The Slovak Atlantic Commission in cooperation
with the Embassy of the Slovak Republic in
Belgrade and with the support of the Ministry of
Foreign and European Affairs of the Slovak
Republic regularly prepares a monthly summary
of events in the form of a newsletter, concerning
the relations of Serbia and NATO, NATO and the
Western Balkan countries as well as the SlovakSerbian bilateral relations. The aim of these
publications is to inform the expert community
and public about the activities in this
cooperation, and to inform about the work of
the Embassy of the Slovak Republic in Belgrade,
which became the NATO Contact Point
Embassy in Serbia for years 2013-2014. The
newsletter is written in English and in Serbian,
and it is published on a monthly basis since
March 2013 until March 2014. For previous issues

Bilten Partnerstvo
Slovačka Atlantska Komisija u saradnji sa
ambasadom Republike Slovačke u Beogradu, a
uz podršku Ministarstva spoljnih i evropskih
poslova Slovačke Republike redovno priprema
mesečni sažetak događaja u obliku biltena, o
odnosima Srbije i NATO-a, NATO-a i zemalja
Zapadnog Balkana, kao i bilateralnim odnosima
Slovačke i Srbije. Cilj ove publikacije je
informisanje stručne i šire javnosti o aktivnostima
u ovoj saradnji, te informisanje o radu
ambasade Republike Slovačke u Beogradu,
koja je postala Kontaktna ambasada NATO-a u
Srbiji za 2013 - 2014. Bilten je napisan na
engleskom i srpskom jeziku, a objavljuje se na
mesečnom nivou počevši od marta 2013 do

in Bydgoszcz.
Centar za obuku združenih
snaga NATO-a u Bidgošću.
The Joint Force Training Centre
(JFTC) in Bydgoszcz, Poland was
established in 2004. It was the first
unit in Poland that was a part of
the NATO Command Structure
and is one of the two NATO
training centres in the world. Its
main mission is to organise
training courses and workshops,
such as Military Police Officer
Course,
Counter
Improvised
Explosive Device (C-IED), Attack
the Network Tactical Awareness
Course (ATAC), or Functional
Area Training, for NATO and
Partner countries in order to
improve joint and combined
tactical interoperability.
Centar za obuku združenih
snaga (JFTC) u Bidgošću, Poljska
osnovan je 2004-e godine. To je
bila prva jedinica u Poljskoj koja
je bila deo komandne strukture
NATO- a i jedan od dva centra
za obuku NATO-a u svetu. Njen
glavni zadatak je da organizuje
kurseve i radionice, kao što je
kurs za vojnu policiju, Borbene
Improvizovane
Eksplozivne
Naprave (IED - C), Mrežni napad
i
kurs
taktičke
sposobnosti
(ATAC), ili Funkcionalna Oblast
Obuke, za NATO i partnerske
zemlje
u
cilju
poboljšanja
zajedničke
i
kombinovane
taktičke interoperabilnosti.
Centar za obuku združenih
snaga
sprovodi
zajedničku
obuku za štabove na taktičkom
nivou, za osoblje i snage kroz
široki
spektar
Savezničkih
operacija, pruža podršku Alijansi

snaga u Bidgošću je takođe

stručnjaka iz zemalja članica i

Bidgošću je poljski brigadni
general Vojćeh Grabovski, uz
mađarskog brigadnog generala
Laslo Saba koji služi kao zamenik
komandanta i načelnika štaba.
Centar za obuku združenih
snaga u Bidgošću slavi svoju 10-u
godišnjicu od osnivanja ove
godine.
The JFTC conducts joint training
for tactical level headquarters,
staffs and forces over the full
spectrum of Alliance operations,
to include support of Alliance
current operations and the NATO
Response Force. The JFTC assists
Allied Command Transformation
(ACT) in the promotion of NATO
doctrine
development
by
cooperating with Centres of
Excellence (CoEs).
The JFTC in Bydgoszcz also hosts
the annual NATO-wide Coalition
Warrior
Interoperability
Exploration,
Experimentation,
Examination, Exercise (CWIX),
bringing together hundreds of
experts from member and
Partner countries to test, assess
and explore different command
and control systems.
The current Commander of the
JFTC in Bydgoszcz is Polish
Brigadier
General
Wojciech
Grabowski,
with
Hungarian
Brigadier General Laszlo Szabo
serving as Deputy Commander
and Chief of Staff. The JFTC
celebrates its 10th anniversary
since its founding this year.

NATO takes measures to reinforce collective defence
NATO preduzima mere za jačanje kolektivne odbrane

NATO foreign ministers reaffirmed on April 01, 2014 their
commitment to enhance the Alliance’s collective
defence, agreed to further support Ukraine and to
suspend NATO’s practical cooperation with Russia.
“NATO’s greatest responsibility is to protect and
defend our territory and our people. And make no
mistake, this is what we will do,” NATO Secretary
General Anders Fogh Rasmussen said.
Ministri inostranih poslova NATO-a potvrdili su 1-og
Aprila 2014 njihovu posvećenost da se poboljša
kolektivna odbrana Alijanse, dogovorili su se da i dalje
podržavaju Ukrajinu i da se obustavi praktična
saradnja NATO-a sa Rusijom. "Najveća odgovornost
NATO-a je da štiti i brani svoju teritoriju i svoj narod, i da
ne bude zabune, to je ono što ćemo uraditi ", rekao je
generalni sekretar NATO-a Anders Fog Rasmusen.
Ministers tasked the Allied military authorities to
develop additional measures to strengthen collective
defence and deterrence against any threat of
aggression against the Alliance, Mr. Fogh Rasmussen
said. NATO has already reinforced its presence on the
eastern border of the Alliance, including surveillance
patrols over Poland and
Romania
and
increased
numbers of fighter aircrafts
allocated to the NATO airpolicing mission in the Baltic
States. On Ukraine, NATO
foreign ministers decided to
intensify efforts to support the
country’s defence reforms.
The Alliance will also provide
advice
on
Ukraine’s
protection
of
critical
infrastructure. In a separate
meeting with Ukrainian Foreign Minister Andrii
Deshchytsia, the Allies and Ukraine condemned
Russia’s illegal military intervention in Ukraine and
Russia’s violation of Ukraine’s sovereignty and territorial
integrity.
Ministri su zadužili savezničke vojne vlasti da razviju
dodatne mere za jačanje kolektivne odbrane i
odvraćanja od bilo kakve opasnosti agresije protiv
Alijanse, rekao je g-din. Fog Rasmusen. NATO je već
ojačao svoje prisustvo na istočnoj granici Alijanse,
uključujući i patrole za nadzor u Poljskoj i Rumuniji i
povećanim brojem borbenih
aviona
namenjenih
za
vazdušne misije NATO-a u
baltičkim državama. Što se
tiče Ukrajine, ministri inostranih
poslova NATO-a odlučili su da
pojačaju napore za podršku
reformi u oblasti odbrane

NATO Foreign Ministers also agreed to suspend all
NATO’s practical cooperation with Russia. “Through its
actions, Russia has chosen to undermine the very
foundations upon which our cooperation is built,” said
the NATO Secretary General. “In light of this, there can
be no business as usual.”

We, the Foreign Ministers of the NATO-Ukraine
Commission, are united in our condemnation of
Russia’s illegal military intervention in Ukraine, and
Russia’s violation of Ukraine’s sovereignty and territorial
integrity. We do not recognize Russia’s illegal and
illegitimate “annexation” of Crimea. We will continue
to work together to reach a political and diplomatic
solution which respects international law and Ukraine’s
internationally recognized borders.
Mi, ministri inostranih poslova Komisije NATO-Ukrajina,
ujedinjeni smo u našoj osudi ruske ilegalne vojne
intervencije Rusije u Ukrajini i kršenju suvereniteta i
teritorijalnog integriteta Ukrajine. Mi ne priznajemo
Rusku ilegalnu i nezakonitu aneksiju na Krimu. Mi ćemo
nastaviti da radimo zajedno da postignemo političko i
diplomatsko rešenje koje poštuje međunarodno pravo
i međunarodno priznate granice Ukrajine.
Pozivamo Rusiju da smiri situaciju smanjenjem svojih
trupa na Krimu do nivoa pre krize i da ih povuče u
svoje baze; da smanji svoje vojne aktivnosti duž

We call on Russia to de-escalate by reducing its troops
in Crimea to pre-crisis levels and withdrawing them to
their bases; to reduce its military activities along the
Ukrainian border; to reverse the illegal and illegitimate
“annexation” of Crimea; to refrain from any further
interference and aggressive actions in Ukraine; to
respect the rights of the Ukrainian population including
the Crimean Tatars; and to fulfil its international
obligations and to abide by international law.
Mi podržavamo raspoređivanje posmatračke misije
OEBS-a u Ukrajini. Mi pohvaljujemo Oružane snage
Ukrajine na njihovoj hrabrosti, disciplini i uzdržanosti, u
okolnostima provokacije. Kao opipljiva demonstracija
savezničke posvećenosti posebnom partnerstvu
između NATO-a i Ukrajine, dogovorili smo se o

We support the deployment of an OSCE monitoring
mission to Ukraine. We commend the Armed Forces of
Ukraine for their courage, discipline and restraint, in
the face of provocation. As a tangible demonstration
of Allied commitment to the Distinctive Partnership
between NATO and Ukraine, we have agreed on
concrete measures to enhance Ukraine’s ability to
provide for its own security.

of the political chapters of the Association Agreement
with the European Union on 21 March. An
independent, sovereign and stable Ukraine, firmly
committed to democracy and the rule of law, is key to
Euro-Atlantic security.

Radionica za koordinaciju NATO vojnog Partnerstva
NATO Military Partnerships Coordination Workshop

Radionica za koordinaciju NATO vojnog Partnerstva je
održana od 31-og marta – 4-og aprila, 2014 u hotelu
"Metropol" u Beogradu. Godišnji petodnevni događaj
je bio jedan od najistaknutijih u vezi aktivnosti NATO- a
koji se desio skoro u Srbiji. Godišnja Radionica za
koordinaciju NATO vojnog Partnerstva je okupila sve
nivoe štabove NATO-a sa predstavnicima iz
Partnerstva za mir (PfP), Mediteranskog dijaloga (MD),
Istanbulske Inicijative za saradnju (ICI) i drugih
globalnih partnera NATO-a u skoro 5 dana intenzivnih
brifinga, sindikata i bilateralnih sastanaka.
The NATO Military Partnerships Coordination Workshop
took place on March 31 – April 4, 2014 in hotel
"Metropol" in Belgrade. Five-day event was one of the
most prominent NATO related activity which took
place in Serbia recently. The annual Military
Partnership Coordination Workshop brings together all
levels of NATO headquarters with representatives from
Partnership for Peace (PfP), Mediterranean Dialogue
(MD), Istanbul Cooperation Initiative (ICI) and other
NATO global partner nations for almost 5 days of
intense briefings, syndicates and bi-lateral meetings.
Iako je primarni cilj radionice bio da inkorporira i
koordinira partnerske doprinose i da pomogne u
definisanju aktivnosti partnerstva za 2015-2016, Forum
je zapravo ponudio mnogo više kroz pružanje
prisutnima priliku da se

While the primary aim of the Workshop was
incorporating and coordinating partner inputs to help
define Partnership activities for 2015-2016, the forum
actually offered a great
deal more through giving
attendees the opportunity
to learn about current and
future NATO partnership
initiatives
such
as
involvement in exercises as
well as allowing partner
nations to have NATO
understand
their
requirements
and
ambitions.

The presence of all levels of NATO headquarters from
Single Service Commands through JFCs to SHAPE, ACT,
IMS and IS gave the widest possible spectrum of NATO
attention to partner nations. The Workshop also
allowed NATO recognized Centres of Excellence to
display their wares in a special exhibition.

Servisne Komande kroz Združenu komandu do SHAPE,
ACT, IMS i IS dat je najširi mogući spektar pažnje NATOa na zemlje partnere. Radionica je takođe dozvolila

The workshop was opened by Miroslav Jovanović,
Assistant Minister for Defence Policy from Serbia and
Major General Haluk Çetinkaya, NATO Deputy Chief of
Staff Military Partnerships.

ministra za politiku odbrane iz Srbije i general-major
Haluk Četinkaja, zamenik načelnika štaba NATO vojnih
partnerstava.
The NATO Military Partnerships Coordination Workshop
changes location annually and therefore offers the
attendees the chance to experience the hospitality of
each NATO partner nation. A separate briefing for
NATO countries’ defence attachés accredited in
Serbia about outcomes of the Partnerships
Coodination Workshop took place at the Embassy of
the Slovak Republic – the current NATO CPE in Serbia.

prisutnima priliku da iskuse čari svake partnerske nacije
NATO-a. Poseban brifing atašea za odbranu NATO

kompjuterima u komandi.
The Distinguished Visitors Day took place on April 8,
2014 at the Centre for training through simulations in
the "Banjica 2" barracks within the ten-day
international computer assisted command post
exercise "Viking 14".
Nebojša Rodić, ministar odbrane u prelaznoj vladi,
general Ljubiša Diković, načelnik generalštaba Vojske
Srbije, zajedno sa članovima Kolegijuma, državni
sekretar dr. Zoran Đorđević, pomoćnik ministra
odbrane Miroslav Jovanović, kao i predstavnici
Oružanih snaga Sjedinjenih Država, Švedske, Bosne i
Hercegovine, Makedonije, Crne Gore, Azerbejdžana,
Moldavije i Kazahstana,

During the presentation, Brigadier General Goran
Zeković, Officer in Charge of the Exercise reminded,
that its goal is to improve the training level of civilians,
military and police to work jointly in a unique multifunctional and multi-national environment. Colonel
Zoran Lucić, Head of the Centre for Training through
Simulation and Director of the part of the "Viking 14"
Exercise in Serbia, presented its basic scenario,
organization and structure. He also mentioned that the
implementation of the Exercise in Serbia involved 64
officers, with 22 from partner countries, while about 15
% of the participants are representatives from police
and civilians.

zadužen za Vežbu podsetio je, da je njen cilj da se
poboljša nivo obuke civila, vojske i policije da
zajednički rade na jedinstvenom multifunkcionalnom i

zaustavila destabilizacija Ukrajine, povući svoje trupe

We call on Russia to be part of the solution. To stop
destabilizing Ukraine, pull back its troops from the
borders and make clear it doesn't support the violent
actions of well-armed militias of pro-Russian separatists.
NATO's core task is to protect and defend our Allies.
We have already taken a series of steps, including
enhancing our Air Policing mission in the Baltic States,
and AWACS surveillance flights over Poland and
Romania.
Danas smo dogovorili paket daljih vojnih mera za
ojačavanje naše kolektivne odbrane i demonstriranje
snage savezničke solidarnosti. Mi ćemo imati više
aviona u vazduhu, više brodova na vodi, i više
spremnosti na zemlji.
Today, we agreed on a package of further military
measures to reinforce our collective defence and
demonstrate the strength of Allied solidarity. We will
have more planes in the air, more ships on the water,
and more readiness on the land.

For example, air policing aircraft will fly more sorties
over the Baltic region. Allied ships will deploy to the
Baltic Sea, the Eastern Mediterranean and elsewhere,
as required. Military staff from Allied nations will deploy
to enhance our preparedness, training and exercises.
Our defence plans will be reviewed and reinforced.
We will start to implement these measures straight
away. More will follow, if needed, in the weeks and
months to come. Our decisions today are about
defence, deterrence and de-escalation. They are
entirely in line with our international commitments.
They send a clear message: NATO will protect every
Ally and defend against any threat against our
fundamental security.
Na primer, avionic sa zadacima će leteti više u
Baltičkom regionu. Savezničke brodove će se
rasporediti na Baltičkom moru, na istočnom
Mediteranu i šire, po potrebi. Vojna osoblje iz
savezničkih zemalja će se rasporediti da unaprede
našu spremnost, obuku i vežbe. Naši planovi odbrane
će biti revidirani i ojačani. Mi ćemo početi da
sprovodimo ove mere odmah. Više će uslediti, ako je
potrebno, u nedeljama i mesecima koji dolaze. Naše
odluke su danas usmerene ka odbrani, odvraćanju i

The 31st meeting of the Multinational Advisory Group
(MAG) of the RACVIAC – Centre for Security
Cooperation, was held in Belgrade on April 15 – 16,
2014 within the Serbian chairmanship in the Group.
MAG is the highest managing body of RACVIAC and
the meeting was attended by representatives of 16
states and two international organizations.

- Centar za bezbednosnu saradnju, u Beogradu u

They presented to the participants of the 31st meeting
of MAG RACVIAC the CBRN Personnel Training Centre
in Kruševac, as a potential future partner in the field of
nuclear, chemical and biological protection and
enforcement of international regulations and
standards in this area. Serbia also intends, within the
framework of its chairmanship, to continue with
providing training of search and rescue services and
developing regional cooperation in this area through
conducting the course "Search and Rescue”, which is
to be held in May 2014.

helicopter fleets. "Both armies face the situation, where
they must seriously think about how to modernize their
helicopter fleets. We are currently dependent on the
supply of spare parts from the Russian Federation,
which is not quite an ideal situation," said Czech
Minister Stropnicky. Joint acquisition of helicopters
would allow both countries to negotiate better
conditions from armament producers and hence have
smaller impact on state budgets.

diplomatic service. Bratislav Gašič was born in 1967, in
Kruševac.
Diplomirao je na Ekonomskom fakultetu. Bio je
poslanik u Skupštini do 2012, od kada vrši dužnost
gradonačelnika Kruševca. Oženjen je i ima tri sina.
He graduated from the Faculty of Economics. He was
a Member of the Parliament until 2012, since when he
has been fulfilling the duty of a Mayor of Kruševac.He
is married and has three sons.

The crisis in Ukraine is calling into
question the very principles upon
which we have built the modern
Europe. Russia’s actions in Crimea
are a violation of the territorial
integrity
and
sovereignty
of
Ukraine. They undermine the rule of international law.
And they flout the principle that every state is
sovereign, and free to choose its own fate.

That is the principle which allowed us to heal the
divisions imposed by tyranny after World War Two, and

principle has brought us - but the crisis in Ukraine is a
reminder to us all that we must defend that principle.
That is what NATO is doing.

2014 marks a number of significant anniversaries for
the Euro-Atlantic family of nations. For NATO, it marks
15 years since the Czech Republic, Hungary and
Poland joined the alliance; 10 years since the
accession of Bulgaria, Estonia, Latvia, Lithuania,
Romania, Slovakia and Slovenia joined; and five years
since Albania and Croatia acceded. This year also
marks a decade since ten of those countries joined
the European Union.

kojem je dogovoreno proširenje 2004. Predsedavao
sam samitu EU u Kopenhagenu na kojem je

summit which agreed the 2004 enlargement. I chaired
the EU summit in Copenhagen which agreed to the
European Union’s enlargement. As Secretary General
of NATO, I have had the privilege of working day by
day with the new members of our Alliance. In both
capacities, I have seen first-hand the enormous
benefits which the accession of new members to the
two premier Euro-Atlantic organisations has brought.
By choosing to adopt the standards and principles of
NATO and the EU, these countries gave their
democracies the strongest possible anchor. They
rejoined the family of Western nations. And by taking
the pledge to defend and protect NATO, they
received the pledge that NATO would defend and
protect them. At the same time, NATO benefited from
their accession. The Alliance gained members who are

strong and committed, who play a significant role in
our operations and exercises, and who bring a wealth
of diverse experience and insights to the table.
Moreover, Europe and the world benefited from their
choice to join our organisations, because by their
accession, they spread the space of freedom,
democracy, security and stability ever further across
this once-divided continent. Their accession to NATO,
and the EU, is one of the great success stories of our
time. The peace and prosperity these accessions
brought is the strongest vindication of our founding
principle. The task is not yet done. There are still
countries which wish to join the Euro-Atlantic
organisations.

priča našeg vremena. Mir i prosperitet ovog
pristupanja doneo je najjaču potvrdu našeg principa
osnivanja. Zadatak još nije završen. Još uvek postoje
zemlje koje žele da se pridruže evroatlantskim
organizacijama.
Pozicija NATO-a je jasna, to je navedeno u članu 10
naše osnivačke povelje Severnoatlantskog sporazuma:
svaka evropska država koja je u poziciji da širi principe
Saveza i da doprinese bezbednosti Severnoatlantskog

NATO-u je slobodan izbor, ali to nije slobodna vožnja.

NATO’s position is clear, and it is set out in Article 10 of
our founding charter, the North Atlantic Treaty: any
European state in a position to further the principles of
the Alliance and to contribute to the security of the
North Atlantic area can apply to join. Accession to
NATO is a free choice, but it is not a free ride. As the
members of the Alliance all know, it takes determined
reforms, and years of work; but the rule is cast in
granite: NATO’s door is open for those who are ready
to do the hard work. These countries are all working on
the necessary reforms. NATO is supporting them. And
once they have done all that is needed, we will take
the necessary decisions. Ukraine’s policy on EuroAtlantic accession has changed over the past
decade, but at every step, NATO has respected our
partner’s choice. Our cooperation with Ukraine has
grown steadily stronger as a result.

and stability across Europe. It

modern Europe. That principle has stood us in good
stead since the day NATO was founded.

The most important topic of the 2014 NATO summit
should have been the end of the ISAF mission. Many
saw it as an existential issue going beyond military
logistics and security situation in Afghanistan. Crippling
cuts in defence budgets across Europe and
paradigmatic change in the US security considerations
would put the value of the transatlantic military bond
under scrutiny. Russian boots on the Ukrainian ground
changed the order of topics for the Wales meeting,
but it is only to be seen what the long-term
implications will be.
Najvažnija tema NATO samita 2014 trebalo bi da bude
kraj misije ISAF. Mnogi ga vide kao egzistencijalno
pitanje koje prevazilazi pitanja vojne logistike i
bezbednosne situacije u Avganistanu. Drastično
smanjenje budžeta za odbranu širom Evrope i
paradigmatske promene u bezbednosnim prioritetima
SAD, bi stavilo vrednost vojne transatlantske veze pod
lupu. Ruska noga na ukrajinskom tlu je promenila
redosled tema za sastanak u Velsu, ali tek će da se
vidi šta će biti dugoročne posledice.
Za Slovačku, koja se nalazi na istočnim granicama
NATO, željena implikacija bi trebalo da bude već
jasna: politički i vojno jači transatlantski savez u stanju
da zaštiti svoje članove, kao i stabilnost projekta i
prosperiteta u njenom susedstvu. Imati granice sa
istomišljenicima demokratskim zemljama nije samo naš
interes bezbednosti, ali ima ogromnu ekonomsku
vrednost, što dokazuje intenzivna trgovinska razmena
sa svima, osim jednog od naših suseda. U našem
interesu je da Zapad pomaže Ukrajinski otpor protiv
sistemskih pritisaka i drži zemlju na putu ka demokratiji i
prosperitetu.
For Slovakia, which lies on NATO’s eastern borders, the
desired implication should be clear already: politically
and militarily stronger transatlantic alliance able to
protect its members as well as project stability and
prosperity in its neighbourhood. Having borders with
the like-minded democratic countries is not only our
security interest, but it has tremendous economic
value, as evidenced by intensive trade exchange with
all but one of our neighbours, Ukraine. It is in our
interest that the West helps Ukraine resist anti-systemic
pressures and keep the country on its path towards
democracy and prosperity.
It is also in Slovakia’s interest to

Some parts of our neighbourhood, though, are highly
volatile and cannot be stabilized by the means of
integration. Moreover, the recent striking decrease of
the US military engagement in our part of the World
shows that the European allies have to take more
responsibility for eventual crisis situations. Therefore the
end of the ISAF mission in Afghanistan should not be
translated as the end of NATO’s operations abroad.
Crises very often break out abruptly, without leaving
much time for preparations. In this respect, we have to
keep our military forces ready for remote deployments
in terms of hardware, training and interoperability.

sigurno ne želimo da se lišimo takvog dobrog radnog

Still, the core role of the alliance is collective defence.
Even though we understand the importance of
political and military ability to carry out crisis
management operations beyond the alliance’s
borders, the recent developments in Ukraine show us
that the territorial defence still matters in Europe. Some
of the CEE allies, especially Poland and the Baltic
states, often being described as too radical, have
been consistent in explaining the risks of neglecting
Article 5 contingencies. As we can see today, when
the whole concept of inviolability of borders in Europe
is being questioned, their assessment was correct.
Ipak, osnovna uloga ovog saveza jeste kolektivna
odbrana. Iako smo razumeli značaj političke i vojne
sposobnosti za obavljanje poslova upravljanja kriza
izvan granica Alijanse, nedavni razvoj događaja u
Ukrajini nam je pokazao da je teritorijalna odbrana i
dalje važna u Evropi. Neki od stavova Centralno
Evropskih saveznika, posebno Poljskoj i baltičkim
zemljama, često se opisuju kao previše radikalni, ali oni
su dosledni u objašnjavanju rizike zanemarivanja član
5. Kao što možemo videti i danas, kada se dovodi u

Naturally, the CEE countries are those ones most
concerned about the situation in Ukraine. It is often
being said that the Russian annexation of the Crimean
peninsula is the first military take-over in Europe since
the World War II, but such a statement is misleading.
Soviet troops invaded and occupied Hungary in 1956
and Czechoslovakia in 1968 in an attempt to sustain
Moscow’s grip over half of the continent. These acts
were formally not annexations, but de-facto they
served the very same goal of securing absolute
control over the territory. What is happening now to
the east of our borders is therefore just a déjà-vu of
Soviet-style brute-force way of doing the power
politics.

zabrinute zbog situacije u Ukrajini. Često se kaže da je
ruska aneksija Krimskog poluostrva prvo vojno
preuzimanje u Evropi od Drugog svetskog rata, ali
takva izjava je pogrešna. Sovjetske trupe napale su i
okupirale Mađarsku u 1956 i Čehoslovačkoj 1968, u
pokušaju da održe stisak Moskve preko polovine
kontinenta. Ovi akti nisu formalno aneksija, ali de fakto
oni služe upravo isti cilj obezbeđivanje apsolutne

hand, and firm commitment to defend themselves
jointly under the aegis of the United States, the
ultimate guarantor of West Europe’s security, on the
other.

We have lacked most of what was defining the West
during the Cold War in the recent years: political unity,
solidarity, strategic thinking, military might and support
of the public. European allies have been marginalizing
the defence agenda and reducing its military
capabilities through unsustainable budget cuts, while
the US has significantly reduced its military presence in
Europe and tried to appease Russia. Washington’s last
year’s decision to have only a symbolic participation
(200 troops) in the Steadfast Jazz exercise, the first
major Article 5 manoeuvres of NATO since 2006, left
many in our region disappointed and concerned,
although not surprised after the mismanaged
communication of the 2009 missile defence plan
cancelation to Poland and the Czech Republic which
occurred without prior notice and right on the 70th
anniversary of the Soviet invasion of Poland.
Nama je nedostajala većina onoga što je tada
definisalo Zapad u poslednjih nekoliko godina:
političko jedinstvo, solidarnost, strateško razmišljanje,
vojna moć i podrška javnosti. Evropski saveznici
marginalizuju dnevni red odbrane i smanjuju njegove
vojne sposobnosti kroz neodrživost smanjenja budžeta,
dok je SAD značajno smanjio svoje vojno prisustvo u
Evropi i pokušao da umiri Rusiju. Prošlogodišnja Odluka
Vašingtona da ima samo simboličnu participaciju u

The “Reset” era is seemingly over as the Americans are
considering and launching reassurance measures
including increased military presence in Poland and
the Baltics, and slowly adopting sanctions against
Putin’s inner circle. The Europeans are more hesitant
about imposing stricter sanctions due to their trade
and gas dependencies on Russia. On the other hand,
some countries, such as Lithuania and Latvia, have
decided to significantly increase their defence
budgets (and some other countries, such as the Czech
Republic, are reconsidering it); the Poles are speedingup their military modernization plans; many NATO
members are already reinforcing the north-eastern
flank of the alliance; some in Finland and Sweden are
at least thinking about the possibility of the NATO
membership; and military capabilities are once again
on the top of media attention, even in countries such
as Slovakia where the issue was literally non-existent for
years.

and low-profile intelligence activities (such as public
opinion polling in the Latvia’s border regions). It is
already the high time for a new vision. A vision of
NATO once again willing and able to deter from and
stand up against malevolent and illegal behaviour,
defend its members and project peace, stability and
prosperity in its neighbourhood. Allies now need to end
their ignorance, disinterest, and cynicism, and indicate
clearly where the real red line lies.

za boljim NATO, mi smo u želji za boljim savezništvom,
za bolje nas samih. Ukoliko je savez glavni stub
bezbednosti Slovačke kakav stub je Slovačka u
savezu? Deset godina od kada smo se pridružili NATOu, mnogi su skloni da vide svoju zaštitni štit kao nešto
automatsko. To nije i nikad nije bilo. Nakon neuspeha
da uđe zajedno sa našim
Visegradskim susedima u
1999, uspeli smo da se
integrišemo u 2004 samo
zahvaljujući naporu bez
presedana. Prevazišli smo
početne teškoće, ali i
zadovoljni sami zbog
početnog
uspeha,
nezainteresovanost
je
zamenio našu revnost.
Percepcija

i
opsednutosti ekonomske
krize marginalizovala je
našu odbranu u smislu pažnje i ulaganja.
To have better NATO, we need better allies, better us
ourselves. NATO is the main pillar of Slovakia’s security.
The question is whether Slovakia is also a firm support
to the alliance: Ten years since we joined NATO, many
tend to perceive its protecting shield as something
automatic. It is not and it never was. After failing to
enter together with our
Visegrad neighbours in
1999 due to (fortunately)
unsuccessful autocratic
aspirations of the Vladimír
Mečiar’s government, we
managed to integrate in
2004 only thanks to an
unprecedented effort of
the
pro-democratic
political
elite,
public
servants and civil society
leaders which followed
Mečiar’s electoral defeat
in 1998. We overcame
initial difficulties, but also satisfied ourselves with the
initial success, disinterest replaced our zeal. Perception
of total security and obsession with the economic crisis
marginalized our defence in terms of attention and
investment.
U roku od pet godina, smanjili smo našu odbrambenu
potrošnju za 27 %, dok je naša privreda porasla za 5
odsto u istom periodu. Od kraja Hladnog rata nismo
modernizovali skoro nijedan veliki vojni hardwere; 70
odsto naših kopnenih trupa je izvan njenog životnog
veka; naši helikopteri, borbeni avioni i raketna
odbrana će morati da se zameni u kratkom roku; u
svetlu nedavnog ruskog ponašanja naše političko
rukovodstvo tvrdi da umesto da pomogne savezniku
da se odbrani od eventualnog napada u skladu sa
članom 5., mi radije puštamo Savet bezbednosti UN
da usvaja rezoluciju; šaljemo signale da nema potrebe

spending by 27% while our economy grew by 5
percent in the same period. Since the end of the Cold
War we have modernized almost no major military

Želim drugačiju Slovačku za NATO: koja bi bila
pouzdan saveznik i vojno i politički. Postoje brojni
podsticaji koji bi mogli da nam pomognu da
obnovimo našu vojsku i ugled: Skoro svi ostali u
regionu centralne evrope su vodeći primer, hajde da
koristimo pozitivan efekat grupe i voz. Hajde da
iskoristimo priliku V4 formata i povezivanje naših
akvizicija sa presedana programa modernizacije
Poljske ili sa bilo kojim od brojnih projekata naoružanja
u regionu. Hajde da se poboljša naš obrazovni sistem
udruživanjem snaga u regionu kao što su baltičke
zemlje uradile pre nekoliko godina osnivanjem
Baltičkog koledža odbrane. Hajde da iskoristimo
trenutnu krizu da se ojača kao što smo uradili u
periodu posle gasne krize iz 2009, kada smo uspeli da

Slovakia should be a more reliable ally both militarily
and politically. There are numerous incentives which
might help us rebuild our military and reputation: Many
others in the CEE region are leading by example, let’s
just use the positive group effect and bandwagon.
Let’s seize the opportunity of the V4 format and
connect our acquisitions with Poland’s modernization
programme or with any of numerous armament
projects in the region. Let’s improve our education
system by joining forces in the region as the Baltic
countries did years ago by establishing the Baltic
Defence College. Let’s use the current crisis to
strengthen ourselves as we did in the aftermath of the
2009 gas crisis when we managed to diversify our gas
inflow options.
Danas, kada je princip NATO kolektivne odbrane
povratio svoj značaj, mi sebe vidimo "u" ali "bez". Svi
znamo šta treba da se uradi i šta će biti bezbednosni
rizik. Moramo da izvršimo potrebne strateške odluke
umesto zatvaranja oči za naše već urušene oružane
snage i dobro ime koje polako bledi.
Today, when NATO’s principle of collective defence
regained its importance, we find ourselves “in”, but
“without”. We all know what needs to be done and
what would be a security gamble. We have to make
the needed strategic decisions instead of turning a
blind eye to our already collapsing armed forces and
fading-out good name.
