REALIZACIJA ZNAČAJNIH INVESTICIJA
spoljnotrgovinski sistem, obrazovana i kvalifikovana
radna snaga, atraktivnost prostora i, još uvijek, očuvana
životna sredina. Pored toga, osnivanje i registracija
preduzeća u Crnoj Gori je jednostavan proces: iznos
osnovnog kapitala je minimum 1 euro, a sam proces
registovanja preduzeća može biti završen za 4 radna
dana.
Takođe, važno je napomenuti da je Crna Gora
punopravna članica Svjetske trgovinske organizacije,
potpisnik CEFTA i EFTA Sporazuma, a u primjeni
su spo razumi o slobodnoj trgovini sa: EU, Rusijom,
Turskom, Ukrajinom. Članstvo u STO-u, zajedno
sa potpisanim sporazumima o slobodnoj trgovini,
ukazuje da je Crna Gora ne samo destinacija sa jasno
definisanim trgovinskim pravilima, već i da investitori
imaju jeftiniji pristup ostalim tržištima od oko 800
miliona ljudi.
Kako teče dinamika realizovanja postojećih
investicija?
Dinamika realizovanja investicija, prije svega iz sektora
energetike, ide prema predviđenim planovima.
Najznačajniji projekti u ovoj oblasti su
izgradnja II bloka TE Pljevlja, izgradnja
podmorskog interkonektivnog kabla
između Crne Gore i Italije, a značajni
su i projekti istraživanje i proizvodnja
ugljovodonika u podmorju Crne Gore
i gasifikacije Crne Gore kroz projekat
Jonsko-jadranskog gasovoda (IAP).

Govoreći o privrednom rastu i razvoju, ministar Kavarić
je kazao da se Crna Gora u proteklim godinama dominantno oslanjala na priliv stranih direktnih investicija
uz porast interesovanja renomiranih međunarodnih
investitora.
- U bliskoj budućnosti nas očekuje realizacija velikih
investicija u energetici, saobraćaju, turizmu, infrastrukturi i to sa investitorima iz EU, a i šire. Posebno je
značajno istaći pionirske projekte na ovim prostorima,
kao što su nafta i gas kao i gasifikacija Crne Gore kroz
perspektivu projekta Jadransko-jonskog gasovoda, kazao je Kavarić.

- Crna Gora, kao zemlja bogata vodom, napominje on,
i dalje ima nedovoljnu iskorišćenost hidropotencijala i
dodaje da je jedan od strateških ciljeva Vlade valorizacija hidropotencijala države kroz kapitalne projekte kao
što su HE Morača i HE Komarnica.
- Vlada Crne Gore je otvorena za saradnju sa svim investitorima koji pokažu interesovanje za ove projekte
od značaja. Takođe, preduzimamo aktivnosti za valorizaciju i drugih energetskih resursa, kao što su ugalj, biomasa, sunčeva i energija vjetra, rekao je Kavarić
Stranim investitorima je najvažnije da brzo i lako počnu
biznis u nekoj zemlji i na tom planu je Crna Gora puno
uradila u proteklom periodu. Šta biste izdvojili i da li se
još nešto planira?
- Glavne konkurentske prednosti Crne Gore, ali i glavna dostignuća reformi, su politička i makroekonomska
stabilnost, efikasan i transparentan poreski sistem,
reformisan bankarski sistem, jednostavno i brzo
osnivanje preduzeća, dobra zakonska osnova i
zaštita za strane investitore, jednak tretman stranih
i domaćih investitora, euro kao valuta, liberalizovan
Projekat izgradnje gasovoda predstavlja veliku šansu za Crnu Goru, jer postoje
realni izgledi da prirodni gas dođe kod nas,
a pored toga, prolaskom međunarodnog gasovoda,
Crna Gora postaje veoma interesantna za investitore
sa aspekta istraživanja i eksploatacije prirodnog gasa
u našem podmorju, budući da će se gas, eventualno
nađen kod nas, moći transportovati kroz gasovod.
Koliko će biznis zone, formirane u lokalnim samoupravama, poboljšati interesovanje potencijalnih investitora?
nivou lokalne samouprave. Poslodavac koji se odluči
da osnuje preduzeće u biznis zoni dobija i podršku
lokalne samouprave u smislu bržeg i jednostavnijeg
pribavljanja neophodne dokumentacije, kao i pomoć
prilikom infrastrukturnog opremanja ukoliko je ono
neophodno.
Uprkos problemima, vezanim i za ekonomsku krizu, projekcije Vlade za ovu i narednu godinu su
optimistične. Na čemu zasnivate taj optimizam?
Prije svega, ohrabruju procjene crnogorskog Ministarstva finansija, prema kojima će realni rast BDP-a u
2014. godini biti 3,6%, u poređenju sa 2013. godinom
kada je bio 2,6 procenata. Očekivanja su da će ova godina biti stabilna, uz rast stranih direktnih investicija.
Međutim, za male i visoko otvorene ekonomije kao
što je Crna Gora, prognoze bilo kakve vrste su nezahvalne, jer samo jedna velika investicija može drastično
da utiče na promjenu nivoa BDP-a. U ovoj godini,
očekujem da Crna Gora završi proces restrukturiranja velikih sistema, kao i da velike investicije krenu u
realizaciju, a da 2015. godina bude godina kada ćemo
govoriti o novim projektima, kako iz oblasti energetike,
tako i turizma i saobraćaja.
Šta je sa zelenom ekonomijom? Crna
Gora ima sve uslove za puno snažniji
razvoj u ovom dijelu, iako je turizam
grana ekonomije gdje su inostrani investitori najviše prisutni.
Ministarstvo ekonomije je prepoznalo
potrebu za razvojem sektora obnovljivih
izvora energije kao strateški cilj, odnosno
Sektor energetike je pokrenuo razne studije i
projekte u cilju unapređenja i poboljšanja energetskog
sektora. Do sada su sprovedena četiri tenderska
postupka za dodjelu koncesija za izgradnju malih
hidroelektrana. Takođe, postoji i zainteresovanost
nadležnih institucija i pontecijalnih investitora za
pokretanje novih tenderskih procedura.
S obzirom na to da biznis zone nude brojne olakšice
kompanijama koje se odluče na poslovanje u njima,
smatram da taj projekat daje veliki podsticaj kako
domaćim, tako i stranim investitorima. U ovom trenutku pet lokalnih samouprava je donijelo Odluku o
proglašenju biznis zone otvorene za ulaganja, i to: Berane, Kolašin, Nikšić, Cetinje i Ulcinj, a veliki broj njih je
iskazao interesovanje za učešće u ovom projektu.
Takođe, značajno je da smo i normativni okvir
uskladili sa evropskom praksom, pa je tako Zakonom
o energetici omogućeno sticanje statusa povlašćenog
proizvođača i po proizvođačima koji proizvode energiju
iz obnovljivih izvora energije. Pored toga, Uredbom o
tarifnom sistemu za utvrđivanje podsticajne cijene
električne energije iz obnovljivih izvora energije i
visokoefikasne kogeneracije definisane su posticajne
cijene za proizvedenu električnu energiju. Dakle, i u
ovom segmentu činimo sve da stvorimo što povoljniji
ambijent za poslovanje.
Biznis zone potencijalnim investitorima omogućavaju
poreske i administrativne olakšice na državnom i na

ed and qualified labour force, attractive and preserved
environment. Further, the company foundation and
registration process in Montenegro is rather simple:
minimum capital is EUR 1.00, and the entire process of
company registration takes only 4 business days.
It is also important to mention that Montenegro is a
full-fledged member of the World Trade Organization
(WTO), signatory of CEFTA and EFTA Agreements, and
that it implements signed agreements on free trade
with the EU, Russia, Turkey, and Ukraine. Being a member of the WTO, together with being the signatory to
agreements on free trade, indicates that Montenegro
is not only a destination with clearly stipulated trade
rules, but that the investors have cheaper access to
other markets of over 800 million citizens.
How would you describe the implementation of current investment projects?
T
here are not many economies worldwide, and especially among the ones
as small as ours, that may mention
with pride such great interest of investors, says Mr. Vladimir Kavarić, the Minister of
Economy in the Government of Montenegro
for the first edition of magazine Inflight Luxury
Speaking of economy growth and development, Minister Kavarić said that in the past years Montenegro
dominantly relied on the inflow of foreign direct investments along with the increasing interest of renowned international investors.
- We look forward to the implementation of great investments in the sectors of energy, transport, tourism
and infrastructure, with investors from the EU, as well
as from other countries. The pioneer projects in this
region relating to oil and gas, and gasification of Montenegro through the perspective of Ionian Adriatic
Pipeline project are particularly worth mentioning, says
Mr. Kavarić.
Nevertheless, as a country rich with water, Montenegro

still has a low level of hydropower potential exploitation, which is the reason why one of the strategic goals
of the Government is the valorisation of hydropower
potential through capital projects, such as HPP Morača
and HPP Komarnica, he says.
- The Government of Montenegro is open for cooperation with all investors that express interest in these
important projects. We also undertake activities aimed
at valorisation of other energy resources, such as coal,
bio mass, solar and wind energy, says Mr. Kavarić.
Foreign investors look for fast and easy procedures
when starting up a business in any country, and Montenegro made a lot of efforts to that end in the earlier
period. What would you point out and are there any
further plans?
- The main competitive advantages of Montenegro,
as well as the main accomplishments in reforms, are
political and macro-economic stability, efficient and
transparent tax regime, reformed bank system, simplified and fast foundation of companies, good legal
grounds and protection of foreign investors, equal
treatment of foreign and local investors, the Euro as official currency, liberalized foreign trade system, educat-
The progress of implementation of investment projects, first of all regarding the energy sector, is made
according to plans. The most important projects in this
field are construction of the second block of Thermal
Power Plant Pljevlja, construction of underwater connection cable between Montenegro and Italy,
as well as project for research and production of hydrocarbon on the coast of
Montenegro and gasification of Montenegro through Ionian Adriatic Pipeline (IAP).
Previously mentioned project of developing IAP gas pipeline represents a
great opportunity for Montenegro since
there are reasonable chances for natural
gas to be introduced in our country, and in
addition to that, with international gas pipeline passing through, Montenegro becomes more
interesting for investors in the aspect of research and
exploit natural gas on our sea bed, having in mind that
natural gas which might be discovered in Montenegro
would be transported through the gas pipeline.
To what extent will business zones, established in almost all local self-governments, enhance the interest
of possible investors?
Having in mind that business zones offer numerous
facilities to companies which decide to run operations
in such zones, I believe that this project provides great
incentive, for both domestic and foreign investors. In
this moment, five local self-governments have adopted the Decision on establishing a business zone open
for investments, such as Berane, Kolašin, Nikšić, Cetinje
and Ulcinj, and many others expressed interest for participating in this project.
Business zones provide tax and administrative reliefs
on state and local self-government level. Employer
who decides to start a business within the business
zone has the support of local self-government in respect of faster and simpler collection of necessary
documentation, as well as assistance with regard to
infrastructure, if necessary.
In spite of issues related to economic crisis, Government’s projections for this and the year that follows are
optimistic. What are the grounds of such optimism?
First of all, the estimates of the Ministry of Finance of
Montenegro are encouraging, since they predict real
growth of GDP by 3.6% in 2014 compared to 2013 when
it was 2.6%. This year, it is expected to be stable, with
the growth of foreign direct investments. However, for
small and highly opened economies such as Montenegro, forecasts of any kind are a thankless task, since
only one big investment may influence the change of
GDP to a great extent. In this year, I expect Montenegro
to complete the process of large systems restructuring
and initiate the realization of large investments, and
2015 to be the year of discussing new projects, with
regard to the field of energy, as well as tourism and
transport.
What about green economy? Montenegro
has all preconditions for much greater
development in this regard, even though
tourism is the industry sector in which
foreign investors are highly present.
The Ministry of Economy has recognized
the necessity of developing renewable
sources of energy as the strategic objective, i.e. the Energy department has initiated
various studies and projects in order to improve
energy sector. So far, four tender procedures on providing concession for small hydro power plant development have been carried out, and competent institutions and potential investors are as well interested in
initiating new tenders in the period that follows.
What is also significant is the fact that we have harmonized normative framework with the European practice, and thus the Law on Energetics provides for the
producers generating energy from renewable energy
sources to obtain the status of privileged electricity
producers. In addition to that, the Decree on tariff
system for determining incentive prices for electricity produced from renewable energy sources and in
highly efficient cogeneration defines incentive prices
for produced electricity. So, in this segment, we are
making our best efforts to create as favourable business environment as possible.

Zemlja stvorena magijom
Morača i Komarnica
S
a svojih pet nacionalnih parkova Lovćenom,
Biogradskom gorom, Durmitorom, Skadarskim jezerom i Prokletijama, sa nekoliko
regionalnih prirodnih parkova, što čini 9.04
odsto teritorije, kao i prirodnim bogatstvom svoje
obale, ali i priobalja, Crna Gora je veoma interesantna za realizaciju velikih projekata posebno u
sektoru energetike
Podmorski kabal, termo, hidro i vjetroelektrane,
istraživanje nafte i gasa, kao i dva kraka gasovoda
su projekti koji će valorizovati energetske
potencijale države.
Podmorski kabal Crna Gora-Italija
Podmorski kabal između Crne Gore i Italije, tehnološki
najsavremenija podmorska veza, biće most koji će
povezati elektro-energetske sisteme Evropske unije
i Balkana. Izgradnjom podmorskog kabla, Crna Gora
će se pozicionirati kao važno energetsko čvorište
u regionu, čime će se dodatno povećati vrijednost
ostalih međudržavnih dalekovoda kroz povećanje
prihoda od njihove eksploatacije u svrhu tranzita
električne energije.
Prema Ugovoru o realizaciji projekta od strane

Vlade Crne Gore, Crnogorskog elektroprenosnog
sistema i italijanske Terne, koji je potpisan 2011. godine, izgradnja novog elektro - energetskog sistema
interkonekcije između Crne Gore i Italije obuhvata
izgradnju podmorskog kabla kapaciteta 1.000 MW,
odnosno 1 GW, prečnika manjeg od 15 cm.
Ova električna interkonekcija između Italije i Crne
Gore biće duga oko 450 km, od kojih je oko 375 km
podmorskog kabla, koji će povezati dvije strane
Jadranskog mora i oko 75 km podzemnog kabla
u kopnenom dijelu. Očekivani rok za realizaciju
ovog kapitalnog projekta je 2016. godina.
Izgradnja II bloka termoelektrane Pljevlja
Prošle godine, devet kompanija je Elektroprivredi
Crne Gore dostavilo ponudu za izgradnju još
jednog kapitalnog projekta - II bloka termoelektrane
Pljevlja. Odbor direktora Elektroprivrede Crne
Gore je donio odluku da se pregovori za realizaciju
nastave i izrade finalne analize izvodljivosti i
nacrta ugovora sa mogućim partnerima Škoda
Praha, Powerchina Hubei Electric Power Survey &
Design Institute i China Machinery Engineering
Corporation (CMEC). Radi se o investiciji od
očekivanih 220 MW, čija realizacija se očekuje do
kraja ove godine.
Termoelektrana Maoče
Projekat „Maoče“ - eksploatacija uglja, ima za cilj
valorizaciju najznačajnijeg i najvećeg do sada
otkrivenog prirodnog mineralnog bogatstva Crne
Gore. Nacrtom strategije razvoja energetike Crne
Gore do 2030. godine predviđene su dvije varijante
termoelektrane Maoče i to izgradnja jednog bloka
snage 350 MW, odnosno dva bloka ukupne snage
500 MW (2x250 MW).
Inače, rezerve uglja u basenu Maoče su geološke
i iznose 123 miliona tona i eksploatacione oko 110
miliona tona. Godišnji proizvodni potencijal je 3.
500 GWh.
Valorizovati hidropotencijal države
Kako je samo 17% potencijala energije vode Crne
Gore iskorišćeno, Vlada i Ministarstvo ekonomije
su sproveli dva tenderska postupka za davanje
koncesija za korišćenje vodenog energetskog
potencijala za proizvodnju električne energije
Hidroelektrane na Morači biće
ukupne instalisane snage 238
MW i procijenjene prosječne
godišnje proizvodnje 694 GWh.
Planirano je da hidroelektrana
Komarnica bude instalisane snage
168 MW sa prosječnom godišnjom
proizvodnjom od 232 GWh
u malim hidroelektranama. Trenutno ima devet
zaključenih ugovora o koncesiji na osnovu prvog
i drugog tendera, kojima je predviđena izgradnja
26 malih hidroelektrana ukupne instalisane snage
oko 45 MW, sa planiranom godišnjom proizvodnjom
od oko 146 GWh. Postoji i šest potpisanih ugovora
o koncesiji za izgradnju malih hidroelektrana na
osnovu energetske dozvole, a čija je instalisana

Vjetrenjače
Biznis zona
Postoji veliki potencijal za izgradnju vjetrenjača
na različitim lokacijama. U pripremnoj fazi je
izgradnja vjetroelektrana na Krnovu, ukupne
instalisane snage 72 MW, na teritoriji opština
Nikšić, Šavnik i Plužine, kao i na lokalitetu Možura
Biznis zona predstavlja poseban entitet u okviru
lokalne samouprave, koji je dijelom ili u potpunosti infrastrukturno opremljen, a gdje su potencijalnim investitorima omogućene poreske i administrativne olakšice na državnom i na nivou lokalne
samouprave. Prostor biznis zone je namijenjen za
usklađeno i plansko korišćenje od strane većeg
broja preduzeća i preduzetnika čime se ostvaruju
niži troškovi poslovanja. Poslovanje u okviru biznis zone predstavlja poslovanje pod posebnim uslovima, u poređenju sa licima koja obavljaju svoju
djelatnost van zone.

Istraživanja nafte i gasa
Veliki broj inostranih kompanija je iskazao interesovanje i spremnost da investiraju u projekte
istraživanja nafte i gasa u crnogorskom podmorju.
Javni poziv za dostavljanje ponuda za dodjelu koncesije za proizvodnju ugljovodonika u priobalnom
dijelu Crne Gore otvoren je do 15. maja 2014. godine (www.petroleum.me). Određeno je 13 blokova ukupne površine 3.191 km2 koji su ponuđeni
u okviru prvog tendera.
Dva kraka gasovoda
Shah Denis konzorcijum, koji ima prava na proizvodnju gasa iz istoimenog polja u Azerbejdžanu,
je u junu 2013. godine, kao rutu za transport gasa
u Evropu, izabrao Trans-jadranski gasovod (TAP).

Tokom 2012. godine pet lokalnih samouprava
je donijelo Odluku o proglašenju biznis zone
otvorene za ulaganja i usvojeni su paketi poreskih
i administrativnih olakšica na lokalnom nivou. Riječ
je o opštinama Berane (biznis zone „Rudeš“ i „Rudnik
mrkog uglja“), Kolašin (biznis zona „Bakovići“),
Cetinje (biznis zone „MACCOC“ i „Cetinje II“),
Nikšić (biznis zona „Nikšić“) i Ulcinj (biznis zona
„Vladimirske Krute“). Prošle godine i Opština Bijelo
Polje je proglasila svoje biznis zone otvorenim za
ulaganja („Nedakusi“, „Cerovo“, „Vraneška dolina“
i „Bistrička dolina“).Glavnom gradu je, takođe,
predloženo proglašenje biznis zone koja će
obuhvatiti širi prostor Kombinata aluminijuma,
Prerade i Kovačnice. Svaka od navedenih lokalnih
samouprava je definisala pakete olakšica kojima
teže da privuku investitore.
U Bakuu je potpisan Memorandum o saradnji
između Azerbejdžana, Albanije, Bosne i Hercegovine, Hrvatske i Crne Gore u cilju realizacije projekta izgradnje Jonsko-jadranskog gasovoda, kao
logičnog nastavka TAP-a. Na taj način Crna Gora bi
dobila diverzifikaciju svojih energenata, a stvorili
bi se i bolji uslovi za razvoj industrije koja vapi za
jeftinim energentom kakav je prirodni gas. Slijedi
usaglašavanje biznis modela svih zemalja potpisnica u cilju realizacije tog projekta.
Finalna verzija Studije izvodljivosti Jonsko-jadranski gasovod (IAP), koju je uradila firma COWI, je gotova. Crna Gora je u okviru 10. kruga WBIF (Western Balkan Investment Framework) dobila grant
u iznosu od 550 hiljada eura za izradu master
plana gasifikacije Crne Gore. Njegov završetak se
očekuje do kraja 2014. godine.

Morača and Komarnica
W
ith its five national parks: Lovćen,
Biogradska Gora, Durmitor, the
Lake of Skadar and Prokletije and
several regional nature parks,
which cover 9.4% of its territory, Montenegro
is attractive for development of important
projects, especially in the energy industry
negrin Electrical Transmission Network and Italian company TERNA, signed in 2011, new electric
power interconnection between Montenegro and
Italy includes the construction of underwater cable carrying1 000 MW or 1 GW, whose diameter is
less than 15 cm.
Underwater cable, thermal, hydro and wind plants,
exploration of oil and gas, and two gas lines are
projects which will valorise country’s energy potentials.
The length of this electric interconnection between
Italy and Montenegro will be around 450 km, out
of which 375 km of underwater cable, connecting
the two sides of Adriatic Sea, and around 75 km
of underground cable in the land area. Expected
deadline for the full development of this capital
project is 2016.
Underwater Cable Montenegro-Italy
Underwater cable between Montenegro and Italy,
technologically the most modern underwater connection, will be a bridge between electric-power
systems of the European Union and the Balkans.
This cable will allow Montenegro to position itself
as the important energy hub in the region, which
will additionally increase the value of other interstate transmission lines through the increase of
revenue generated from their exploitation with
the purpose of electricity transit.
According to the Project Coordination Agreement
between the Government of Montenegro, Monte-

Construction of the Second Block of
Thermal Power Plant Pljevlja
Last year nine companies submitted bids for
another capital project development – the second
block of Thermal Power Plant Pljevlja. The Board
of Directors of the Electric Power Company of
Montenegro made the decision to continue with
negotiating on realization, preparing the final
feasibility analysis and drafting the agreement
with possible partners Skoda Praha, Powerchina
Hubei Electric Power Survey & Design Institute
and China Machinery Engineering Corporation
(CMEC). This is the investment of expected 220
MW, which is to be fully developed by the end of
this year.
Thermal Power Plant “Maoče”
Project “Maoče“ – coal exploitation, is aimed at
the valorisation of the most important and the
biggest so far discovered natural mineral wealth
of Montenegro. Draft of the Energy Development
Strategy of Montenegro by the end of 2030
provides for two options for thermal power plant
Maoče as follows: the construction of one block of
350 MW, or two blocks of total power of 500 MW
(2x250 MW).
Coal reserves in the Maoče basin amount to 123
million tons of geological reserves and 110 million
tons of exploitation reserves. Annual production
potential is 3 500 GWh.
Valorising Hydro Potential of the State
As only 17% of the hydropower potential of
Montenegro has been used, the Government and
the Ministry of Economics conducted two tender
processes on providing concession for the usage

planned that installed capacity of

of hydro power potential for electrical energy
production in small hydropower plants. Currently,
there are nine concluded agreements on
concession based on the first and second tender,
which envisaged the construction of 26 small
hydropower plants with the installed capacity
of 45 MW, whose planned annual production is
about 146 GWh. There are six signed Agreements
on concession for the construction of small
hydropower plants based on energy certificate,
whose installed capacity is up to 1 MW.
After the completion of tender process last year,
the decision on signing six agreements on concession for the construction of small hydropower
plants, with 20, 264 MW of installed capacity andplanned annual production of about 76, 428 GWh
was adopted. The Agreements on Concession will
be signed during the first half of this year.

Windmills
Business Zones
There is a great potential for windmills construction on different locations. The activities on the
construction of windmills on Krnovo, with installed
capacity of 72 MW, on the territory of the municipalities Nikšić, Šavnik and Plužine, as well as on the
territory of Možura between Bar and Ulcinj, with total installed capacity of 46 MW, are in the preparation phase. Implementation of both projects, worth
more than EUR 150 mil, may start in summer 2014.
Business zone represents a separate entity within
the local government, which is partly or entirely
provided with infrastructure, and where possible
investors are encouraged with tax administrative reliefs at state and local government level.
Business zones are intended for harmonized and
planned usage by numerous companies and entrepreneurs with the tendency to reduce business
costs. Business operations within the business
zone are carried out under special conditions, unlike the persons conducting their operations outside the business zone.

Oil and Gas Exploitation
Numerous foreign companies expressed interest
and readiness to invest in oil and gas exploitation
projects on Montenegrin coast. Public announcement for submitting bids for the award of concession for hydrocarbon production on the coast of
Montenegro is opened till May 15, 2014 (www.petroleum.me). Thirteen blocks of 3 191 km2 surface
area in total have been offered within the first tender.
Two Gas Lines
Shah Denis consortium, which is entitled to produce gas from the field of the same name in Azerbaijan, opted for Trans Adriatic Pipeline (TAP) as a
route for gas transportation in June 2013. Memorandum on Cooperation was signed between

During 2012, five local governments adopted the
Decision on establishing a business zone open for
investments and also the package of tax and
administrative reliefs at local level. These include
the municipalities of Berane (business zones

(Aluminium Forge) and Prerada (Aluminium Processing). Each of the named local governments
defined tax-relief package in order to attract investors.
Azerbaijan, Albania, Bosnia and Herzegovina, Croatia and Montenegro aimed at the implementation
of the Ionian-Adriatic Pipeline project, as reasonable extension of TAP. In that way Montenegro
would get diversified range of energy-gene-rating
products, and would create more favourable conditions for industry development which is in need
of cheap energy-generating product such as natural gas. What follows is the harmonization of business models of signatories aimed at the implementation of this project.
Final feasibility study of Ionian-Adriatic Pipeline
(IAP), prepared by COWI, was completed. Under the
10th application round of WBIF (Western Balkan Investment Framework), Montenegro was provided
grants in the amount of EUR 550 thousand for the
Montenegro Gas Development Master Plan. Its
completion is expected by the end of 2014.

rna Gora već godinama zauzima
lidersku poziciju u regionu kada je
riječ o visini stranih investicija po
glavi stanovnika. U Doing business
izvještaju (Izvještaj o lakoći poslovanja) Svjetske
banke za 2014. godinu, pozicija Crne Gore se
popravila za 6 mjesta u odnosu na 2013. godinu,
pa se sada nalazi na 44. mjestu od ukupno
189 zemalja. Tokom prošle godine, država je
zabilježila ukupan priliv od 479 miliona eura
direktnih stranih investicija
Tako je Crna Gora prihodovala u 2010. godini 692
miliona, u 2011. godini 534 miliona, a u 2012. godini
ukupan prihod investicija iznosio je 633 miliona
eura. Očekujemo dalje povećanje stranih direktnih
investicija, kažu iz Ministarstva finansija Crne Gore i
naglašavaju da su one generator ekonomskog rasta i

zapošljavanja. Prosječno učešće stranih direktnih investicija u ukupnom BDP-u proteklih godina iznosilo je
oko 14 odsto, što je visoko i za evropski prosjek.
- Crnoj Gori su potrebne investicije koje će da odgovore na sve izazove za postizanje i održanje kontinuiranog ekonomskog rasta. Na osnovu realnih najava u
ovoj godini Crna Gora bi trebalo da zabilježi rast ekonomije od 3,6 odsto, a očekuje se priliv stranih investicija u iznosu od 600 miliona eura, rečeno je za Inflight Luxury u Ministarstvu finansija.
Stranim investitorima u Crnoj Gori zagarantovan je isti
zakonski tretman kao i domaćim investitorima. Poreski
sistem nudi velike povoljnosti, a glavne poreske stope
su veoma konkuretne u odnosu na zemlje u regionu.
- Porez na dobit pravnih lica, kao i porez na dohodak
fizičkih lica iznosi 9 odsto. Dodatnom stopom od 6 ods-

to oporezuju se bruto zarade iznad 720 eura, odnosno,
dio zarade koji je iznad prosječne zarade u Crnoj Gori.
Ovo je privremena mjera fiskalnog prilagođavanja
koju je Vlada uvela početkom 2013. godine. Porez na
dodatnu vrijednost je 19 odsto, dok je poreska stopa od
7 odsto primjenljiva na određenu kategoriju usluga i
proizvoda, ističu u Ministarstvu finansija.
Kako osnovati preduzeće u Crnoj Gori
Proces osnivanja i registracija preduzeća u Crnoj Gori
je vrlo jednostavan. Iznos osnovnog kapitala je minimum 1 euro, a ukupni troškovi iznose 22 eura. Proces
registovanja preduzeća može biti završen u roku od 4
radna dana.
Nakon registracije u Centralnom registru privrednih
subjekata, slijedi registracija u Zavodu za statistiku, za
koju je neophodno izdvojiti jedan radni dan. Takođe,
potrebno je platiti i taksu od 5 eura. Za otvaranje računa
u banci, investitor može birati između 11 banaka, a sam
proces traje par minuta. Jedno preduzeće može imati
račune u više različitih banaka, a sva preduzeća moraju biti registrovana u Centralnom registru privrednih
subjekata.

foreign investments per capita. In the
World Bank’s Doing Business Report
2014 the position of Montenegro improved
by six places in respect to the previous year,
so now Montenegro is ranked 44th out of 189
countries. Last year the country generated EUR
479 mil of direct foreign investments

over the past few years was around 14%, which is a
high rate even in comparison to the European average.

- Profit tax on legal entities and income tax on natural
persons is 9%. Gross income above EUR 720.00, i.e.
average income in Montenegro is taxed by additional
rate of 6%. This was introduced by the Government as
a temporary measure of fiscal adjustment at the beginning of 2013. Value added tax amounts 19%, while tax
rate of 7% is levied on certain categories of goods and
services, said the Ministry of Finance.
Starting a business in Montenegro
The process of starting and registering a business in
Montenegro is rather simple. Minimum capital is EUR
1. 00 and total expenses are EUR 22. 00. It takes 4 business days to complete the entire process of registering
a company.
After registering in the Central Registry of Commercial Entities, follows the registration in the Statistical
Office of Montenegro, which requires 1 business day
and EUR 5. 00 fee. Investor has a choice among 11
banks to open a bank account, and the process itself
lasts for a few minutes. One company may have accounts in different banks, but every company must
be registered in the Central Registry of Commercial
Entities.
Montenegrin Investment Promotion Agency (MIPA) is
in charge of promoting investment opportunities, as
well as providing assistance to investors in the process of issuing permits and licenses.

Strategijom razvoja turizma Crne Gore do 2020.
godine definisan je cilj kojim Crna Gora treba da
postane visokokvalitetna turistička destinacija sa

Dominantno mjesto u razvoju turizma i dalje ima
primorski region, iako sjeverni dio države pruža
sjajan potencijal za razvoj planinskog turizma.
Kada je riječ o kvantitativnim i kvalitativnim efektima turizma u Crnoj Gori, prisutan je pozitivan
trend, tvrde u Ministarstvu turizma i održivog razvoja. Potkrepljuju to činjenicama koje govore da je
Crna Gora u 2010. godini zabilježila 630 miliona
eura prihoda od turizma. Taj prihod konstantno
raste. U 2013. godini prihodi od turizma iznose
721 milion eura, što predstavlja rast od 14,4 odsto u
odnosu na 2010. godinu.
Shodno izvještaju Svjetskog savjeta za turizam i
putovanja, koji analizira trendove rasta u 184 zemlje svijeta, a kojima je turizam strateška grana, za
2014. godinu Crna Gora je zadržala prvo mjesto
po prognozi brzine razvoja u 2014. godini i na
prvom je mjestu, prema očekivanoj stopi rasta u
narednom desetogodišnjem periodu.
Investicije u turizam i putovanja u 2013. godini,
shodno izvještaju Svjetskog savjeta za turizam i
putovanja, bile su 208,3 miliona eura ili 28 odsto
ukupnih investicija. Predviđa se rast od 14,3 odsto u
2014. godini i rast od 8,7 odsto prosječno godišnje,
tokom narednih deset godina (549,6 miliona eura
u 2024. godini ili 52,3 odsto ukupnih investicija).
Ukupni (direktni i indirektni) doprinos turizma i
putovanja BDP-u bio je 714,2 miliona eura (20 odsto BDP-a) u 2013. godini. Prognozira se rast od 13,2
odsto u 2014. godini i rast od 8,8 odsto u prosjeku,
godišnje u narednom, desetogodišnjem, periodu
(1.877,3 miliona eura, odnosno 37,2 odsto BDP-a u
2024).

2016. godine planirano je otvaranje turističkog rizorta
Portonovi. Vrijednost tog projekta, koji finansira
azerbejdžanska naftna kompanija Socar, premašuje
pola milijarde eura. Njegovi hotelski kapaciteti će
poslovati pod brendom jednog od najpoznatijih
svjetskih hotelskih lanaca One&Only. Biće to prvo
operativno eksponiranje ove čuvene kompanije
u Evropi. Ministarstvo održivog razvoja i turizma
redovno prati aktivnosti na izgradnji turističkog
kompleksa u Kumboru i kontinuirano pruža punu
podršku njegovoj realizaciji. Realizacija ovog projekta podrazumijevaće zapošljavanje oko 4 000
ljudi.
Veoma je zanimljiv i projekat katarske kompanije
Qatari Diar na Plavim horizontima, vrijedan oko
250 miliona eura. Nadležne institucije se bave
rješavanjem imovinsko – pravnih odnosa i usvajanjem UP Pržno, tako da će se predanim radom
institucija i investitora, stvoriti uslovi za efikasnu
realizaciju ovog važnog projekta.
Projekat na čiju se realizaciju dugo čeka je
Kraljičina plaža, a potencijalni investitor je Rojal
Grupa. U aprilu 2014. godine se očekuje potpisivanje Ugovora o kupoprodaji nepokretnosti sa
investicionim ulaganjem. Predviđena je izgradnja
luksuznog turističkog kompleksa i izgradnja hotela sa pet zvjezdica.
Iz Ministarstva održivog razvoja i turizma kažu
da generalno nema sistemskih problema kada
je realizacija ovih projekata u pitanju. Država je
fokusirana na operativno i svakodnevno praćenje
napretka velikih inostranih investicija. Ipak, u
određenim slučajevima postoje i neki izazovi,
koje je neophodno efikasno riješiti, a odnose se
na naslijeđene probleme, kao što su imovinski
odnosi, proces restitucije, a ponekad i plansku
dokumentaciju. Odgovor države je nova regulativa i podizanje administrativne efikasnosti, ali i
praktične intervencije zbog čekanja sistemskih
rješenja.

Sjeverni i centralni dragulji

rijeka, kanjona i jezera. Tu su i nacionalni parkovi
Biogradska gora, Prokletije i Durmitor. UNESCO ih

Nacionalni park Skadarsko jezero, u centralnom
dijelu Crne Gore, najveći je slatkovodni akvatorij
jugoistočne Evrope. Pored barskog bilja posebno
su interesantni bijeli i žuti lokvanji, kao i skadarska
podvrsta hrasta lužnjak. Ovo jezero je “ptičji raj”
za čak 280 vrsta ptica. Kudravi pelikan je zaštitni
znak Skadarskog jezera. Među 48 vrsta riba, pored
autohtonih vrsta, kao što su krap i ukljeva, interesantno je prisustvo morskih vrsta kao što su jegulja, cipol i skakavica. Zaštićena prirodna područja

Although the north of Montenegro is less developed than central and coastal region, it has breathtaking beauty of mountains, rivers, canyons and
lakes. The national parks Biogradska gora, Prokletije and Durmitor are also located in the northern

Na kakav ste biznis ambijent naišli? Da li je došlo
do promjena na bolje u međuvremenu?
Poslovni ambijent se popravio od trenutka kada
smo prvi put ušli na crnogorsko tržište 2000. godine i otkako je Crna Gora ušla u pregovarački
proces sa EU. Premda još uvijek ima mnogo toga
da se uradi u smislu unapređenja poslovnog ambijenta, ovo je tržište koje ima više senzibilnosti
za potrebu stvaranja konkurentnog okruženja i
kompetitivnih prednosti u odnosu na države u
regionu. Uzimajući u obzir trenutnu situaciju na
Istočnom Jadranu i na Balkanu, može se reći da
je Crna Gora napravila značajne korake u cilju
privlačenja investicija.
Vaša preporuka partneru – zašto Crna Gora kao
investiciona destinacija?

I na kraju, šta je to drugačije što Boka Grupa nudi
u odnosu na konkurenciju?
Nije važno biti drugačiji, bitno je da ono što
pokušavamo da postignemo uradimo kvalitetno.
Da razumijemo kako da balansiramo poslovni rizik,
posebno na tržištima koja su u razvoju. Primjera
radi, nije u našoj praksi da pozajmljujemo novac i
sredstva, a da onda istovremeno ulazimo na tržišta
u razvoju. Ta kombinacija je u prethodnom periodu
dovela do propadanja projekata koji su načelno bili
dobri. Takođe, sve je više samostalnih investitora
kojima možemo ponuditi usluge vođenja projekta.
Radi se o ljudima koji su zainteresovani za
ulaganja u Crnu Goru, ali se odlučuju za grupu sa
dokazanim referencama i iskustvom, rađe nego
da sami preduzimaju izvođenje projekata. Ovakav
višenamjenski pristup poslovanju je novina na
crnogorskom tržištu i mnogo je atraktivniji način
za privlačenje kapitala koji bi u suprotnom bio
plasiran na poznatim i provjerenim destinacijama.
Ono što bih napomenuo svima koji postavljaju ovo

There is a simple beginning to this story. What you
need is an idea, and when you have the idea and
familiarity with the history of jet-set globally popular sport, the road takes you to the land of highlanders, Montenegro, which has had its own golf
course in Cetinje since 1906. If such golf course
had been active today, the tradition of this sport
would have been longer than a century.
At that time, the patron of the golf club was Princess Milica, Grand Duchess of Russia and daughter
of the Montenegrin King Nikola. The Golf course
was located in Nova Varoš, in the part of town
where former Italian Embassy is located today, i.e.
the National Library of Montenegro. Today, more
than a century later, Boka Group builds courses in
Tivat, and the patron is the grandson of Princess
Milica, Prince Dimitrij Romanov.
Speaking about the investment of great importance known as “the regional driver of tourist industry”, co-founder and CEO of the Boka Group,
John Kennedy, emphasized that in this moment
they were focused on the development of the

-This is a historic opportunity to introduce an international sport that contributes millions in income to the global tourism industry. We have a
prime 860.000 square meter site near Tivat which
is perfect for Montenegro’s first 18 hole championship golf course, said Kennedy.
What was the business environment like when
you first came? Have there been any changes for
better in the meantime?
The business environment has improved since
we first started doing business here in 2000 and
since Montenegro began the European Union Integration process. There is still some way to go
in terms of ease of business
challenges, but the market
has emerged from a postcommunist over bureaucratised system to one that is
more conscious of the need
to create a competitive environment and a competitive
advantage amongst regional
states. In so far as the Eastern
Adriatic and eastern Balkans
goes, Montenegro is significantly better at welcoming
investment.
What would be your recommendation to a partner –
why to choose Montenegro
as investment destination?
The thing I remind those that ask of is that any
investor can fly 2 hours in any direction, capital is
mobile, so any market must play to its competitive
advantages. No one has to come to Montenegro
but they will choose to for as long as this spec-
tacular location offers potential for growth and all
structures continue to evolve in a way that creates
a business friendly environment while ensuring
security for the investor.
In the end, what makes the Boka Group offer different from its competition?
It is not important to be

What were the main motives for your decision to
invest in Montenegro?
Montenegro is one of the fastest growing tourist markets in the world and benefits from being
a Euro denominated economy, this reduces currency risk as well as making it simpler to create
long term cash flow and profit and loss forecasts.
The natural assets of Montenegro are the basis for
all investment potential with a variety of coastal
and mountain opportunities within close proximity making this an exciting destination which is
close to all the source destination for the target
tourist market.

Zašto Crna Gora? Šta Vas je motivisalo da svoj

Istorijski gledano, početak XXI vijeka je globalno

Why Montenegro? What were the main motives
behind your decision to invest in Montenegro?
Historically, the turn of the century is a time of serious
global significance: the closing and onset of an era; a
wildly exciting and inventive phase that brings about
the kind of change they teach in schools. In business
terms, the beginning of the twenty-first century was
crucial – not least for me. Within two years of the new
millennium, I established Stratex Group.

our interest in Budva only begins with these developments; we acquired Budva’s marina, hoping to expand

Kotor
Grad pod zaštitom UNESCO-a u okviru
svojih zidina ima 60 odsto nepokretnog
i 40 odsto pokretnog spomeničkog blaga
Crne Gore, što predstavlja izuzetan resurs
za razvoj turizma. U tom cilju, do početka
turističke sezone, očekuje se završetak
radova na rekonstrukciji crkve Svetog
Pavla u Starom gradu, a intenzivno se radi
na realizovanju brojnih projekata, u cilju
unapređenja infrastrukture i uslova za
buduće investicije. Osim područja duž zaliva, potencijalnim investitorima su na raspolaganju i pozicije na otvorenom moru,
koje mogu biti iskorišćene za izgradnju
ugostiteljskih objekata, hotela, apartmana...
U planu je raspisivanje tendera za izgradnju lifta do brda Sveti Ivan, na kome se nalazi jedinstvena srednjovjekovna tvrđava i
kompleks bedema. Gradski bedemi će na
taj način biti pristupačniji potencijalnim
investitorima za izgradnju objekata poput
restorana, suvenirnica i drugih turističkih
objekata.
Kako je na cijelom crnogorskom primorju, zbog neobičnog reljefa isprepletanog
visokim planinama i predivnim plažama,
evidentan problem vodosnabdijevanja
u Kotoru je u toku izgradnja nove vodovodno-kanalizacione mreže. Izgrađeno je
46 kilometara mreže na potezu od Risna
do Stoliva, a u toku je i projekat izgradnje
zajedničkog postrojenja za prečišćavanje
otpadnih voda za opštine Kotor i Tivat.
Proteklih osam godina lokalni parlament usvojio je 38 planskih dokumenata,
stvarajući na taj način neophodne uslove
za buduće investicije.
Luka Kotor
Danas je Kotor jedna od najfrekventnijih
i najuspješnijih luka u regionu. Kako prenose lokalni mediji, tokom 2013. godine u
Kotor je preko Luke stiglo oko 320 hiljada
putnika, što je 29 odsto povećanje u odnosu na 2012. godinu, kao i preko 380 brodova, što je 13 odsto više, dok oko 1.500 jahti
odgovara uvećanju od 3,1 odsto. Uplovljavanjem kruzera “Pacific Princess” u Luku
u novembru zaključena je prošlogodišnja
kruzing sezona u Kotoru.
Herceg Novi
Kompleks na Luštici
Davno je veliki pjesnik sa ovog područja
rekao za Herceg Novi da se „čudi suncu
kako može zaći, kad ljepotu ovu neće
nigdje naći“. I stvarno je tako. Grad na
početku crnogorske rivijere bio je i ostao
grad inspiracija za mnoge umjetnike, grad
zelenila, lijepih i uređenih parkova, grad
stepenica i prelijepe rive.
Perspektivu razvoja ekskluzivnog turizma predstavlja potpisani Anex Ugovora
sa kompanijom North Star oko izgradnje
turističkog kompleksa na Luštici. Na prostoru od 52 hektara u Donjim Klincima, na
atraktivnom dijelu ulaza u Bokokotorski
zaliv, planira se izgradnja turističkog kompleksa investicione vrijednosti oko 100
miliona eura.
U Herceg Novom je najveći problem
bio vodosnadbijevanje, pogotovo u
ljetnjem periodu kada se taj grad po
broju stanovnika utrostručuje. Da bi se
izbjegli problemi snadbijevanja vodom
započeti su radovi na izgradnji 35,3 km
duge vodovodne i kanalizacione mreže.
Vrijednost investicije je 18,5 miliona
eura. Takođe, odvijaju se i radovi na
izgradnji postrojenja za prečišćavanje
otpadnih voda u Meljinama, čija se
realizacija očekuje do kraja 2014. godine.
Vrijednost investicije je 10 miliona eura.
Takođe, planirana je izgradnja sistema za
vodosnabdijevanje za područje poluostrva
Luštica, a potpisan je i ugovor kojim
se omogućava povezivanje postojećeg
vodovodnog sistema sa regionalnim
vodovodom.
Projekat reciklažnog centra i selektivnog
odlaganja otpada odvija se paralelno u
Meljinama, a početak radova na sanitarnoj deponiji Duboki Do se očekuje u
2014. godini. Vrijednost ove investicije je
2,5 miliona eura, a realizacijom tog projekta u potpunosti će se zaokružiti sistem
integralnog upravljanja otpadom.
Još jedan projekat aktuelan je u Herceg
Novom. Riječ je o projektu poboljšanja
snabdijevanja električnom energijom
za koga su izdvojena sredstva u vrijednosti 2, 2 miliona eura. Herceg Novi je
najpoznatiji po predivnoj rivi i šetalištu
koje se prostire duž cijele opštine. Rekonstrukcija Šetališta Pet Danica se nastavlja, a novi izgled će, do početka ljetnje
turističke sezone dobiti i dio šetališta od
restorana Mimoza do Igala. Rekonstrukcijom željezničkog tunela u Meljinama
produžiće se šetalište u dijelu od Meljina
do luke u Zelenici.

Tivat
Tivat, grad koji je postao svojevrstan brend
i jedna od najprestižnijih i najpoželjnijih
turističkih destinacija, sve češća je adresa
uspješnih ljudi sa svih meridijana.
Ovo je grad u kome je izgrađena najmodernija marina za mega-jahte, a projekti
koji se realizuju nose sa sobom planirana
ulaganja koja iznose preko dvije milijarde
eura.
Tivat ne zapostavlja ni ostale projekte i
investitore. Kompleks na Trgu Magnolija
je jedan od važnijih, kojim je grad je dobio
novi centar, poslovno stambene objekte u
kojima je u jednom trenutku zaposlenje
pronašlo 160 mladih ljudi, zelenu pijacu,
gradski trg i zdanje Gradske kuće, koja
raspolaže modernim administrativnim
prostorima u cilju pružanja kvalitetnog
servisa građanima i privredi Tivta,
kongresnom salom, salom za vjenčanja i
nekoliko višenamjenskih sala. Projekat je
realizovan po principu javno-privatnog
partnerstva.
Urađeno je preko 100 kilometara
kanalizacionog sistema, u koji je uloženo
oko 30 miliona eura, rekonstruisana je
ljetnja pozornica, uloženo je u fudbalske
terene, rekonstrukciju boćarske hale,
jedriličarskog kluba, kao i u otvorene
sportske terene i igrališta.
U partnerstvu sa JP Morsko dobro
započeta je rekonstrukcija gradske rive
Pine. Vrijednost ove investicije je oko 2
miliona eura. Ukupna ulaganja Opštine
Tivat u proteklih deset godina iznose oko
70 miliona eura.

Cetinje
Prijestonica Crne Gore ponovo počinje život punim
plućima: otvoreni su mnogi funkcionalni objekti,
nekadašnje zapuštene lokacije su dobile nove obrise,
poboljšana je ukupna ponuda investitorima, ali i domicilnom stanovništvu.
Stimulansi koji su ponuđeni privrednicima, već su
naišli na pažnju i na sasvim konkretne rezultate:
rekonstrukcija Dvorskog trga, Njegoševe ulice, gradske
tržnice, izgradnja novog vatrogasnog doma, Dnevnog
centra za djecu i omladinu sa smetnjama i teškoćama
u razvoju, stambene zgrade solidarnosti, Univerzitetski kompleks Fakulteta umjetnosti, saobraćajnica
na ulazu u grad, bivše Britansko poslanstvo, stara
bolnica “Danilo prvi”, biznis zona u gornjem ‘Obodu’,
bivša “Tarina” garaža… Realizovani su i manji projekti,
poput nove javne rasvjete, gradnje i rekonstrukcije
saobraćajnica.
Tokom 2014. godine slijedi i finalna faza rekonstrukcije
vodovodnog sistema. Ništa manje značajna nije ni
rekonstrukcija Studentskog trga, ali ni početak gradnje
fudbalskog stadiona. Do kraja godine očekuje se i
rekonstrukcija bivšeg ruskog poslanstva i izmještanje
sjedišta Ministarstva vanjskih poslova iz Podgorice na
Cetinje.

At the local level, numerous activities regarding roads construction and rehabilitation, construction and improvement of
sewage and utility infrastructure, development of facilities for waste water treatment
and recycling centres have been undertaken. Also, valorisation of numerous cultural
and tourist locations is in progress, as well
as promotion of other activities focused
on creating preconditions for attracting
investors. Objective of the aforesaid is to
provide faster economic development of
local governments which will imply new
employment opportunities, as well as improvement of life quality in Montenegro.
Kotor
Kotor, being a UNESCO world heritage
site, has within its walls 60% of immobile and 40% of mobile Montenegrin cul-
tural monuments, thus making a remarkable resource for tourism development.
With that purpose, works on the St. Pavle
Church in the Old Town are expected to
be completed by the beginning of tourist
season, and numerous projects are being
developed as well, with the aim of improving infrastructure and creating conditions
for future investments. Except for the area
along the bay, sites on the open sea are
also available to potential investors, and
those sites may be used for the construction of restaurants and cafes, hotels, apartments…
Announcing tender for the construction
of the cableway to St. Ivan hill, where the
unique Middle Age fortress and its walls
are located, is planned as well. In that
way town walls would be more accessible
to potential investors for opening restaurants, gift shops and other tourist facilities.
As the issue of water supply is present on
the entire Montenegrin coast due to unusual relief interwoven with high mountains and stunning beaches, new water
supply and sewage network is currently
being developed in Kotor. So far, 46 km
of network between Risan and Stoliv has
been constructed, and the project of constructing common waste water treatment
facility for the municipalities of Kotor and
Tivat is in progress, as well.
For past eight years local assembly has
adopted 38 planning documents, thus creating all necessary conditions for future
investments.
The Port of Kotor
Today Kotor is one of the most frequent
and most successful ports in the region.
As local media inform, 320 thousand passengers visited Kotor via its Port during
2013, which is by 29% more than in 2012,
and 380 ships, which is by 13% more,
while around 1500 yachts implies the increase of 3.1%. Last year’s cruising season
in Kotor was closed by “Pacific Princess”
entering the Port in November.

Luštica Complex
Long ago a great poet of ours said about
Herceg Novi that he “wonders how the
Sun may set, when such a beauty shall
never be met“. And it is true. A town at the
entry of Montenegrin Riviera, was and,
still, is the inspiration of many artists, the
town of greenery, beautiful and arranged
parks, stairs and magnificent Riva.
Signing the Annex to the Agreement with
company North Star regarding the development of tourist complex in Luštica,
implies the perspective for development
of exclusive tourism. The construction
of EUR 100 mil worth tourist complex is
planned on the area of 52 hectare in Donji
Klinci at the entry of Boka Bay.
The major issue of Herceg Novi is the
water supply system, especially in summer season when the number of citizens
in town is tripled. Works on construction
of 35.3 km of water supply and sewage
network has been initiated in order to
resolve water-supplying issue. The value
of this investment amounts to EUR 18.5
mil. Also, the construction of waste waters treatment facilities in Meljine is in
progress, whose completion is expected
by the end of 2014. The value of this investment is EUR 10 mil. Construction of

Recycling center and selective waste management projects have been carried out
simultaneously in Meljine, and the works

this project will complete the system of

There is another project in progress in
Herceg Novi. This project aims to improve
electricity supply and EUR 2.2 mil has
been allocated for its development. Herceg Novi is famous for its beautiful Riva
and promenade along the entire town. Reconstruction of the Pet Danica Promenade
continues, and by the beginning of new
tourist season, part of the promenade
from the restaurant Mimoza to Igalo will
also have new appearance. Railway tunnel reconstruction in Meljine will extend
the promenade from Meljine to the port
in Zelenika.

Tivat, a town that developed into a unique
brand and one of the most prestigious
and attractive tourism destinations, is becoming the common address of all successful people from all around the world.
This is the town in which the most modern marina for mega-yachts was built, and
the projects currently under construction include planned investments in the
amount exceeding EUR 2 billion.
There are other projects and investors in
Tivat, as well. Development of complex on
the Square of Magnolia is one of the most
important, thus giving this town a new
centre, business and residential facilities
in which 160 young people are employed,
green market, town square and the building of Town Hall, which houses the modern administrative premises aimed at
providing quality services to citizens and
economy of Tivat, conference hall, wedding hall and several multi-use halls. The
project was implemented through the
public-private partnership.
More than 100 kilometres of sewage system was built, in which around EUR 300
mil was invested, summer theatre was reconstructed, there were also investments
in the development of football pitches,
reconstruction of bowling court, development of yachting club, as well as, outdoors sports fields and playgrounds.

Dobro (PE Coastal Zone Management).
The value of this investment is around
EUR 2 mil. Total investments of the Municipality of Tivat in the past ten years are

the reconstruction of the Royal Square, Njegoševa

The reconstruction of the future Wine House – Wine
Museum, which shall represent another interesting

Autoput od Bara do Boljara ima svoj eksterni integrativni karakter. On će povezati Crnogorsko primorje
sa sjeverom države sve do granice sa Srbijom i preko
Srbije sa centralnom Evropom. Takođe, njime će se
povezati sjeverni sa centralnim i južnim dijelom države
i prvenstveno omogućiti ubrzan socio-ekonomski razvoj sjevernog regiona.
Drugi strateški projekat je Jadransko-jonski autoput čija
je trasa od Trsta do Kalamate. Dug je 1500 kilometara i
prolazi kroz sedam država - Italiju, Sloveniju, Hrvatsku,
Bosnu i Hercegovinu, Crnu Goru, Albaniju i Grčku.
Planirana dužina autoputa koja prolazi kroz Crnu Goru
iznosi oko 95 kilometara.
Stvaranjem takvog jedinstvenog transportnog tržišta
stvoriće se preduslovi za bržu i kvalitetniju robnu
razmjenu, jačanje trgovine, usluga, turizma, moderniji i
bezbjedniji saobraćaj, a korisnici će uživati u kvalitetnijem, bezbjednijem, bržem i jeftinijem prevozu.
Iako je izgradnja drumskog saobraćaja, prvenstveno
autoputeva, prioritet, ni razvoj željezničkog saobraćaja
ne zaostaje. Ukupna dužina željezničke mreže u Crnoj
Gori iznosi svega 250 kilometara. Bez obzira na relativno malu kilometražu željeznička mreža predstavlja
značajan resurs za razvoj privrede Crne Gore. Pruga
Bar-Vrbnica, prepoznata kao Ruta 4 u SEETO mreži, trenutno je jedina pruga koja, preko Beograda, povezuje
Crnu Goru sa evropskom željezničkom mrežom.
Nedavno je remontovana i elektrifikovana pruga
Podgorica-Nikšić čime su se stvorili uslovi bolje valorizacije privrednog potencijala područja koje gravitira
pruzi. Kupljeni su moderni vozovi što omogućava
efikasan i savremen prevoz putnika između Glavnog
grada i Nikšića.
U putnu mrežu u Crnoj Gori će tokom
2014. godine biti uloženo blizu 53 miliona
eura. Taj novac biće utrošen za redovno
održavanje i zaštitu državnih puteva,
rekonstrukciju i sanaciju, izgradnju trećih
traka, obilaznica, kao i na pripremu dokumentacije za brojne projekte koji su u
planu za naredni period
ZAJEDNIČKO EVROPSKO NEBO
Pravni okvir za odvijanje vazdušnog saobraćaja između
Crne Gore, zemalja zapadnog Balkana i država Evropske unije definisan je Multilateralnim sporazumom o
zajedničkom evropskom vazduhoplovnom području
(ECAA Sporazum), kojim se uspostavlja tzv. zajedničko
evropsko nebo. Takođe, sklopljeni su i bilateralni
sporazumi o vazdušnom saobraćaju sa Hrvatskom i
Makedonijom u cilju ukidanja barijera za nesmetano odvijanje vazdušnog saobraćaja između država,
a razmijenjeni su i nacrti bilateralnih sporazuma sa
Bosnom i Hercegovinom. Takođe, potpisana su i dva
sporazuma sa Republikom Srbijom.
Crna Gora je povezana sa destinacijama u regionu
preko dva međunarodna aerodroma i to Podgorica i
Tivat. Sa ova dva aerodroma odvija se redovni i čarter
saobraćaj ka destinacijama u Evropi i regionu. Redovan avio saobraćaj Crne Gore je uspostavljen između
aerodroma u Crnoj Gori i aerodroma u 11 evropskih
država, a čarter saobraćaj, zavisno od perioda i prilika
na tržištu, se tokom godine uspostavlja sa gotovo svim
članicama EU, kao i Rusijom, Ukrajinom i Turskom.

SUCCESSFUL TRANSPORT INFRASTRUCTURE DEVELOPMENT STRATEGY
ON THE ROADS OF MONTENEGRO
Motorway Bar - Boljare has its own external integrating feature, which means that it will connect Montenegrin Coast with the northern part of the country to
the border with Serbia, and via Serbia with Central Europe. It will also connect northern with the central and
southern part of the country and thus primarily enable
intensified social-economic development of the northern region.
The second strategic project is Adriatic-Ionian motorway, with marked route from Trieste to Kalamata. Its
length is 1500 km and it passes through seven countries – Italy, Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Albania and Greece. The planned section of the motorway that passes through Montenegro
is around 95 km.
Such unique transport market will create preconditions for faster and more quality commodity exchange,
strengthening of trade, services, tourism, more modern and safer traffic, and its users will experience
more quality, safer, faster and less expensive transport.
Although the construction of road transport, primarily motorways, is a priority, the development of railway
transport doesn’t fall behind. Total length of railway
network in Montenegro is only 250 km. Regardless of
the relatively small mileage, railway network represents an important resource for the development of
Montenegrin economy. The railroad section Bar-Vrbnica re-cognized as Route 4 in the SEETO Network, is
currently the only railroad that, via Belgrade, connects
Montenegro with the European railway network.
Rehabilitation and electrification of the railroad
Podgorica-Nikšić has been recently conducted, and it
created conditions for further valorisation of the economic potential of the railroad catchment area. Modern trains were purchased, which enables the efficient

Legal framework for air transport operations between
Montenegro, countries of the West Balkans and the European Union Member States is laid down in the ECAA
Agreement (Agreement on the Establishment of a European Common Aviation Area), which establishes the
so-called common European Sky. Furthermore, bilateral
agreements on air transport with Croatia and the FRY
of Macedonia were signed with a view to remove barriers for free air transport operations between the two
countries and drafts of bilateral agreements with Bosnia and Herzegovina have been exchanged, as well. In
addition, two agreements with Serbia were signed.
Montenegro is connected with destinations in the region via two international airports, one in Podgorica
and the other in Tivat. Scheduled and charter flights
towards destinations in Europe and world are operated
from these two airports. Scheduled air transport operations have been established between the airports
in Montenegro and airports in 11 European countries,
and the charter air transport operations, subject to the
period and circumstances on the market is being established throughout the year with almost all European
Union Member States, as well as with Russia, Ukraine
and Turkey.
In 2014, the amount of nearly EUR 53 mil
will be invested in development of transport network in Montenegro. These funds
will be used for scheduled maintenance
and protection of state roads, reconstruction and rehabilitation, construction of
third lanes, bypasses, as well as preparation
of documentation for a number of projects

Sve nas zajedno opterećuje plasman. Imamo tu

Pošto većinu vremena provedem u vazduhu, naravno ne kao uobražena muzička zvijezda, već kao
neko čiji posao iziskuje puno putovanja, moram
reći da od prvog dana osnivanja Vaše kompanije
imam i nosim samo lijepe utiske. Ljubaznost koju
srijećem i komoditet koji uživam putujući Vašom
kompanijom je velika. Želim da opstanete i postanete. Ovo nije bilo kurtoazno.
Koliko je značajna za našu državu savremena, brza
i pouzdana avio-kompanija?
Razumijem problematiku avio-kompanija, odnosno barem donekle razumijem, da budem skromniji, teške uslove u kojima poslujete usled ekonomske krize, koja je kod nas neprekidna od
Vašeg osnivanja. Za Crnu Goru je važno da ima
savremenu i snažnu avio- kompaniju. Živimo u XXI
vijeku i neophodno je da budemo povezani sa svijetom. Za sad nam, zbog loše putne infrastrukture,

course, I am very pleased to be the representative of Montenegro at the Eurovision. To be honest, everyone who lives within or outside borders
of a country and does their job with honour and

we all become ambassadors, regardless of our job.

Eurovision, is a very popular regional star. The musician, who has captivated the entire region with his
voice and our souls with his songs, says there are
no boundaries or barriers for him and he refuses to
make any. Music is his world, and his family is his all;
popularity comes with responsibility, but he is not a
slave to it. He has his own style, his own life choices,
courage to take risks and he is determined enough to
last. He accepted to be the music ambassador of his
country at the prestigious Eurovision, to present his
world to the world

Reaction of the audience from the region and from
different parts of the world is more than positive, at
least as I have heard. We were making the video at
several exotic locations – from the Lake of Skadar
via Ulcinj, Bar to Žabljak – and we have been praised
the most by the locals. They asked: “Where did you
shoot this video? What a beauty!” It was then that we
realized we made a success. We shot parts of Montenegro which are almost intact and are yet to be
discovered. That is only a hint of our wealth, which
we have preserved from oblivion and we are taking
it with us to Copenhagen to show it to the world. We
presented that wild beauty to the world few years
ago under the same slogan. I believe that with the

both you and your country a lot of effort to be
noticed. I gave a lot of thought whether I would
be able to rise to the challenge. I do not doubt
myself, at least when it comes to music, but I do
have doubts about everything that comes along
with this big music event. Considering my competitive spirit, maybe I shouldn’t have entered this
contest, as I am not a fan of any kind of competition, except for the one with myself, which may
be the most challenging one. However, after few
months of negotiations, the director of Radio and
Television of Montenegro, Mr. Rade Vojvodić, managed to convince me. Here we are now, working
together. The result of that work is the song named
“Moj svijet” (translates to My World in English) or

I believe that you and your readers know, and I’ve
already talked about it, that the Eurovision is not
merely a music festival. So, this contest is not just
about a song, but also about performance and many
other aspects that result in either success or failure.
Teams of people have been working on it for almost
a year. To be honest, this kind of event requires a lot
of money. Not so much for the composition itself, but
for everything happening behind the stage. Unfortunately, these kinds of competitions can be heavily
influenced by lobbies. I have great respect for all my
