusa proizvoda,uzima u obzir različite uticaje
tih faza na životnu sredinu i prirodne resurse , ocenjuje i
analizira i interpretira rezultate
Imajući u vidu različite opcije upravljanja otpadom, pred
donosioce odluka postavlja se pitanje izbora prave
alternative za upravljanje otpadom koja će biti optimalna
i održiva za primenu i u skladu sa opštinskim/gradskim
mogućnostima. Odgovore na ove dileme treba uz
ekonomske i tehničke parametre potražiti i uz razmatranje
emisija koje određene tehnologije produkuju kao i i
potrošnje resursa koje su sa ovim procesima povezani
, na primer, da li je bolje „trošiti“ sirovine ili reciklirati
materijale i sl. Da bi se kvantifikovale koristi po životnu
sredinu koje se javljaju na lokalnomi/ili regionalnom nivou
treba razmotriti i uticaj predloženih rešenja na klimatske
promene, smanjivanje stratosferskog ozona, formiranja
(smoga), nastajanje eutrofikacije, acidafikacije , emisije
kancerogenih materija , iscrpljivanje resursa uključujući i
korišćenje zemljišta i buke.
Studija LCA može da se koristi u svrhu upoređivanja uticaja
na životnu sredinu, raznih alternativnih tretmana otpada i
pomoću nje se identifikuju ključne oblasti u sistemu u
kojima je moguće sprovesti poboljšanje.

the different impacts of these stages on the environment

Given the different waste management options, the
decision makers are facing the question is choosing
the right alternative for waste management that will be
optimal and sustainable for the application in accordance
with the municipal / city capabilities. The answers to
these dilemmas together with economic and technical
parameters should be searched together with review of
the emissions that produce a particular technology as a
consumption of resources that are associated with these
processes, for example, is it better to “waste” materials
or recycled materials and the like. In order to quantify the
environmental benefits that occur on the local / regional
level and to consider the impact of proposed solutions to
climate change, stratospheric ozone reduction, formation
(smog), eutrophication formation, acidafication, emissions
of carcinogenic substances, the depletion of resources,
including the use of land and noise.
LCA studies can be used for comparing the environmental
impact, various alternative waste treatment and use it to
identify key areas in the system where it is possible to
implement improvement
