SERBIA
Oznaka državne pripadnosti za vazduhoplove registrovane u
Republici Srbiji sastoji se od slova „YU“.
Iza oznake državne pripadnosti „YU“ stavlja se crta i oznaka
registracije.
Oznaka registracije sastoji se od kombinacije slova ispisanih
latiničnim pismom, ili kombinacije brojeva, ili kombinacije slova
ispisanih latiničnim pismom i brojeva, pri čemu se slova „Q“,
„Š“, „Ć“, „Č“, „Đ“ i „Ž“ ne mogu koristiti.
Pri određivanju oznake registracije se ne može koristiti
kombinacija slova koja se u civilnom vazduhoplovstvu koristi
za obaveštavanje u slučajevima opasnosti („SOS“, „XXX“,
„PAN“, „TTT“ i sl.).
Ultralaki vazduhoplovi se označavaju jednim slovom i
kombinacijom tri broja, i to:
The nationality mark for aircraft registered in the Republic of
Serbia consists of letters “YU”.
The nationality mark “YU” is followed by hyphen and the
registration mark.
Registration mark consists of the combination of Roman
letters, or combination of numbers, or combination of Roman
letters and numbers, where letters “Q”, “Š”, “Ć”, “Č”, “Đ” and
“Ž” cannot be used.
When assigning registration marks, no combination of letters
used in civil aviation for emergency notifications (“SOS”,
“XXX”, “PAN”, “TTT”, etc.) can be used.
Ultra light aircraft are marked with one letter and combination
of three numbers, namely:

ultralaki avion;

2. slovom „H“ i kombinacijom tri broja se označava
ultralaki helikopter;

ultralaka jedrilica;
3. letter “J” and combination of three numbers denoting
an ultra light glider;
4. slovom „T“ i kombinacijom tri broja se označava
motorni zmaj;
4. letter “T” and combination of three numbers denoting a
motor hang glider;
5. slovom „G“ i kombinacijom tri broja se označava
ultralaki žiroplan.
Jedrilice (osim ultralakih jedrilica) se označavaju
kombinacijom četiri broja.
Ostali vazduhoplovi se označavaju kombinacijom tri slova.
Primenjuje se Pravilnik o oznakama registracije i obaveznim
natpisima vazduhoplova („Službeni glasnik Republike Srbije“,
broj 33/13).

državne pripadnosti i registarskih oznaka na vazduhoplovima
(„Službeni list Crne Gore“, broj 57/12).
The nationality mark for aircraft registered in Montenegro
consists of Montenegro flag and characters “4O”.
By-law on the Position and the Method of Placing Nationality

2.1 Dolasci
2.1.1 VFR letovi u sletanju na AD BEOGRAD/Nikola Tesla
moraju da koriste VFR rute od NDB OBR i NDB PA do tačaka
za čekanje SIERA i PAPPA. Dalje instrukcije i odobrenje za
sletanje se dobijaju od TWR BEOGRAD na frekvenciji
118.100 MHZ.
2.1.2 U slučaju gubitka radio-veze pilot treba da uključi SSR
kod A7600, ukoliko je vazduhoplov opremljen transponderom,
da se vrati VFR rutom i sleti na najbliži nekontrolisani
aerodrom. Ukoliko to nije moguće vazduhoplov će čekati na
tački SIERA ili PAPPA na svetlosni signal sa TWR BEOGRAD
za sletanje.
2.1 Arrivals
2.1.1 VFR flights landing at BEOGRAD/Nikola Tesla AD shall
be conducted on VFR routes from OBR NDB and PA NDB to
SIERA and PAPPA holding points. Further instructions and
landing clearance will be given by BEOGRAD TWR on
frequency 118.100 MHZ.
2.1.2 In the case of communication failure, if aircraft is
equipped with transponder, pilot shall squawk SSR code
A7600, return on VFR route and land at the nearest
uncontrolled aerodrome. If unable to comply aircraft will hold
at SIERA or PAPPA awaiting light signals from
BEOGRAD TWR.

1.
1.1 Poletanja i sletanja sa/na AD NIŠ/Konstantin Veliki
vandrednih letova, letova za sopstvene potrebe i ostalih letova
opšte avijacije (IFR/VFR) moraju biti usaglašeni sa
Operativnim centrom AD NIŠ/Konstantin Veliki.
1.2 Izvršilac leta je dužan da najmanje 24 HR pre planiranog
poletanja/sletanja, a za hitne slučajeve na sam dan izvršenja
leta dostavi Operativnom centru sledeće podatke:
a) naziv izvršioca leta;
b) aircraft type and MTOM;
b) tip vazduhoplova i MTOM;
c) pozivni znak vazduhoplova

Flight coordination
1.1 Take-offs and landings from/to the NIŠ/Konstantin Veliki
AD of non-scheduled, private and other general aviation flights
(IFR/VFR) shall be coordinated with the Operations center of
the NIŠ/Konstantin Veliki AD.
1.2 Twenty four hours prior to the planned landing/take-off or
in case of urgency on the same day when a flight is to be
carried out, an operator shall submit to the Operations center,
the following data:
a) name of operator;

Koordinacija letenja
1.
Flight coordination
1.1 Poletanja i sletanja sa/na AD PODGORICA vanrednih
letova, letova za sopstvene potrebe i ostalih letova opšte
avijacije (IFR/VFR) moraju biti usaglašeni sa Saobraćajnim
centrom AD PODGORICA.
1.2 Izvršilac leta je dužan da najmanje 36 HR pre planiranog
poletanja/sletanja, a za hitne slučajeve na sam dan izvršenja
leta dostavi Saobraćajnom centru sledeće podatke:
a) naziv izvršioca leta;
1.1 Take-offs and landings from/to PODGORICA AD of nonscheduled, private and other general aviation flights (IFR/VFR)
shall be coordinated with the Operative center of
PODGORICA AD.
1.2 An operator shall submit the following data to the Operative
center 36 HR prior to the planned take-off/landing or in case of
urgency on the same day when a flight is to be carried out:
a) name of aircraft operator;
b) tip vazduhoplova;

2.1 Dolasci
2.1.1 VFR letovi u sletanju na AD PODGORICA moraju da
koriste VFR rute od tačaka RISAN, NIKSA, PERDO, LISIN,
VAGAN i RETRA (na kojima se instrukcije za dalji prilaz
aerodromu dobijaju od APP PODGORICA) do tačaka čekanja
VUKOV i TUZIV (na kojima se instrukcije i odobrenje za
sletanje dobijaju od TWR PODGORICA).
Tačke VAGAN, DANIL, OBODA, PERDO i LISIN su tačke
čekanja na kojima vođa vazduhoplova čeka instrukcije od APP
PODGORICA za prilaz aerodromu ukoliko nisu dobijene
ranije.
2.1.2 U slučaju gubitka radio-veze vođa vazduhoplova treba
da uključi SSR kod A7600, ukoliko je vazduhoplov opremljen
transponderom i:
– ukoliko vođa vazduhoplova dobije odobrenje za ulazak u
CTR PODGORICA pre gubitka radio-veze nastavlja let
prema dobijenom odobrenju. U slučaju da odobrenje ne
uključuje i odobrenje za sletanje, vođa vazduhoplova čeka
na tački čekanja VUKOV ili TUZIV, prati saobraćaj i
osmatra TWR PODGORICA čekajući svetlosni signal;
– u slučaju gubitka radio-veze pre dobijanja odobrenja za
ulazak u CTR PODGORICA vođa vazduhoplova nastavlja
let po propisanim VFR rutama na visini od 500 FT AGL do
tačaka čekanja VUKOV ili TUZIV, prati saobraćaj i osmatra
TWR PODGORICA čekajući svetlosni signal.
2.1 Arrivals
2.1.1 VFR flights landing at PODGORICA AD shall be
conducted along VFR routes from points RISAN, NIKSA,
PERDO, LISIN, VAGAN and RETRA (where further
instructions are received from PODGORICA APP) to VUKOV
and TUZIV holding points (where instructions and landing
clearance will be given by PODGORICA TWR).
Points VAGAN, DANIL, OBODA, PERDO and LISIN are
holding points where pilot-in-command waits instructions for
approach from PODGORICA APP if instructions have not
been provided earlier.
2.1.2 In case of communication failure, if aircraft is equipped
with transponder, pilot-in-command shall squawk SSR code
A7600, and:
– if cleared to enter PODGORICA CTR before
communication failure, pilot-in-command should continue
the flight according to the given clearance. If the clearance
does not include landing clearance, pilot-in-command
should hold at VUKOV and TUZIV holding points observing
traffic and awaiting light signals from PODGORICA TWR;
– if communication has failed before receiving clearance for
entring in PODGORICA CTR, pilot-in-command should
continue flight at 500 FT AGL on VFR routes to VUKOV
and TUZIV holding points observing traffic and awaiting
light signals from PODGORICA TWR.
2.2 Odlasci

2.1 Dolasci
2.1 Arrivals
2.1.1 VFR letovi u sletanju na AD TIVAT moraju da koriste
VFR rute od tačaka KONUV i PERDO do tačaka čekanja
VESLO i KUPAN. Dalje instrukcije i odobrenje za sletanje se
dobijaju od TWR TIVAT.
2.1.2 U slučaju gubitka radio-veze vođa vazduhoplova treba
da uključi SSR kod A7600, ukoliko je vazduhoplov opremljen
transponderom i:
– ukoliko vođa vazduhoplova dobije odobrenje za ulazak u
CTR TIVAT pre gubitka radio-veze nastavlja let prema
dobijenom odobrenju. U slučaju da odobrenje ne uključuje
i odobrenje za sletanje, vođa vazduhoplova čeka na tački
čekanja SOLAN, prati saobraćaj i osmatra TWR TIVAT
čekajući svetlosni signal;
– u slučaju gubitka radio-veze pre dobijanja odobrenja za
ulazak u CTR TIVAT vođa vazduhoplova nastavlja let po
rutama propisanim za gubitak radio-veze na visini od
500 FT AGL do tačke čekanja SOLAN, prati saobraćaj i
osmatra TWR TIVAT čekajući svetlosni signal.
2.1.1 VFR flights landing at TIVAT AD shall be conducted
along VFR routes from points KONUV and PERDO to VESLO
and KUPAN holding points. Further instructions and landing
clearance will be given by TIVAT TWR.
2.1.2 In case of communication failure, if aircraft is equipped
with transponder, pilot-in-command shall squawk SSR code
A7600, and:
– if cleared to enter TIVAT CTR before communication
failure, pilot-in-command should continue the flight
according to the given clearance. If the clearance does not
include landing clearance, pilot-in-command should hold at
SOLAN holding point observing traffic and awaiting light
signals from TIVAT TWR;
– if communication has failed before receiving clearance for

1.3 Van radnog vremena službe ATC
1.3.1 Letenje u ATZ VRŠAC može se odvijati i van radnog
vremena službe ATC u organizaciji SMATSA vazduhoplovne
akademije u skladu sa propisima koji važe za sportske
aerodrome.
1.3.2 Van radnog vremena službe ATC VRŠAC, služba
odgovorna u prostoru TMA VRŠAC je APP BATAJNICA.
Svako letenje u tom prostoru mora biti najavljeno, odobreno i
koordinirano sa službom ATC BATAJNICA.
1.3 Outside operational hours of ATC service
1.3.1 Flight activities in VRŠAC ATZ may be conducted
outside operational hours of ATC services, when such
activities are organized by the SMATSA Aviation Academy in
accordance with rules applicable to sport aerodromes.
1.3.2 Outside operational hours of VRŠAC ATC service,
service responsible within VRŠAC TMA will be BATAJNICA
APP. Notification, permission and coordination of all flight
activities shall be done with BATAJNICA ATC service.

Planiranje letenja
Flight planning
2.1 Za svaki let vazduhoplova van granica TMA VRŠAC
posada vazduhoplova mora dostaviti plan leta popunjen u
skladu sa ICAO obrascem plana leta i to u ARO VRŠAC
najkasnije jedan čas pre predviđenog vremena poletanja.
2.2 Za aerodromsko letenje u ATZ ili CTR ili TMA VRŠAC,
rukovodilac letenja je dužan da nadležnoj službi kontrole
letenja dostavi Dnevni plan aerodromskog letenja najkasnije
jedan čas unapred.
2.3 Dnevni plan aerodromskog letenja obavezno sadrži:
a) planirani početak i završetak letenja, sa eventualnim
prekidima u toku dana dužim od jednog časa;
2.3 Daily plan of aerodrome traffic shall consist of:
a) planned time of start and end of daily flight activities with
possible interruptions longer than one hour;
b) svrhu leta (aerodromski krugovi, pilotažne zone, zone
probe motora i sl.);
b) purpose of flight (aerodrome traffic circuits, airwork areas,
engine test areas etc.);
c) broj, tipove i registracije vazduhoplova; i
c) number, types and aircraft registrations; and
d) zone letenja i gornje visine rada (po QNH), osim za letenje
u aerodromskom krugu.
2.4 Nadležna služba ATC VRŠAC može:
a) prihvatiti Dnevni plan aerodromskog letenja;
d) name of airwork areas and upper limits (QNH) except for
aerodrome traffic circuit.
2.4 Competent VRŠAC ATC service can:
a) accept Daily plan of aerodrome traffic;
b) zahtevati njegovu reviziju u delu koji se odnosi na letove u
CTR ili TMA VRŠAC; ili
b) request its revision in the part related to flights within CTR
or TMA VRŠAC; or
c) u toku dana zahtevati izmenu već prihvaćenog plana
ukoliko postoje prioriteti koji to zahtevaju.
2.5 Rukovodilac letenja je dužan da svaku promenu Dnevnog
plana aerodromskog letenja usaglasi sa nadležnom
ATC VRŠAC.

Koordinacija letenja vazduhoplovima u prolazu
2.1 For each departing aircraft leaving VRŠAC TMA, a flight
plan filed in accordance with ICAO Flight Plan form shall be
submitted by crew to VRŠAC ARO, at least one hour prior to
the estimated time of departure.
2.2 For aerodrome traffic within ATZ or CTR or TMA VRŠAC,
a flight chief shall submit Daily plan of aerodrome traffic to the
competent ATC service at least one hour in advance.
Visiting aircraft flight coordination
3.1 Poletanja i sletanja sa/na AD VRŠAC vanrednih letova,
letova za sopstvene potrebe i ostalih letova opšte avijacije
(IFR/VFR), vazduhoplovima u prolazu, moraju biti prethodno
usaglašeni sa SMATSA vazduhoplovnom akademijom. Ovi
letovi moraju biti obavljeni u skladu sa radnim vremenom
AD VRŠAC.
3.2 Izvršilac leta je dužan da najmanje 24 HR pre planiranog
poletanja/sletanja, a za hitne slučajeve na sam dan izvršenja
leta dostavi SMATSA vazduhoplovnoj akademiji sledeće
podatke:
a) naziv izvršioca leta;
3.1 Take-offs and landings from/to VRŠAC AD of nonscheduled, private and other general aviation flights (IFR/
VFR), operated by visiting aircraft, shall be previously
coordinated with the SMATSA Aviation Academy. These
flights must be operated in accordance with the operational
hours of VRŠAC AD.
3.2 An operator shall submit the following data to the SMATSA
Aviation Academy 24 HR prior to the planned take-off/landing
or in case of urgency on the same day when a flight is to be
carried out:
a) name of aircraft operator;
b) tip vazduhoplova;
b) aircraft type;
c) pozivni znak vazduhoplova

d) planirani datum i vreme (UTC) poletanja/sletanja;

1.1 Dolasci
1.1.1 VFR letovi u dolasku na AD VRŠAC koriste VFR rute od
tačaka ZILOV, BANKA, BADUB, ALAVO i MAVIT. Dalje
instrukcije i odobrenje za sletanje se dobijaju od:
1.1 Arrivals
1.1.1 VFR flights arriving at VRŠAC AD shall be conducted on
VFR routes from ZILOV, BANKA, BADUB, ALAVO and MAVIT
points. Further instructions and landing clearance shall be
given by:
– during operational hours of VRŠAC ATC service:
VRŠAC APP on frequency 127.050 MHZ;
– outside operational hours of VRŠAC ATC service:
BATAJNICA APP on frequency 126.050 MHZ.
1.1.2 In case of communication failure, if aircraft is equipped
with transponder, pilot shall squawk SSR code A7600, land at
nearest uncontrolled aerodrome and, after landing, as
promptly as possible, report to appropriate ATC unit.

1.1.2 U slučaju gubitka radio-veze pilot treba da, ukoliko je
vazduhoplov opremljen transponderom, uključi SSR kod
A7600, sleti na najbliži nekontrolisani aerodrom i o tome što
pre obavesti nadležnu jedinicu ATC.
1.2 Odlasci
1.2.1 Planiranje VFR letova treba da bude u skladu sa VFR
rutama.
1.2.2 VFR letovi treba da slede uputstva i odobrenja od
TWR VRŠAC na frekvenciji 128.075 MHZ.
1.2 Departures
1.2.1 VFR flights should be planned according to VFR routes.

Postupci za letenje u ATZ Vršac
2.1 U ATZ VRŠAC obezbeđeno je informisanje vazduhoplova
u letu.
2.2 ATC VRŠAC ne odgovara za razdvajanje vazduhoplova u
ATZ.
2.3 Primopredaja vazduhoplova koji lete VFR između
rukovodioca letenja i ATC VRŠAC vrši se na obaveznoj tački
javljanja PAVIS sa vertikalnim razdvajanjem od 300 M
(1000 FT).
2.4 Odobrenje za ulazak u TMA VRŠAC izdaje APP VRŠAC.
2.5 Odobrenje za ulazak u ATZ VRŠAC izdaje rukovodilac
letenja.

1.2.2 VFR flight shall comply with instructions and clearances
given by VRŠAC TWR on frequency 128.075 MHZ.
Flight procedures within ATZ Vršac
2.1 Aerodrome flight information service is provided within
VRŠAC ATZ.
2.2 VRŠAC ATC is not responsible for aircraft separation
within ATZ.
2.3 Transfer of aircraft flying VFR between flight chief and
VRŠAC ATC will be over compulsory reporting point PAVIS
with vertical separation of 300 M (1000 FT).
2.4 Entry clearance into VRŠAC TMA shall be obtained from
VRŠAC APP.
2.5 Entry clearance into VRŠAC ATZ shall be obtained from
the flight chief.
